    Electronic government and electronic government, namely a change in the manual system of government to an electronic one, one example is the Online auction (E-auction), which is an auction site and procurement of goods based on electronics/online through applications or websites and can be used for executable auctions, non-auction mandatory execution, as well as voluntary non-execution auctions. In addition, they can bid online via the internet on their cell phones without having to be present at the auction venue or auction office, accessible whenever and wherever they are because it is more efficient in time, accommodation and transportation to the auction place. This online auction is conducted via e-mail so that auction participants can bid repeatedly without interference from outside parties outside the auction, unlike conventional auctions where other people can interfere or participate in bidding on the auction price until the time specified. set out. This study aims to implement the e-auction and analyze the obstacles that occur and the efforts to overcome obstacles at the Bekasi City State Wealth and Auction Service Office (KPKNL). The research paradigm is Constructivism, a case study research design. Using the purposive sampling technique, qualitative research methods with data collection techniques using observation and in-depth interviews. The results of the study indicate that the implementation of the online auction system (e-auction) in Bekasi has been used since 2015 until now, with the implementation of the system running quite well due to annual human resource training, more complete facilities and infrastructure, and fast service. responsive. However, deficiencies such as a lack of socialization about the website and the auction sales target are still not achieved.Electronic government merupakan suatu perubahan sistem pemerintahan manual menjadi berbasis elektronik, salah satunya berupa lelang Online (E-auction) yaitu situs pelelangan dan pengadaan barang berbasis elektronik melalui aplikasi atau website dan dapat digunakan untuk lelang eksekusi, lelang non-eksekusi wajib, maupun lelang non-eksekusi sukarela. Selain itu, dapat melakukan penawaran lelang secara online melalui internet di telepon seluler tanpa harus hadir di tempat pelelangan atau kantor lelang tersebut, dapat diakses kapanpun dan dimanapun berada karena lebih efisien dalam waktu, akomodasi dan transportasi menuju tempat lelangnya. Lelang online ini dilakukan melalui e-mail sehingga peserta lelang dapat melakukan penawaran secara berkali-kali tanpa adanya gangguan dari pihak luar di luar pelelangan tersebut, tidak seperti lelang konvensional dimana orang lain dapat mengganggu atau ikut serta dalam melakukan tawar menawar harga lelang sampai waktu yang ditetapkan habis. Penelitian ini bertujuan menganalisis implementasi e-auction, menganalisis hambatan yang terjadi dan upaya mengatasi hambatan di Kantor Pelayanan Kekayaan Negara dan Lelang (KPKNL) Kota Bekasi. Paradigma penelitian ini Konstruktivisme, Desain Penelitian Studi Kasus. Metode penelitian kualitatif dengan teknik perolehan data melalui observasi dan wawancara mendalam dengan menerapkan teknik Purposive sampling. Hasil penelitian menyatakan bahwa implementasi sistem lelang online (e-auction) di Bekasi sudah digunakan sejak tahun 2015 hingga saat ini dengan penerapan sistem yang berjalan cukup baik karena adanya pelatihan sumber daya manusia setiap tahun, sarana dan prasarana yang semakin lengkap, dan pelayanan yang cepat tanggap. Namun masih ada kekurangan yang terjadi seperti kurangnya sosialisasi tentang website dan target penjualan lelang yang tidak tercapai

    This paper argues that a better understanding of the business model of web auctions can be reached if we adopt a broader view and provide empirical research from different sites. In this paper the business model of web auctions is refined into four dimensions. These are auction model, motives, exchange processes, and stakeholders. One of the objects of this research is to redefine the blurry concept of the business model by analyzing one business model, the web auction model. We show in this research the complexity and diversity of factors contributing to the success of the web auction model. By generalizing the results to the level of business model we also show how complex and diverse business models can be. Motivated by the lack of empirically grounded justification for the mixed business results of web auctions, this paper adopts a qualitative approach that includes telephone interviews with web auctions developed in different European countries.exchange processes;stakeholders;Web auctions

    Information Disclosure in Open Non-Binding Procurement Auctions: an Empirical Study

    The outcome of non-binding reverse auctions critically depends on how information is distributed during the bidding process. We use data from a large European procurement platform to study the impact of different information structures, specifically the availability of quality information to the bidders, on buyers' welfare and turnover of the platform. First we show that on the procurement platform considered bidders indeed are aware of their rivals' characteristics and the buyers preferences over those non-price characteristics. In a counterfactual analysis we then analyze the reduction of non-price information available to the bidders. As we find, platform turnovers in the period considered would decrease by around 30%, and the buyers' welfare would increase by the monetary equivalent of around 45% of turnover of the platform

    Electronic Reverse Auctions: Spawning Procurement Innovation in the Context of Arab Culture

    Government e-procurement initiatives have the potential to transform local institutions, but few studies have been published of strategies for implementing specific e-procurement tools, particularly involving procurement by a foreign government adapting to local culture in the Middle East/North Africa (MENA). This case describes procurement at a forward operating base (FOB) in Kuwait in support of operations in Iraq. The government procurers had to deal with a phenomenon unique to the MENA region: wasta. Wasta is a form of social capital that bestows power, influence, and connection to those who possess it, similar to guanxi in China. This study explores the value proposition and limitations of electronic reverse auctions (eRA) with the purpose of sharing best practices and lessons learned for government procurement in a MENA country. The public value framework provides valuable theoretical insights for the implementation of a new government e-procurement tool in a foreign country. In a culture dominated by wasta, the suppliers enjoyed the transparency and merit-based virtues of eRA’s that transferred successfully into the new cultural milieu: potential to increase transparency, competition, efficiency, and taxpayer savings. The practices provided herein are designed specifically to help buyers overcome structural barriers including training, organizational inertia, and a lack of eRA policy and guidance while implementing a new e-procurement tool in a foreign country

    Applying Bourdieu to socio-technical systems: The importance of affordances for social translucence in building 'capital' and status to eBay's success

    This paper introduces the work of Sociologist Pierre Bourdieu and his concepts of ‘the field’ and ‘capital’ in relation to eBay. This paper considers eBay to be a socio-technical system with its own set of social norms, rules and competition over ‘capital’. eBay is used as a case study of the importance of using a Bourdieuean approach to create successful socio-technical systems.Using a two-year qualitative study of eBay users as empirical illustration, this paper argues that a large part of eBay’s success is in the social and cultural affordances for social translucence and navigation of eBay’s website - in supporting the Bourdieuean competition over capital and status. This exploration has implications for wider socio-technical systems design which this paper will discuss - in particular, the importance of creating socially translucent and navigable systems, informed by Bourdieu’s theoretical insights, which support competition for ‘capital’ and status

    Stigmergy in Web 2.0: a model for site dynamics

    Building Web 2.0 sites does not necessarily ensure the success of the site. We aim to better understand what improves the success of a site by drawing insight from biologically inspired design patterns. Web 2.0 sites provide a mechanism for human interaction enabling powerful intercommunication between massive volumes of users. Early Web 2.0 site providers that were previously dominant are being succeeded by newer sites providing innovative social interaction mechanisms. Understanding what site traits contribute to this success drives research into Web sites mechanics using models to describe the associated social networking behaviour. Some of these models attempt to show how the volume of users provides a self-organising and self-contextualisation of content. One model describing coordinated environments is called stigmergy, a term originally describing coordinated insect behavior. This paper explores how exploiting stigmergy can provide a valuable mechanism for identifying and analysing online user behavior specifically when considering that user freedom of choice is restricted by the provided web site functionality. This will aid our building better collaborative Web sites improving the collaborative processes

    Critical review of the e-loyalty literature: a purchase-centred framework

    Over the last few years, the concept of online loyalty has been examined extensively in the literature, and it remains a topic of constant inquiry for both academics and marketing managers. The tremendous development of the Internet for both marketing and e-commerce settings, in conjunction with the growing desire of consumers to purchase online, has promoted two main outcomes: (a) increasing numbers of Business-to-Customer companies running businesses online and (b) the development of a variety of different e-loyalty research models. However, current research lacks a systematic review of the literature that provides a general conceptual framework on e-loyalty, which would help managers to understand their customers better, to take advantage of industry-related factors, and to improve their service quality. The present study is an attempt to critically synthesize results from multiple empirical studies on e-loyalty. Our findings illustrate that 62 instruments for measuring e-loyalty are currently in use, influenced predominantly by Zeithaml et al. (J Marketing. 1996;60(2):31-46) and Oliver (1997; Satisfaction: a behavioral perspective on the consumer. New York: McGraw Hill). Additionally, we propose a new general conceptual framework, which leads to antecedents dividing e-loyalty on the basis of the action of purchase into pre-purchase, during-purchase and after-purchase factors. To conclude, a number of managerial implementations are suggested in order to help marketing managers increase their customers’ e-loyalty by making crucial changes in each purchase stage

    Learning in virtual worlds : Using communities of practice to explain how people learn from play

    Although there is interest in the educational potential of online multiplayer games and virtual worlds, there is still little evidence to explain specifically what and how people learn from these environments. This paper addresses this issue by exploring the experiences of couples that play World of Warcraft together. Learning outcomes were identified (involving the management of ludic, social and material resources) along with learning processes, which followed Wenger’s model of participation in Communities of Practice. Comparing this with existing literature suggests that productive comparisons can be drawn with the experiences of distance education students and the social pressures that affect their participation
