    Collaborative Open Data versioning: a pragmatic approach using Linked Data

    Most Open Government Data initiatives are centralised and unidirectional (i.e., they release data dumps in CSV or PDF format). Hence for non trivial applications reusers make copies of the government datasets to curate their local data copy. This situation is not optimal as it leads to duplication of efforts and reduces the possibility of sharing improvements. To improve the usefulness of publishing open data, several authors recommeded to use standard formats and data versioning. Here we focus on publishing versioned open linked data (i.e., in RDF format) because they allow one party to annotate data released independently by another party thus reducing the need to duplicate entire datasets. After describing a pipeline to open up legacy-databases data in RDF format, we argue that RDF is suitable to implement a scalable feedback channel, and we investigate what steps are needed to implement a distributed RDFversioning system in production

    OGOLOD is a Linked Open Data dataset derived from different biomedical resources by an automated pipeline, using a tailored ontology as a scaffold. The key contribution of OGOLOD is that it links, in new RDF triples, genetic human diseases and orthologous genes, paving the way for a more efficient translational biomedical research exploiting the Linked Open Data cloud

    ‘Shell to Sea’ in Ireland: building social movement potency

    In 1996 the Corrib gas field, holding over 1 trillion cubic feet of gas, was discovered by Enterprise Oil 83km off the North West coast of Ireland. Acquired by Shell in 2002, proposed extraction and processing is now a co-venture between several multinational energy corporations who aim to transport the gas some 90kms via pipeline to an onshore refinery site at Bellanaboy. Although heralded as a significant opportunity for development and employment by Shell and participating companies, local resistance to the proposals, on social and environmental grounds, has been sustained and effective. Mirroring global conflicts between the petrochemical industry and local people and lifeworlds, this resistance has elicited repressive responses, including the jailing of local landowners by the Irish state following their resistance to unprecedented compulsory land acquisition orders, and the taking out of a court injunction by Shell in 2005. Drawing on elements of contemporary social movement theory, and on both field research and analysis of campaign documents and media reports, this paper seeks to describe and reflect on the shape and spread of the social movement that has arisen in response to this development project. We focus on the ‘Shell to Sea’ campaign which has argued for the offshore, as opposed to the onshore, development of the gas field, and has garnered support from many other social movement groups and networks. In particular we consider the use of alternative media in strengthening shared networks of concern and in engaging critically with corporate media representations of both the project and the mobilisation. We conclude that social movement effectiveness and potency is in large part an outcome of collective and subjective commitments to intense work effort and the sharing of felt solidarity regarding environmental and social concerns; and we iterate the significance of affective and subjective dimensions of social movement activities alongside more conventional descriptions of work practices and structuring contexts

    Preparing Laboratory and Real-World EEG Data for Large-Scale Analysis: A Containerized Approach.

    Large-scale analysis of EEG and other physiological measures promises new insights into brain processes and more accurate and robust brain-computer interface models. However, the absence of standardized vocabularies for annotating events in a machine understandable manner, the welter of collection-specific data organizations, the difficulty in moving data across processing platforms, and the unavailability of agreed-upon standards for preprocessing have prevented large-scale analyses of EEG. Here we describe a "containerized" approach and freely available tools we have developed to facilitate the process of annotating, packaging, and preprocessing EEG data collections to enable data sharing, archiving, large-scale machine learning/data mining and (meta-)analysis. The EEG Study Schema (ESS) comprises three data "Levels," each with its own XML-document schema and file/folder convention, plus a standardized (PREP) pipeline to move raw (Data Level 1) data to a basic preprocessed state (Data Level 2) suitable for application of a large class of EEG analysis methods. Researchers can ship a study as a single unit and operate on its data using a standardized interface. ESS does not require a central database and provides all the metadata data necessary to execute a wide variety of EEG processing pipelines. The primary focus of ESS is automated in-depth analysis and meta-analysis EEG studies. However, ESS can also encapsulate meta-information for the other modalities such as eye tracking, that are increasingly used in both laboratory and real-world neuroimaging. ESS schema and tools are freely available at www.eegstudy.org and a central catalog of over 850 GB of existing data in ESS format is available at studycatalog.org. These tools and resources are part of a larger effort to enable data sharing at sufficient scale for researchers to engage in truly large-scale EEG analysis and data mining (BigEEG.org)

    Presents recommendations for Australia to take a strategic approach to science and its related fields, focusing on: building competitiveness, supporting high quality education and training, maximising research potential and strengthening international engagement. Introduction The global economy is changing. New technologies and smart companies lead. New industries and new sources of wealth are emerging. New skills are required for workers at all levels. Australians must decide whether we will be in the forefront of these changes or be left behind. We have a choice. Our competitiveness cannot be underpinned by our natural resources alone. Nor can we afford to be complacent about our place in the global race. Nations at all levels of development are now focusing on the capabilities required for building new jobs and creating wealth. In partnership with business, they are acting now to secure the skills, investment and international alliances for the future. At the core of almost every agenda is a focus on STEM: science, technology, engineering and mathematics. It is the almost universal preoccupation now shaping economic plans. In other words, the economic plans are designed to support the focus on STEM, rather than limit it. We too need to recognise that prosperity has to be earned; just as opportunity must be embraced. Above all, we need to ensure that our needs and our capabilities are aligned: across government and across the Australian community. It is the knowledge that STEM will offer and the sensible application of that knowledge that are the means to the end: building a stronger Australia with a competitive economy

    Mejorando la Ciencia Abierta Usando Datos Abiertos Enlazados: Caso de Uso CONICET Digital

    Los servicios de publicación científica están cambiando drásticamente, los investigadores demandan servicios de búsqueda inteligentes para descubrir y relacionar publicaciones científicas. Los editores deben incorporar información semántica para organizar mejor sus activos digitales y hacer que las publicaciones sean más visibles. En este documento, presentamos el trabajo en curso para publicar un subconjunto de publicaciones científicas de CONICET Digital como datos abiertos enlazados. El objetivo de este trabajo es mejorar la recuperación y la reutilización de datos a través de tecnologías de Web Semántica y Datos Enlazados en el dominio de las publicaciones científicas. Para lograr estos objetivos, se han tenido en cuenta los estándares de la Web Semántica y los esquemas RDF (Dublín Core, FOAF, VoID, etc.). El proceso de conversión y publicación se basa en las pautas metodológicas para publicar datos vinculados de gobierno. También describimos como estos datos se pueden vincular a otros conjuntos de datos como DBLP, Wikidata y DBPedia. Finalmente, mostramos algunos ejemplos de consultas que responden a preguntas que inicialmente no permite CONICET Digital.Scientific publication services are changing drastically, researchers demand intelligent search services to discover and relate scientific publications. Publishersneed to incorporate semantic information to better organize their digital assets and make publications more discoverable. In this paper, we present the on-going work to publish a subset of scientific publications of CONICET Digital as Linked Open Data. The objective of this work is to improve the recovery andreuse of data through Semantic Web technologies and Linked Data in the domain of scientific publications.To achieve these goals, Semantic Web standards and reference RDF schema?s have been taken into account (Dublin Core, FOAF, VoID, etc.). The conversion and publication process is guided by the methodological guidelines for publishing government linked data. We also outline how these data can be linked to other datasets DBLP, WIKIDATA and DBPEDIA on the web of data.
