    Infocast: A New Paradigm for Collaborative Content Distribution from Roadside Units to Vehicular Networks Using Rateless Codes

    In this paper, we address the problem of distributing a large amount of bulk data to a sparse vehicular network from roadside infostations, using efficient vehicle-to-vehicle collaboration. Due to the highly dynamic nature of the underlying vehicular network topology, we depart from architectures requiring centralized coordination, reliable MAC scheduling, or global network state knowledge, and instead adopt a distributed paradigm with simple protocols. In other words, we investigate the problem of reliable dissemination from multiple sources when each node in the network shares a limited amount of its resources for cooperating with others. By using \emph{rateless} coding at the Road Side Unit (RSU) and using vehicles as data carriers, we describe an efficient way to achieve reliable dissemination to all nodes (even disconnected clusters in the network). In the nutshell, we explore vehicles as mobile storage devices. We then develop a method to keep the density of the rateless codes packets as a function of distance from the RSU at the desired level set for the target decoding distance. We investigate various tradeoffs involving buffer size, maximum capacity, and the mobility parameter of the vehicles

    Dynamic Organizations: Achieving Marketplace and Organizational Agility with People

    Driven by dynamic competitive conditions, an increasing number of firms are experimenting with new, and what they hope will be, more dynamic organizational forms. This development has opened up exciting theoretical and empirical venues for students of leadership, business strategy, organizational theory, and the like. One domain that has yet to catch the wave, however, is strategic human resource management (SHRM). In an effort to catch up, we here draw on the dynamic organization (DO) and human resource strategy (HRS) literatures to delineate both a process for uncovering and the key features of a carefully crafted HRS for DOs. The logic is as follows. DOs compete through marketplace agility. Marketplace agility requires that employees at all levels engage in proactive, adaptive, and generative behaviors, bolstered by a supportive mindset. Under the right conditions, the essential mindset and behaviors, although highly dynamic, are fostered by a HRS centered on a relatively small number of dialectical, yet paradoxically stable, guiding principles and anchored in a supportive organizational infrastructure. This line of reasoning, however, rests on a rather modest empirical base and, thus, is offered less as a definitive statement than as a spur for much needed additional research

    Bioversity International is implementing a Dutch-supported project entitled: Resilient seed systems for climate change adaptation and sustainable livelihoods in the East Africa sub-region. This work aims to boost timely and affordable access to good-quality seed for a portfolio of crops / varieties for millions of women and men farmers’ and their communities across east Africa. A first project training: i) contextualized farmer varietal selection, ii) provided practical demonstrations of tools for climate-change analysis, iii) introduced policy issues associated with managing crop diversity, iv) outlined characterization and evaluation of genetic resources, and v) articulated associated gender issues, and issues related to disseminating elite materials. The training concluded with a contextualizing field trip. In the workshop evaluation, 98% participants declared their overall satisfaction level to be high (74%) or medium (24%), indicating the training furnished them with good ideas for networking and using the tools and methods they learned about

    Modernization and unification: Strategic goals for NASA STI program

    Information is increasingly becoming a strategic resource in all societies and economies. The NASA Scientific and Technical Information (STI) Program has initiated a modernization program to address the strategic importance and changing characteristics of information. This modernization effort applies new technology to current processes to provide near-term benefits to the user. At the same time, we are developing a long-term modernization strategy designed to transition the program to a multimedia, global 'library without walls.' Notwithstanding this modernization program, it is recognized that no one information center can hope to collect all the relevant data. We see information and information systems changing and becoming more international in scope. We are finding that many nations are expending resources on national systems which duplicate each other. At the same time that this duplication exists, many useful sources of aerospace information are not being collected because of resource limitations. If nations cooperate to develop an international aerospace information system, resources can be used efficiently to cover expanded sources of information. We must consider forming a coalition to collect and provide access to disparate, multidisciplinary sources of information, and to develop standardized tools for documenting and manipulating this data and information. In view of recent technological developments in information science and technology, as well as the reality of scarce resources in all nations, it is time to explore the mutually beneficial possibilities offered by cooperation and international resource sharing. International resources need to be mobilized in a coordinated manner to move us towards this goal. This paper reviews the NASA modernization program and raises for consideration new possibilities for unification of the various aerospace database efforts toward a cooperative international aerospace database initiative that can optimize the cost/benefit equation for all participants
