    Strategies for COVID-19 Pandemic Recovery. Applying Engineering Asset Management Principles

Utilizing a model recently published to predict pandemic behavior, confinement measures and their economic impact are analyzed. Applying principles for effective and efficient management of engineering assets, decision-making implications of establishing confinement at national, regional or local (province) level are analyzed. The quarantine time is formulated as a function of the delay in taking confinement measures in the territories. The delay is measured in time since the free expansion in the territory is observed. Results discussions and analysis help to formulate a recommended strategy that is presented in the paper. We aim for: (i) design action plans by local level but(ii) controlled centralized by a unique decisionmaking center considering by country. Benefits of that strategy are measured in quarantine times beside GDP loss toll recovery. The strategy would be even more convenient when tackling with successive waves of the pandemic, requesting immediate action on local relapse

    Developing a comprehensive quality control framework for roadway bridge management: a case study approach using key performance indicators

    Transportation infrastructures, especially roadway bridges, play a pivotal role in socioeconomic development. Recently, bridge engineers are increasingly facing the challenge in terms of shifting their strategy from building new facilities to maintaining the existing aging infrastructures, to preserve their service performance during the operational stage. In fact, the infrastructure administrators lack a quality control (QC) strategy for the existing roadway bridges, which leads to the decision-making application and tool being still minor. To overcome those challenging issues, this paper proposes a quality control framework for roadway bridge management using key performance indicators (KPIs). The case study methodology is suggested to be used and then conducted for several bridges, mostly in European countries. In which the performance indicators (PIs) and goals (PGs) are defined, after assessing the bridges and vulnerable zones, the derivation KPIs from those PIs are introduced and developed considering time functions and different maintenance scenarios. Eventually, a two-stage quality control framework will be proposed in which the static stage includes preparatory works, inspection responsibilities, and a quick assessment of KPIs; while the dynamic stage helps the decision maker in estimating the time remaining of the bridge service life, managing the evolution of KPIs as well as planning the best possible maintenance strategy.     Investigating Municipal Procurement Challenges in South Africa: A Qualitative Study

    This study explored procurement challenges faced by municipalities in South Africa.  A qualitative approach was adopted in which semi-structured interviews were employed to elicit information regarding procurement related challenges encountered by municipalities in South Africa. The respondents consisted of ten individuals who were employed as supply chain managers in different municipalities located in Gauteng Province. The findings of the study show that despite the existent policies and support strategies, municipalities in South Africa still find it difficult to achieve their procurement objectives due to four major inundations; namely, the lack of training, the lack of capacity, the lack of transparency and the failure to comply with existing public procurement policies. The study recommends strategies for addressing the identified performance shortfalls in the area of municipal procurement

    Pick-n-mix approaches to technology supply : XML as a standard “glue” linking universalised locals

    We report on our experiences in a participatory design project to develop ICTs in a hospital ward working with deliberate self-harm patients. This project involves the creation and constant re-creation of sociotechnical ensembles in which XML-related technologies may come to play vital roles. The importance of these technologies arises from the aim underlying the project of creating systems that are shaped in locally meaningful ways but reach beyond their immediate context to gain wider importance. We argue that XML is well placed to play the role of "glue" that binds multiple such systems together. We analyse the implications of localised systems development for technology supply and argue that inscriptions that are evident in XML-related standards are and will be very important for the uptake of XML technologies

    Information ergonomics in eHealth

    Maintaining performance in digital ubiquitous work environment is increasingly dependent on the quality of physical, cognitive and organizational ergonomics of work. Since digital work environment is the reign of most knowledge workers, there is a need to elaborate the study of work ergonomics by devoting attention to the issue of information ergonomics. In health care digitalisation has affected operation model thoroughly. It has affected how information is recorded, managed and distributed. Novel service models powered by digital channels offer now ways to practice professions as well as there are several outcomes regarding the whole service area. This paper is a summary of four research projects on how digitalisation affects knowledge work and how working is (re)shaped by sociotechnical work environments with reflection to eHealth. The conclusion in the paper underlines the digital transformation shaping the lives of knowledge workers. Discussion on how sociotechnical reshapes both individual and organisations, not to mention extended organisations. As the working practices as well as conventions and norms dictate the daily flow people have developed digital coping strategies. Paper also discusses the future of information ergonomics research in health care as way to find normative result for enhancing work in sociotechnical environment. technical environment

    A new geopolitics of supply chains: the rise of friend-shoring

    A succession of disruptions to world trade have put the reorganisation of inter­national supply chains high on the political agenda. The difficulties began with the trade war between the United States and China, deepened with the Covid-19 pan­demic and culminated in the sanctions and export controls imposed by Western countries after Russia's invasion of Ukraine. The increased risk of interruption of supplies forces businesses today to price in political factors and respond to political demands. However, realistic timeframes for reconfiguring supply chains are largely incompatible with the rapid responses expected by political decision-makers, espe­cially where chains are long and complex. A process needs to be developed for dealing more effectively with political supply chains risks. It should be transparent for all involved. (author's abstract
