    Since history started, human activities becomes responsible for many natural disasters. Countries or areas which are near to oceans or situated nearer to oceans are most delicate to natural disasters, due to change in climate and geographic position. Still some developing countries are unable to construct efficient disaster preparedness systems to handle natural disasters. Providing warnings and guidelines can save lives of peoples of such disaster prone areas. System is implemented on Android phones as Android phones become extensively famous. Proposed system administer warnings and evacuation process delivery to tourist and blind peoples who can face troubles in searching shelter in new or unknown area. Our system delivers track of closer safe place using Google map. Google map is proven very competent as compared to OpenStreetMap (OSM) and other mapping techniques.     Great East Japan Earthquake, JR East Mitigation Successes, and Lessons for California High-Speed Rail, MTI Report 12-37

    California and Japan both experience frequent seismic activity, which is often damaging to infrastructure. Seismologists have developed systems for detecting and analyzing earthquakes in real-time. JR East has developed systems to mitigate the damage to their facilities and personnel, including an early earthquake detection system, retrofitting of existing facilities for seismic safety, development of more seismically resistant designs for new facilities, and earthquake response training and exercises for staff members. These systems demonstrated their value in the Great East Japan Earthquake of 2011 and have been further developed based on that experience. Researchers in California are developing an earthquake early warning system for the state, and the private sector has seismic sensors in place. These technologies could contribute to the safety of the California High-Speed Rail Authority’s developing system, which could emulate the best practices demonstrated in Japan in the construction of the Los Angeles-to-San Jose segment

    Today, open systems are needed for real time analysis and warnings on geo-hazards and over time can be achieved using Open Source Geographical Information System (GIS)-based platform such as GeoNode which is being contributed to by developers around the world. To develop on an open source platform is a very vital component for better disaster information management as far as spatial data infrastructures are concerned and this would be extremely vital when huge databases are to be created and consulted regularly for city planning at different scales, particularly satellite images and maps of locations. There is a big need for spatially referenced data creation, analysis, and management. Some of the salient points that this research would be able to definitely contribute with GeoNode, being an open source platform, are facilitating the creation, sharing, and collaborative use of geospatial data. The objective is development of an automated natural hazard zonation system with Internet-short message service (SMS) warning utilizing geomatics for sustainable societies. A concept of developing an internet-resident geospatial geohazard warning system has been put forward in this research, which can communicate alerts via SMS. There has been a need to develop an automated integrated system to categorize hazard and issue warning that reaches users directly. At present, no web-enabled warning system exists which can disseminate warning after hazard evaluation at one go and in real time. The objective of this research work has been to formalize a notion of an integrated, independent, generalized, and automated geo-hazard warning system making use of geo-spatial data under popular usage platform. In this paper, a model of an automated geo-spatial hazard warning system has been elaborated. The functionality is to be modular in architecture having GIS-graphical user interface (GUI), input, understanding, rainfall prediction, expert, output, and warning modules. A simplified but working prototype of the system without the GIS-GUI module has been already tested, validated, and reported. Through this paper, a significantly enhanced system integrated with web-enabled-geospatial information has been proposed, and it can be concluded that an automated hazard warning system has been conceptualized and researched. However, now the scope is to develop it further

    Disaster risk reduction is a core function of government. It is possible to significantly improve this government function using mobile application and leveraging the explosive diffusion of the technology even among the poor in developing countries. Coordination within government, including communication to first responders responsible for evacuation and localized warnings, and communication to mass media who serve a critical function in public warning, can be achieved through the use of an SMS engine supplemented as necessary by an informative and robust website. Cell broadcasting can serve as an extremely useful addition to the conventional public warning methods, especially in countries with significant mobile penetration

    The Acceptance of Using Information Technology for Disaster Risk Management: A Systematic Review

    The numbers of natural disaster events are continuously affecting human and the world economics. For coping with disaster, several sectors try to develop the frameworks, systems, technologies and so on. However, there are little researches focusing on the usage behavior of Information Technology (IT) for disaster risk management (DRM). Therefore, this study investigates the affecting factors on the intention to use IT for mitigating disaster’s impacts. This study conducted a systematic review with the academic researches during 2011-2018. Two important factors from the Technology Acceptance Model (TAM) and others are used in describing individual behavior. In order to investigate the potential factors, the technology platforms are divided into nine types. According to the findings, computer software such as GIS applications are frequently used for simulation and spatial data analysis. Social media is preferred among the first choices during disaster events in order to communicate about situations and damages. Finally, we found five major potential factors which are Perceived Usefulness (PU), Perceived Ease of Use (PEOU), information accessibility, social influence, and disaster knowledge. Among them, the most essential one of using IT for disaster management is PU, while PEOU and information accessibility are more important in the web platforms

    Socio-economic benefits of using space technologies to monitor and respond to earthquakes

    Earthquakes represent a major hazard for populations around the world, causing frequent loss of life, human suffering and enormous damage to homes, other buildings and infrastructure. The Technology Resources for Earthquake Monitoring and Response (TREMOR) Team of 36 space professionals analysed this problem over the course of the International Space University Summer Session Program and published their recommendations in the form of a report. The TREMOR Team proposes a series of space- and ground-based systems to provide improved capability to manage earthquakes. The first proposed system is a prototype earthquake early-warning system that improves the existing knowledge of earthquake precursors and addresses the potential of these phenomena. Thus, the system will at first enable the definitive assessment of whether reliable earthquake early warning is possible through precursor monitoring. Should the answer be affirmative, the system itself would then form the basis of an operational earlywarning system. To achieve these goals, the authors propose a multi-variable approach in which the system will combine, integrate and process precursor data from space- and ground-based seismic monitoring systems (already existing and new proposed systems) and data from a variety of related sources (e.g. historical databases, space weather data, fault maps). The second proposed system, the prototype earthquake simulation and response system, coordinates the main components of the response phase to reduce the time delays of response operations, increase the level of precision in the data collected, facilitate communication amongst teams, enhance rescue and aid capabilities and so forth. It is based in part on an earthquake simulator that will provide pre-event (if early warning is proven feasible) and post-event damage assessment and detailed data of the affected areas to corresponding disaster management actors by means of a geographic information system (GIS) interface. This is coupled with proposed mobile satellite communication hubs to provide links between response teams. Business- and policy-based implementation strategies for these proposals, such as the establishment of a non-governmental organisation to develop and operate the systems, are included
