The report analyses the structural conditions for the design of business models regarding new information and communication services. The services examined are mobile VoIP (MVoIP) and multi-play – services that already are on the market, however in their infancy, and which represent different kinds of services in terms of structural conditions market-wise and in regulatory terms. As the two service categories are relatively new on the market, dominating business model designs have not yet settled and the strategic choices of companies are very open. Being on the market, the discussion on the business model design, however, transcends the purely speculative stage. The structural conditions studied are the market conditions including the regulatory conditions. In addition, the different technological solutions are examined, as MVoIP as well as multi-play include different technology solutions for the delivery of services to users. This means that the analysis includes technological as well as market-based and regulatory elements. The aim of the analysis of the structural conditions is two-fold: On the one hand, to deepen the understanding of the structural condition and, on the other hand, to discuss the conditions for different business model design options. The report examines the regulatory policies and market characteristics in MVoIP and multi-play as a basis for a discussion on how these policies and characteristics affect the business model decisions of service providers in the two areas. Using empirical material from Norway and Denmark, the report presents a comparative analysis of the structural conditions and the business model choices made by actors in the market. The basic theoretical framework for the analysis is the Structure-Conduct-Performance (SCP) framework. The strength of this framework is that it stretches all the way from the structural conditions, through the conduct (business models and strategies) of companies seen in connection with these structural conditions, to the actual performance of companies in the market. The focus of the present report is on the structural conditions with a view to the framework that these conditions constitute for the business model design of companies. The empirical basis of the report consists primarily of interviews with representatives from IT and telecom industry organizations, policy makers and regulators in the telecom area in Norway and Denmark

This dissertation examines data transfers along the existing lines of cable TV. PLC equipment has been selected as the focus of this examination. The essay examines the question of Multicarrier modulation and focuses more specifically onto the problem of OFDM modulation, which is being used by the selected equipment. It further describes the process of integration of PLC equipment into the cable TV network, modifications of the CATV and the basic topology of the created data networks. The essay also offers a closer look onto a PLC modem and Head End from Corinex that have been used in the implementation of a data network in a selected rural settlement. The author has also raised the issue of the problems connected with cable wires connected with this particular type of data transfers and the solutions of some of the encountered problems. The characteristics of this network have then been measured during normal operation of the created network. Measurements have been carried out in order to determine the transfer speed on a physical and transfer level, the SNR of specific connections and the signal attenuation. The measurements have confirmed the suitability of the used PLC equipment for the purposes of data transfer along the cable TV lines as far as data speed and signal strength was concerned. A map of the particular cable TV lines and the PLC equipment has been included in the attachment.

Understanding the effectiveness of open standards for providing access to functions in next generation networks

University of Technology, Sydney. Faculty of Engineering and Information Technology. The traditional telecommunications environment is 'closed', where applications can only be developed internally with specific knowledge of individual network technologies. In the last several years, there has been an enormous increase in efforts to 'open up ' these networks for application development, leading to open standards such as the Parlay/OSA APIs. This thesis is primarily concerned with understanding the effectiveness of open standards for providing third party stakeholders with access to functions in Next Generation Networks. Effectiveness in this context is to do with how well open systems may, and can, enable the business aims, and consequent technological advantages to achieve the business aims. We reason about the effectiveness from three perspectives in terms of whether the open standard provides sufficient openness, functional coverage, and practicality. While the methodology and models are applicable to evaluating open standards in general, we specifically apply them to the QoS control functionality provided by the Parlay/OSA Connectivity Manager Service Capability Feature

This Capstone Project addresses an important problem hampering growth and development in the Kosova electronic communications sector, namely that its legislative enabling environment is seriously out of phase with current communications technology convergence, modern competition-based regulatory practices, and European Union (EU) information society policies. This is because the existing Law on Telecommunications is eight years old and urgently requires updating, and at the urging of the European Commission (EC), has led Government to commit to completing a new Electronic Communications Law based on EU legislation by end 2010. Specifically, of the many issues to be addressed by a new legislative framework, this Project focuses on the research and development of legislative solutions that both comply with relevant EU legislation and can be sustainable in the Kosova context in four key problem areas: (i) Eliminating entry barriers and promoting competition via the adoption of a general authorization regime in lieu of current licensing rules; (ii) Harmonizing the regulatory approach to the convergent broadcasting and telecommunications sectors, and then proposing them for inclusion in a draft new law; (iii) Increasing service choice, quality, and consumer protection for users through an effective, technology-neutral regulatory framework; and, (iv) National regulatory agency set up (coherence, independence, accountability, transparency, predictability, capacity). The Project outcome enables policy makers and legislators to be presented with fully researched and justified legislative reform proposals in these areas that are fully harmonized with EU standards. By rationalizing the sector it enables an environment (economically and administratively), when promises to enhance the economic development potential and the social utility of the sector

The general use of Internet access and user equipments, such as smartphones, tablets and personal computers, is creating a new wave of video content consumption. In the past two decades, the Television broadcasting industry went through several evolutions and changes, evolving from analog to digital distribution, standard definition to high definition TV-channels, form the IPTV method of distribution to the latest set of technologies in content distribution, OTT. The IPTV technology introduced features that changed the passive role of the client to an active one, revolutionizing the way users consume TV content. Thus, the clients’ habits started to shape the services offered, leading to an anywhere and anytime offer of video content. OTT video delivery is a reflection of those habits, meeting the users’ desire, introducing several benefits discussed in this work over the previous technologies. However, the OTT type of delivery poses several challenges in terms of scalability and threatens the Telecommunications Operators business model, because OTT companies use the Telcos infrastructure for free. Consequently, Telecommunications Operators must prepare their infrastructure for future demand while offering new services to stay competitive. This dissertation aims to contribute with insights on what infrastructure changes a Telecommunications Operator must perform with a proposed bandwidth forecasting model. The results obtained from the forecast model paved the way to the proposed video content delivery method, which aims to improve users’ perceived Quality-of-Experience while optimizing load balancing decisions. The overall results show an improvement of users’ experience using the proposed method.
