    Evaluation of multimedia and multilingual information access systems needs to be performed from a usage oriented perspective. This document outlines use cases from the three use case domains of the PROMISE project and gives some initial pointers to how their respective characteristics can be extrapolated to determine and guide evaluation activities, both with respect to benchmarking and to validation of the usage hypotheses. The use cases will be developed further during the course of the evaluation activities and workshops projected to occur in coming CLEF conferences

    Forecasting the Spreading of Technologies in Research Communities

    Technologies such as algorithms, applications and formats are an important part of the knowledge produced and reused in the research process. Typically, a technology is expected to originate in the context of a research area and then spread and contribute to several other fields. For example, Semantic Web technologies have been successfully adopted by a variety of fields, e.g., Information Retrieval, Human Computer Interaction, Biology, and many others. Unfortunately, the spreading of technologies across research areas may be a slow and inefficient process, since it is easy for researchers to be unaware of potentially relevant solutions produced by other research communities. In this paper, we hypothesise that it is possible to learn typical technology propagation patterns from historical data and to exploit this knowledge i) to anticipate where a technology may be adopted next and ii) to alert relevant stakeholders about emerging and relevant technologies in other fields. To do so, we propose the Technology-Topic Framework, a novel approach which uses a semantically enhanced technology-topic model to forecast the propagation of technologies to research areas. A formal evaluation of the approach on a set of technologies in the Semantic Web and Artificial Intelligence areas has produced excellent results, confirming the validity of our solution

    Promoting innovation in developing countries: a conceptual framework

    The author provides a conceptual framework for approaching the promotion of technological innovation and its diffusion in developing countries. Innovation climates in developing countries are, by nature, problematic, characterized by poor business and governance conditions, low educational levels, and mediocre infrastructure. This raises particular challenges for the promotion of innovation. The latter should be understood as the diffusion of technologies-and related practices-which are new to a given context (not in absolute terms). What matters first is to provide the necessary package of support-technical, financial, commercial, legal, and so on-with flexible, autonomous agencies adapting their support and operations to the different types of concerned enterprises. Facilitating and responding to the emergence of grass-root needs at the local level is also essential. Support to entrepreneurs and local communities should be primarily provided in matching grant forms to facilitate the mobilization of local resources and ownership. It is of primary importance to pay the greatest attention to country specificities, not only in terms of development level, size, and specialization, but also in terms of administrative and cultural traditions. At the global level, major issues need also to be considered and dealt with by appropriate incentives and regulations: the role of foreign direct investment in developing countries'technological development, conditions of technologies'patenting and licensing, the North-South research asymmetry, and brain drain trends.Innovation,Environmental Economics&Policies,Agricultural Research,Poverty Assessment,Health Monitoring&Evaluation

    Intellectual Property: When Is It the Best Incentive System?

    Our objective in this paper is to review what economists have said about incentive schemes to promote R&D, including intellectual property. While we focus on environments in which other forms of protection are not available, we note that other protections can obviate the need for any formal reward system. In Section II, we compare intellectual property to alternative incentive schemes. In Section III we review optimal design issues for intellectual property, especially the question of patent breadth, and in Section IV we turn to the special problems that arise when innovation is cumulative. In Section V, we summarize the arguments for and against intellectual property. We comment on whether the design recommendations of economists can actually be implemented, and argue that IP regimes should be designed so that the subject matter of each one has relatively homogeneous needs for protection.
