    Dealing with Stakeholder Values in the Evaluation of Development Programs. A Methodological Framework for Mid Term Evaluation

    In mid term program evaluations evaluators are often confronted with the double task of retrospectively judging the program's merit and worth while at the same time advising decision makers concerning future adjustments in courses of action. In such cases, it can be argued that it is particularly important that evaluators take into account the divergent views and needs of different stakeholder groups. In principle, program theory evaluation can constitute a sound basis for dealing with the double objective of retrospective judgment and proactive program improvement. However, as argued in the paper, current approaches in program theory evaluation may not be sufficiently equipped to systematically deal with divergent stakeholder values. Taking into account lessons from the literature on stakeholder values in evaluation, an alternative methodological framework is presented. The framework combines program theory evaluation with elements of multicriteria decision aid. An example is used to illustrate the framework.

    Seismic and solar performance of historical city. Urban form-based multicriteria analysis

    The understanding of the global performance of a historical city is a complex balance of several specific issues and requires a multi-disciplinary approach to face with actual urban phenomena and challenges, such as the seismic risk and energy efficiency, that are strongly influenced by urban form. This paper focuses on the potential of urban metrics and typological indicators for describing the seismic vulnerability and the solar radiation availability of distinct urban textures, and the correlation between the two aspects. Comparative analysis at fabric scale was conducted on the historical centre of Rieti (Latium, Italy), to underline the main seismic and solar indicators. In the last decade, we witnessed the spreading of urban scale assessment and analysis tools, but seldom using an integrated approach to face the complexity of the historical city. Relying on morpho-typological indicators, the proposed method characterizes the fabrics in terms of seismic vulnerability and solar availability through a multicriteria analysis. The analysis reveals substantial differences between fabrics using three groups of indicators: Plan, Space and Analysis-oriented. Each group describes different features of the urban fabrics that affect seismic and solar performance and suggests improvement strategies. The purpose is to support policymaker and designer in the urban renovation process

    Knowledge integration in One Health policy formulation, implementation and evaluation

    The One Health concept covers the interrelationship between human, animal and environmental health and requires multistakeholder collaboration across many cultural, disciplinary, institutional and sectoral boundaries. Yet, the implementation of the One Health approach appears hampered by shortcomings in the global framework for health governance. Knowledge integration approaches, at all stages of policy development, could help to address these shortcomings. The identification of key objectives, the resolving of trade-offs and the creation of a common vision and a common direction can be supported by multicriteria analyses. Evidence-based decision-making and transformation of observations into narratives detailing how situations emerge and might unfold in the future can be achieved by systems thinking. Finally, transdisciplinary approaches can be used both to improve the effectiveness of existing systems and to develop novel networks for collective action. To strengthen One Health governance, we propose that knowledge integration becomes a key feature of all stages in the development of related policies. We suggest several ways in which such integration could be promoted

    Multicriteria decision-making method for sustainable site location of post-disaster temporary housing in urban areas

    Many people lose their homes around the world every year because of natural disasters, such as earthquakes, tsunamis, and hurricanes. In the aftermath of a natural disaster, the displaced people (DP) have to move to temporary housing (TH) and do not have the ability to choose the settlement dimensions, distributions, neighborhood, or other characteristics of their TH. Additionally, post-disaster settlement construction causes neighborhood changes, environmental degradation, and large-scale public expenditures. This paper presents a new model to support decision makers in choosing site locations for TH. The model is capable of determining the optimal site location based on the integration of economic, social, and environmental aspects into the whole life cycle of these houses. The integrated value model for sustainable assessment (MIVES), a multicriteria decision making (MCDM) model, is used to assess the sustainability of the aforementioned aspects, and MIVES includes the value function concept, which permits indicator homogenization by taking into account the satisfaction of the involved stakeholders.Peer ReviewedPostprint (author's final draft

    From immemorial time, dams have contributed significantly for the progress of civilizations. For this reason, nowadays, there is a vast engineering heritage. Over the years, these infrastructures can present some ordinary maintenance issues associated with their normal operation or with ageing processes. Normally, these problems do not represent an important risk for the structure, but they have to be attended. To do it, owners of dams have to finance many ordinary interventions. As it is impossible to carry out all of them at the same time, managers have to make a decision and select the most “important” ones. However, it is not easy because interventions usually have very different natures (for example: repair a bottom outlet, change gates, seal a crack...) and they cannot use a classical risk analysis for these type of interventions. The authors, who are aware this problem, present, in this paper, a multi-criteria decision-making system to prioritize these interventions with the aim of providing engineers a useful tool, with which they can prioritize the interventions from the most important to the least. To do it, the authors have used MIVES. This tool defines the Prioritization Index for the Management of Hydraulic Structures (PIMHS), which assesses, in two phases, the contribution to sustainability of each intervention. The first phase measures the damage of the dam, and the second measures the social, environmental and economic impacts.     MULTICRITERIA ANALYSIS FOR CHOOSING MAINTENANCE STRATEGIES

    The life cycle of building components can be managed according to different maintenance strategies, which mainly differ in performance and economic terms. What is the most convenient among the possible scenarios? It has been shown in the past that the typology of maintenance interventions and the consequent periodicity are closely related to performance decay, and can lead to choices that, however, generally concern the purely economic sphere. In this sense, it seems interesting to know the modalities of the performance decay, which may allow – even though for many components the "measurement" of its values is problematic - the construction of performance / time curves. This result was possible, in other experiments conducted in the past, for one of the components to be considered most critical for the whole building (the plaster), thanks to a study that sampled 53 buildings with homogeneous characteristics (both from the technological point of view and from the era of realization), observed within 20 years. This paper highlights that the only economic evaluation is not enough to identify the ideal solution, because – inter alia - there is a more suitable solution depending on the context framework in which the decision maker is operating. Commitment, budget, component typology, time span to consider, are the main factors influencing the choice, not ignoring design issues. A Topsis multicriteria analysis is proposed, the results of which are an interesting starting point for define maintenance plans characterized by greater reliability, not only technical but also economical

    Achieving the state of research pertaining to GIS applications for cultural heritage by a systematic literature review

    During the last decade, we have witnessed an increased interest in Geographic Information Systems (GIS), including the so-called “Historical GIS”, 3D GIS heritage and its subcategory of “SDI for cultural heritage”. Specific literature reviews, gathering and analysing the scientific production for Culture Heritage and GIS based research questions, are currently lacking. Therefore, the overall goal of this article is to provide an objective summary of the current state -of-the-art concerning how GIS has been used and what methods and analysis have been applied in the field of cultural heritage. In this sense, a Systematic Literature Review (SLR) of the literature on the application of GIS in cultural heritage is carried out. To do so, the WOS and Scopus databases were considered. The results show that the dominant application of GIS is in the realisation of inventory and cataloguing of archaeological and architectural heritage. As a result of the quantitative analysis, we also verify the principal sources in which most studies have been published, highlighting the "ISPRS Archives" with 14 publications, the "Lecture Notes in Computer Science" with 9, and "Proceedings of Digital Heritage" with 6 publications. These data show that the sources that most publis h mainly belong to the field of IT and Computer Science. In addition, the SLR shows that in the last three years there has been a greater tendency to use GIS to solve more specific problems of heritage through its use in conjunction with other tools such as BIM and photogrammetrySpain’s Ministry of Economy and Competitiveness HAR2016–78113-R HAR2016–76371-

    The Republic of Croatia is one of the 10 most mine-contaminated countries in the world. There are almost 750,000 mines on 1,630 sq km of mine-suspected areas. About 170 sq km are actual minefields, while the rest of the area is contaminated with individual explosive ordnance. Mine-affected areas that have not been used for years, pose a huge economic problem and obstruct infrastructure development, reconstruction, and return of displaced persons to their normal lives. They also pose a significant safety problem. In particular, any activities carried out in mine-contaminated areas significantly threaten human lives and material assets. It is estimated that removing all the mines in the Republic of Croatia would cost approximately $1.473 billion (U.S.) and would require 10 years of intensive work

    Designing climate change adaptation policies : an economic framework

    Adaptation has long been neglected in the debate and policies surrounding climate change. However, increasing awareness of climate change has led many stakeholders to look for the best way to limit its consequences and has resulted in a large number of initiatives related to adaptation, particularly at the local level. This report proposes a general economic framework to help stakeholders in the public sector to develop effective adaptation strategies. To do so, it lays out the general issues involved in adaptation, including the role of uncertainty and inertia, and the need to consider structural changes in addition to marginal adjustments. Then, it identifies the reasons for legitimate public action in terms of adaptation, and four main domains of action: the production and dissemination of information on climate change and its impacts; the adaptation of standards, regulations and fiscal policies; the required changes in institutions; and direct adaptation actions of governments and local communities in terms of public infrastructure, public buildings and ecosystems.
