Systems Analysis by Multilevel Methods: With Applications to Economics and Management
This book presents a survey of usable multilevel methods for modeling and solving decision problems in economics and management. The methods are largely extensions of linear programming and fall within the realm of column generation and decomposition. About one third of the book is concerned with methods and the rest describes case studies where these methods have actually been used. They are taken from areas such as national and regional economic planning, production planning, and transportation planning
Impacts des politiques énergétiques sur la sélection des stratégies durables de bioraffinage forestier
L’industrie forestière canadienne étant en perte de vitesse; sa position qui, autrefois
concurrentielle, semble être de plus en plus menacée par la montée fulgurante de la compétition
internationale, qui plus est, est au profit des économies émergentes comme la Chine, l’Inde et
bien d’autres, —toutes considérées comme des bassins d’une main-d’oeuvre qualifiée, mais à
faibles coûts. La remise sur pied de cette industrie nécessiterait la considération de nouvelles
stratégies viables et durables. Cependant, la relation étroite et privilégiée qu’a l’industrie
forestière avec les localités et les communautés rurales exige que celle-ci fasse des choix
durables. Ces choix doivent considérer les enjeux climatiques actuels, les enjeux économiques,
les enjeux environnementaux et les enjeux sociaux sans pour autant oublier la prise en compte
des lois et règlements aussi bien actuels qu’à venir relatifs aux initiatives de lutte contre le
changement climatique.
Les acteurs dans le secteur forestier ont un faible intérêt lorsqu'il s'agit de politiques; par
conséquent, le secteur préfère se distancer de toute forme de dépendance à l'égard des
subventions et autres politiques gouvernementales. Ce point de vue est soutenu par le récent
sondage auprès d’un groupe consultatif composé d'intervenants, acteurs et expert industriels, du
secteur forestier canadien et américain. Le groupe a été invité à prendre connaissance d’une liste
contenant des facteurs et barrières soigneusement sélectionnés. Par la suite, le groupe a été invité
à évaluer l'importance de cet ensemble de facteurs et de barrières, et d’expliquer comment ces
facteurs et barrières entrent en compte dans leur prise de décision pour la mise en oeuvre et
l’implantation des technologies de bioraffinerie.
Les facteurs et barrières en lien (dénotant) les enjeux et les politiques du gouvernement ont reçu
une très faible pondération de la part du groupe. Les auteurs du sondage ont conclu que

l'industrie veut garder son indépendance à l’égard des politiques (instruments), mais en même
temps, elle veut savoir en détail, quelles sont les politiques en cours et quelles orientations vont
prendre ces politiques à court terme. — Ce qui leur permettrait d’atténuer les risques relatifs.
Toutefois, les experts dans le domaine de l'énergie et des politiques climatiques estiment que les
instruments politiques sont essentiels pour mieux cadrer la transition énergétique et la transition
vers une économie à faible teneur en carbone.
À mesure que les initiatives et les politiques gouvernementales en matière de changement
climatique continuent de promouvoir la transition vers une bioéconomie, en favorisant le
développement des bioproduits et les technologies, le secteur forestier ne peut pas rester en
marge de cette dynamique. Ces experts pensent que les entreprises existantes seront confrontées
à la concurrence de la part de nouveaux acteurs qui profiteront d'une bonne compréhension des
occasions favorables associées aux futures politiques énergétiques et climatiques.
Par conséquent, les chefs d'entreprise dans le secteur forestier ne devraient pas attendre que les
politiques soient clairement établies, mais devraient anticiper les nouvelles politiques en
observant et en analysant leur environnement d’affaires. Un regard avisé devrait leur permettre
de prendre conscience des possibles changements à venir et connaître la direction que le
gouvernement pourra donner à ses prochaines politiques. Ils peuvent alors tirer un avantage
stratégique des circonstances opportunes résultantes de ces nouvelles ou futures politiques, une
fois qu'elles auront été mises en oeuvre.
L’objectif de cette étude est de développer un cadre méthodologique qui utilise un ensemble
d'outils d'ingénierie des systèmes incluant l'analyse et la simulation des procédés, l’analyse de
cycle de vie (ACV), l'analyse techno-économique (ATÉ) et l’ analyse multicritère décisionnelle
(AMCD) afin 1) d’évaluer la viabilité des stratégies de bioraffinerie; et 2) d’examiner à quel
point les instruments politiques peuvent influencer la planification stratégique et la prise de
décision à l'échelle d’une compagnie, d’une usine de pâtes et papiers par exemple.
La méthodologie comporte deux phases à savoir la Phase I et la Phase II.
La Phase I est composée de 3 étapes. Premièrement, un ensemble de stratégies de bioraffinerie
(c'est-à-dire une combinaison de procédés / produits) qui a un fort potentiel d’intégration est
défini. Deuxièmement, les performances environnementales et économiques des stratégies sont
évaluées à l'aide d'une analyse du cycle de vie et d'une d'analyse techno-économique. Troisièmement, un ensemble de critères est développé pour permettre de classer et de
sélectionner les stratégies préférables. Les résultats obtenus de la phase I constituent une base de
données pour Phase II.
La phase II est, elle aussi, composée de trois étapes. Premièrement, sur la base d'une revue de
littérature, les instruments politiques jugés essentiels au développement de la bioéconomie sont
sélectionnés et utilisés comme intrants économiques dans le cadre méthodologique.
Deuxièmement, les impacts potentiels de ces instruments sur la mise en oeuvre des stratégies de
bioraffinerie sont évalués à l'aide de la plate-forme modélisation intégrée. Troisièmement, en
utilisant un système matriciel et les critères de décision, les stratégies de bioraffinerie sont à
nouveau classées selon leurs scores globaux, et ce nouveau classement est comparé au
classement obtenu dans la phase I. En d'autres mots, les préférences obtenues sous la
considération des instruments de politique sont comparées aux préférences initiales des décideurs
obtenues dans les conditions de base (sans aucune considération de politiques).
La méthodologie a été appliquée dans le cadre d'une étude de cas concrète. Les instruments
politiques ont été intégrés dans le cadre afin d'évaluer la décision concernant la sélection des
stratégies préférées de bioraffinerie forestière. De prime abord, il était attendu (par les experts à
l'usine) que : si les projets de bioraffinerie généralement reconnus pour leurs coûts élevés en
capital étaient subventionnés à travers différents instruments de politiques, ces projets auraient
de meilleures performances que les projets à faible intensité capitalistique. Malheureusement,
même hauteur de 50% de subvention en coûts d’investissement, le projet le plus onéreux n'a pas
été en mesure de produire de bonnes performances économiques que les autres stratégies ayant
de faibles coûts d’investissement. Cela signifie que la diversification des flux de revenus est
également une composante importante dans la performance économique des projets de
bioraffinerie. Ainsi, les projets à coûts élevés en capital ne devraient pas se baser uniquement sur
les subventions à l'investissement, mais devraient également développer des approches
novatrices et des moyens de cibler des segments de marchés bien déterminés, en ciblant par
exemple la production des produits à faible volume, mais à très hautes valeurs ajoutées.
Cependant, lorsque les instruments de politique sont combinés en tant que scénarios de
politiques, le taux de rendement interne (TRI) de toutes les stratégies est doublé par rapport au
cas de base (sans considération politique). Le système matriciel qui intègre les performances
issues de l'analyse des scénarios politiques dans un modèle de prise de décision montre à quel
point les scores globaux et le classement des stratégies préférées de bioraffinerie changent
d'ordre sous certains scénarios de politiques.
En effet, lors de l’analyse économique du cas de base, la stratégie de bioraffinerie ayant affiché
un fort coût d’investissement a été classée comme la moins préférée parmi les stratégies de
bioraffinerie (stratégie disqualifiée). Toutefois, sous la considération des scénarios (combinaison
d’instruments), ladite stratégie devient la deuxième stratégie la plus préférée (classée deuxième)
sous certains scénarios.
Cette analyse a montré que les politiques peuvent influencer les décisions stratégiques.
De plus, l’analyse montre que le gouvernement pourrait favoriser le développement des
bioproduits grâce à divers instruments, y compris les instruments fiscaux, les subventions à
l'investissement, etc. Le soutien du gouvernement peut servir de levier pour la bioéconomie et
pour la mise au point de nouveaux segments de marché.
Ces résultats auront une application directe dans le secteur de l'industrie forestière, et aideront les
entreprises forestières à comprendre l'aspect compétitif et subtil des attributs non tarifaires de la
bioéconomie (économie à faible teneur en carbone). En effet, avec la déclaration
environnementale de produits (DEP), l'empreinte carbone, les perceptions sociales, et d’autres
mesures qui sont certes des attributs non tarifaires (pour l’instant), mais peuvent devenir sources
de barrières tarifaires. Cela étant dit, il est essentiel pour les entreprises de prendre en compte ces
attributs dès maintenant, afin de demeurer compétitif et attractif à l’international surtout sous la
houlette des accords de libres-échanges tels que l'accord de libre-échange nord-américain
(ALÉNA), le partenariat transpacifique (PTP), et plus récemment, l'accord économique et
commercial global (AECG). En utilisant une approche de planification telle que celle proposée
dans cette thèse, les entreprises forestières (1) pourront anticiper des changements dans
l'environnement réglementaire plutôt que de réagir à ceux-ci, après coup; et (2) elles seront
mieux préparées et mieux équipées pour agir stratégiquement en réponse aux annonces de futurs
règlements, de futures mesures et bien d’autres politiques gouvernementales.

The Canadian forestry sector has experienced significant economic challenges that have affected
its competitive position in the global market. For this industry to thrive and regain its position,
new bioeconomy strategies should be considered. Among these, the forest biorefinery has
emerged as an excellent candidate. Alongside the global economic challenges, global warming
and more specifically, greenhouse gas (GHG) emission reductions are key drivers in promoting a
shift to the bioeconomy. Thus, when designing and selecting a sustainable biorefinery strategy,
both issues must be considered, as well as the dynamic and seasonal aspects of a bioeconomy
market and implemented policies.
Stakeholders in the forest sector have a low-interest when it comes to policies; therefore, the
sector minimizes its reliance on government policy. That claim is supported by the recent panel
workshop, in which a group of industrial stakeholders, from both the Canadian and US forest
sector, was asked to assess the importance of a set of drivers and barriers in their decisionmaking
for the implementation of biorefinery strategies. This group of stakeholders gave low
importance to the policy-related driver and barrier. The authors concluded that industry wants to
be independent of policy, but at the same time wants to know in detail what policies are in the
making, thereby mitigating policy risk. However, experts in the field of energy and climate
policies believe that policy instruments are essential in the transition to a low-carbon economy.
As initiatives and government policy around climate change continue to promote the transition to
a bio-based economy by promoting low-carbon technology and bio-based product development,
the forestry sector cannot remain on the sidelines. They believe that existing companies will face
competition from new players who will take advantage through a good understanding of the
opportunities associated with future energy and climate policies. Therefore, business leaders in
the forestry sector should not wait for a clearly established policy, but should anticipate new
policies by scanning and analyzing changes in the policy framework and business environment.
They may then take strategic advantage of the opportunities that result from new policies once
they have been implemented.
The forestry sector has a unique position due to its competitive access to biomass, and it can
strengthen its position as a sustainable and major provider of fibre, energy (including electricity),
chemicals and materials to meet the world’s growing needs. Furthermore, the sector could be a major supplier of ecosystem services—the valuable benefits provided by nature—such as carbon storage and sustainable forest-based products. However, in particular the Canadian forestry
sector lags behind with advanced bioproduct development due to a lack of financial capital.
Therefore, government support through different policy instruments (i.e., incentives, subsidies,
carbon tax) could be one solution among others (hypothesis) to boost and foster the industry.
The overall objective is to develop a policy analysis framework that uses a set of process system
engineering tools including process analysis, process simulation, life cycle assessment (LCA),
techno-economic analysis (TEA) and multi-criteria decision-making (AMCD) to 1) assess
viability of biorefinery strategies; and 2) examine to what extent do policy instruments can
influence strategic decision planning at an enterprise or a company level such as a pulp and paper
mill.
The methodology has two phases including Phase I and Phase II. In Phase I, a 3-step approach is
developed. First, a set of biorefinery strategies (i.e., combination of processes/products) that has
a market potential is defined. Second, the environmental and economic performances of the
strategies are assessed using life cycle analysis and techno-economic analysis modelling
platforms. Third, a set of decision criteria is developed to rank and select preferred strategies.
The resulting outcomes from Phase I serve as a basis to assess the implication of policy
instruments in Phase II. In fact, Phase II is a 3-step approach. First, based on a review, policy
instruments supporting the bioeconomy are selected and used as an input into the analysis
framework. Second, the potential impacts of these policy instruments on the implementation of
the selected biorefinery strategies are evaluated using the embedded TEA, LCA and policy
analysis-modelling platform. Third, using the decision-making matrix and criteria weights the
biorefinery strategies are ranked again, and this ranking is compared with the ranking obtained in
Phase I. As such, the preferences under policy instruments are compared with the preferences of
decision makers under baseline conditions (no policy consideration).
The methodology has been applied to a concrete case study mill. Policy instruments have been
incorporated as inputs into the policy analysis framework to evaluate the decision regarding the
selection of preferred forest biorefinery strategies. At first glance, the expectation was that (from
mill experts): if the biorefinery projects were subsidized with government policy instruments,
high capital-intensive projects would have better performance than low capital-intensive projects. Unfortunately, even with a 50% subsidy in capital cost reduction, the highest capitalintensive
project didn’t perform better than those having low capital-intensive. This means that
the diversification of revenue streams is also an important component in the economic
performance of biorefinery projects. Thus, capital-intensive projects should not rely on capital
costs subsidies only, but should also develop innovative approaches and ways to target and enter
low-volume and high-value market segments.
However, when policy instruments are combined as policy scenarios, the profitability (IRR) of
all strategies is doubled compared to the base case (with no policy consideration). The model that
incorporates policy scenarios into the decision-making model (weighting matrix model) shows
the extent to which the overall score and ranking of preferred biorefinery strategies could change
under certain policy scenarios. As a matter of fact, the highest capital-intensive biorefinery
strategy, which ranked as the least preferred among the biorefinery strategies (rejected), becomes
the second most preferred strategy (ranked as number two) under certain policy scenarios.
Finally, the analysis showed that governments could foster the development of bioproducts and
the bioeconomy through various supports including financial programs and incentives.
Government support may act as a lever for the bioeconomy and new market segment
development (validation of the hypothesis).
These results of this work will have a direct application in the forest industry sector and will help
forest companies understand the subtle competitive aspect of nonfinancial attributes in
bioeconomy especially under product environmental declaration (EPD). Thus, carbon footprint
and future global carbon pricing, social perceptions are key elements and (for now) nonfinancial
attributes that need to be considered by companies in order to remain competitive and attractive
especially under North American Free Trade Agreement (NAFTA), Trans-Pacific Partnership
(TPP) agreement, and more recently under Canada-European Union Comprehensive Economic
and Trade Agreement (CETA). Using a planning approach such as the one proposed in this
thesis, forest companies (1) will be able to foresee changes in the regulatory environment rather
than only reacting to those changes afterward, and (2) will be better prepared and well equipped
to act strategically in response to government regulatory and policy announcements
Disseny d'un model d'avaluació de resultats de l'activitat de màrqueting per a empreses competint al mercat català i amb relació contractual amb els seus clients
L’objectiu de la tesi doctoral és el de desenvolupar un model que permeti valorar de forma objectiva les actuacions en matèria de màrqueting
portades a terme per una organització. Aquest model està constituït per un conjunt de variables descriptives i quantitatives, anomenades variables de control, juntament amb una metodologia de càlcul i un sistema d’indicadors integrat que facilita la traçabilitat de les inversions de màrqueting i explicita la relació causa-efecte entre aquestes i el valor generat per a l’organització.
El model s’utilitza per a valorar dades reals d’organitzacions que operin al mercat català i que compleixin la condició de basar la relació amb els seus clients en un model contractual (com veurem més endavant, és inviable aplicar un model comú per a tot tipus d’empresa). L’objectiu, doncs, és la valoració de l’acompliment dels seus objectius en relació als seus actius de mercat (marca i valor de client) i la creació d’un model específic, no generalitzable, per a aquest tipus d’empreses.
Un segon objectiu d’aquest treball és l’anàlisi de les principals publicacions especialitzades referents des d’un punt de vista global i local, proposant en primer lloc una terminologia clara en relació a l’activitat de màrqueting, l’acompliment dels seus objectius i la conceptualització d’actius de mercat, i analitzant, en segon, l’impacte d’aquests àmbits i la seva evolució en els últims quinze anys.
Alguns estudis previs (Llonch et al., 2002; Ambler i Xiucun, 2003; entre d’altres) es centren a comparar empreses per sectors, funcionalitats i països. És probable, com apunta Llonch et al. (2002) al fer això, que casuístiques atribuïbles a diferències geogràfiques i nacionals es tractin erròniament com a empresarials. A tal efecte, aquest estudi elimina la variabilitat per país i sector (parcialment, aquest darrer), proposant un model acotat, tal com recomanen Ambler et al., (2001), Llonch et al (2002), entre d’altres, que pugui servir de referència en la metodologia i en la validesa conceptual, i no tant en els resultats del model en un context més genèric.
Pauwels (2009) demostra la relació entre la creació d’un model predefinit de variables i la millora del càlcul de l’eficiència en la despesa en
màrqueting, pel que la creació d’aquest model integrat té l’objectiu d’esdevenir una eina de Gestió del Rendiment Corporatiu (GRC, en
endavant1) (Bauer, 2004) aplicada a la gestió de màrqueting i els seus actius.
Aquesta particularització del GRC rep el nom de Gestió del Rendiment de Màrqueting (GRM, en endavant2) (Ambler, 2000) i el seu objectiu és el d’augmentar la usabilitat i faciliti la generació d’informació per a la presa de decisions de la línia directiva de les organitzacions. L’abast de la tesi és el de crear el model des d’una perspectiva d’avaluació de l’activitat de màrqueting per part de la línia directiva, i no pas el desenvolupament informàtic d’una eina de suport a la presa de decisions ja que això, com apunten diversos autors (Dover, 2004; Schiff, 2008) i es tractarà amb més profunditat en el capítol 5, implicaria un nivell de personalització per cada empresa que no és objectiu d’aquesta tesi.The thes is aims to develop a practical model to asses m arketing perform ance within an organization. The model is basically structured around control metrics both from a qualitative and quantitatve approach, together with an integrated system of key performance indicators that enables marketing accountability through different organisational divisions, thus stating a solid cause/effect relationship between marketing activities and the value created for the organisation. The aformentioned model is used to assess marketing activites for catalan com panies with a contract-based customer relationship. Final assessment includes also a dynamic valuation of the company's market as sets .
A second objective of the thes is is to review the current state of the art of marketing assessment literature from specialized journals both from a global and a local pers pective, defining a comprehensive list of related terms about marketing performance measurement, market-asset description and valuation and an accurate analysis about its evolution throughout the last 15 years.Postprint (published version

The Influences of Budgetary System in a Selection of Large Chinese companies in the Industry of Electronic Household Appliances
Abstract
Budgetary control has been used and researched for years by both Western academics and practitioners. In China, it is re-emerging as a tool to implement management control, but might be used in different ways both in terms of understanding and operation. The research objective of this thesis is to examine the applicability of Western theories of change in management accounting in the context of budgeting in Chinese corporations.
Challenges can exist because of the differences between Western assumptions and Chinese reality. The current thesis focuses on difficulties Chinese companies encounter in practical and deeper ideological ways: firstly, Western market-based ideology conflicts with an ideology which has been shaped by central-planning for decades; secondly, difficulties stem from the different cultural context of China which emphasizes hierarchical politeness, kinship ties, trust based on personal relationships, collectivism and social harmony, diligence and individual modesty, and less developed modern legal regulatory systems – these all contribute to China’s own way of doing things. This thesis also focuses on the transition process in China. Based on the assumption that budgetary changes do not happen in isolation from other management accounting changes, this thesis discusses these changes which synchronically took place while the case-study companies were implementing budgetary systems. This thesis adopts a longitudinal and in-depth qualitative case study research design, after adjustments made during the learning experience of the pilot study. It takes an interpretive and constructive philosophical underpinning, which allows the researcher to observe and understand the process of change, as well as the differences between Chinese practices and Western theories.
Findings show that certain Western management accounting theories of change and Western theories of budgeting work in the case study Chinese corporations. Management accounting theories using an interpretive approach (for example, Berry et al., 1985; Scapens and Roberts, 1993; Ahrens and Chapman, 2002) lead the researcher to interpret management accounting practices from the practitioner’s points of view, and they have provided a range of terms to explain success or failure of management accounting changes. This approach together with Scapens et al.’s Institutional theory approach in management accounting have been found especially useful, in explaining the differences between Chinese vs. Western context. Furthermore, the contingency theory approach in management accounting gives a ‘platform’ which allows the researcher to assess a wide range of possible factors and their relationships with budgetary systems in studied companies. This approach is found useful in this thesis to present changes in other management accounting perspectives. Last but not least, this thesis finds existing Western literature in technical perspective of budgetary objectives, budgetary evaluation and participation, and budgetary effectiveness useful in a different context of China. By describing the change management process, an aspect which is not addressed frequently in the research literature, this thesis argues that to sufficiently understand Chinese companies’ budgetary changes, one also needs to understand unique cultural, social-economical and religious circumstances, and to adjust literature and methodology to adapt to these circumstances. This thesis provides an empirical experience concerning these issues. This thesis contributes to the understanding of management accounting change in China, and the tension which exists when Chinese companies are moving into Western management accounting practices
