A RESEARCH OF E-GOVERNMENT WEBSITE PERFORMANCE AND ITS RELATIONS WITH ECONOMIC DEVELOPMENT

The e-government websites (EGWS) provide comprehensive government information contents and online services for residents and become an important interactive platform between province authorities and residents. In this article, we construct a set of systematic, objective, effective, and service-oriented EGWS performance evaluation model, and utilize the quantization methods, analytic hierarchy process(AHP) to evaluate Chinese province EGWS. We have shown the applicability of the EGWS evaluating method using 31 provincial case study. The results indicate that there remains significant variation in the extent to which EGWS deliver government information, online service, interact with residents and using information technology. Furthermore, we utilized correlation analysis to determine whether the EGWS performance has any relations with the economic development level. This research provide e-government policy makers with the ability to make more informed decisions on these issues so residents can be better served

Prepare your indicators: Economics imperialism on the shores of law and development

This article explores the influence of economics on the demand for, and deployment of, indicators in the context of the World Bank's investment climate campaign. This campaign is characterised by an emphasis on marketisation, mathematisation and quantification, which are respectively the normative, analytical and empirical approaches of choice in mainstream economics. The article concludes that economics generally, and indicators in particular, have brought a certain discipline and energy to the field of law and development. But this ‘progress’ has often been at the expense of non-economic values and interests, and even of our ability to mourn their loss

Civil Society in the 'Visegrad Four': Data and Literature in the Czech Republic, Hungary, Poland and Slovakia

The first of three publications on the '25 Years After -- Mapping Civil Society in the Visegrád Four' project contains an overview of existing data and literature in the Czech Republic, Hungary, Poland and Slovakia. It looks at where and what kind of research on civil society has been and is being done, who is doing it and where the gaps are.To be consistent and comparable, the four country reports include the same core sections: relevant publications on civil society in the respective country; existing databases and other data sources; active centres of research, training, and policy studies. More than providing just a list, this report looks at how they can be evaluated in terms of scope, accurateness and depth. Finally, it considers the question of what the most crucial gaps in research and funding in the countries are.An academic volume is slated for the end of 2014. The Quest for Integration: Australian Approaches to Security and Development in the Pacific Islands

With the deployment of the Regional Assistance Mission to Solomon Islands in July 2003, the former Howard Government initiated its robust new engagement with Australia's Pacific island neighbours. Interventions with an initial security focus have been portals to broader and ambitious state-building exercises. The quest to integrate security and development agendas lies at the heart of 'the new interventionism'. This article examines the evolution and character of this approach, as well as reviewing its implementation in the two case studies of Solomon Islands (RAMSI) and Papua New Guinea (ECP). It also discusses the significance for Australia/Pacific relations of the recent change of government in Canberra and the differences (and similarities) to be anticipated under Prime Minister Rudd's Labor Government

Rain, Rain, Go Away? The Investment Climate, State Business Relations and Firm Performance in India

It is commonly argued that a better investment climate reform – that is, lower distortions in the institutional, policy and regulatory environment in which firms operate - lead to discernible improvements in firm performance. In this paper, we argue that effective state business relations condition better investment climate outcomes and that the deeper institutional determinants of firm performance are the former. We examine the effect of effective state-business relations of total factor productivity (TFP) for formal sector firms in India for the years 2000-01 and 2004-05 and find support for this hypothesis.State business relations, total factor productivity, India

Power relations, ethnicity and privatisation: A tale of a telecommunications company

The purpose of this paper is to demonstrate the confluence of political and economic interests of the Fijian elite in transforming state assets into private property and financial gain. Drawing on a Habermasian theoretical framework applied to a privatised state monopoly (Telecom Fiji), it is demonstrated how an implementation of privatisation concealed social and political interests. Thus privatisation provided a convenient rhetoric and tool of implementation for social and political gain by a ruling elite. For those inside the Telecom company, the ethos of public service could not withstand the messengers of capitalism with their rhetoric of the need for greater efficiency, effectiveness and consumer awareness. However, as for many other privatisation programmes around the world, the results are not reflected in the improved organisational performance or wellbeing of the ordinary citizen when state monopolies are privatised
