    Cultural heritage and sustainable development targets : a possible harmonisation? Insights from the European Perspective

    The Agenda 2030 includes a set of targets that need to be achieved by 2030. Although none of the 17 Sustainable Development Goals (SDGs) focuses exclusively on cultural heritage, the resulting Agenda includes explicit reference to heritage in SDG 11.4 and indirect reference to other Goals. Achievement of international targets shall happen at local and national level, and therefore, it is crucial to understand how interventions on local heritage are monitored nationally, therefore feeding into the sustainable development framework. This paper is focused on gauging the implementation of the Sustainable Development Goals with reference to cultural heritage, by interrogating the current way of classifying it (and consequently monitoring). In fact, there is no common dataset associated with monitoring SDGs, and the field of heritage is extremely complex and diversified. The purpose for the paper is to understand if the taxonomy used by different national databases allows consistency in the classification and valuing of the different assets categories. The European case study has been chosen as field of investigation, in order to pilot a methodology that can be expanded in further research. A cross‐comparison of a selected sample of publicly accessible national cultural heritage databases has been conducted. As a result, this study confirms the existence of general harmonisation of data towards the achievement of the SDGs with a broad agreement of the conceptualisation of cultural heritage with international frameworks, thus confirming that consistency exists in the classification and valuing of the different assets categories. However, diverse challenges of achieving a consistent and coherent approach to integrating culture in sustainability remains problematic. The findings allow concluding that it could be possible to mainstream across different databases those indicators, which could lead to depicting the overall level of attainment of the Agenda 2030 targets on heritage. However, more research is needed in developing a robust correlation between national datasets and international targets

    Measuring and comparing the reliability of the structured walkthrough evaluation method with novices and experts

    Effective evaluation of websites for accessibility remains problematic. Automated evaluation tools still require a significant manual element. There is also a significant expertise and evaluator effect. The Structured Walkthrough method is the translation of a manual, expert accessibility evaluation process adapted for use by novices. The method is embedded in the Accessibility Evaluation Assistant (AEA), a web accessibility knowledge management tool. Previous trials examined the pedagogical potential of the tool when incorporated into an undergraduate computing curriculum. The results of the evaluations carried out by novices yielded promising, consistent levels of validity and reliability. This paper presents the results of an empirical study that compares the reliability of accessibility evaluations produced by two groups (novices and experts). The main results of this study indicate that overall reliability of expert evaluations was 76% compared to 65% for evaluations produced by novices. The potential of the Structured Walkthrough method as a useful and viable tool for expert evaluators is also examined. Copyright 2014 ACM

    Spatial Data Harmonisation in Regional Context in Accordance with INSPIRE Implementing Rules

    Spatial data seamless exchange and interoperable usage has become a necessity in efficient data management and competitive positioning in the European Union. Conceptual and technical framework for the spatial data and services interoperability is specified within the EU INSPIRE Directive. The Directive provides flexible and modular structure, giving the opportunity for customisation of the data specifications and usage. From the data publisher level to the European spatial data infrastructure, this opened the question of disharmony of the spatial data structure and sharing. Arisen challenges in data harmonisation process are thus subject of interest for different formalisation approaches. This study approaches the spatial data harmonisation process focusing on the area of Western Balkans, the region of Europe with countries that have similar interest for implementation of the INSPIRE Directive. With the main aim to propose the improvement to regional data harmonisation process, the study is focused on geology as the spatial theme. The study (1) analyses the INSPIRE data harmonisation process, (2) assesses critical factors of the process in the region and (3) tests the implementation of the INSPIRE data model harmonised in accordance with user needs. Results of the analysis present the structure and formalisation concepts of the INSPIRE data model, its extensibility, means for securing interoperability and standardised approach in defining data model elements. Critical factors of the harmonisation process are assessed through semi-structured questionnaire answered by competent representatives of the Western Balkans countries. The results show that, on a regional level, spatial data managers have made progress towards compliance and are familiar with the Directive. However, they lack a coordinated approach and implementation guidance. Aside from the low capacities, due to the current state of the data structures, harmonisation is a highly complex process and a goal that is difficult to reach. The outcomes of the INSPIRE defined harmonisation process and user needs are implemented on a practical example, a INSPIRE Theme Geology dataset from a Western Balkans region stakeholder. The user needs and data model structure characteristics of the regional geology dataset were integrated in the formal description of the source and transformed to target INSPIRE data model. The concept required structuring the source model to meet both INSPIRE and local requirements. The study general aim was reached by implementing the INSPIRE data harmonisation with fulfilling the main objectives – creating market-oriented, interoperable and accessible dataset, meeting national legal requirements towards the geological data management and increasing efficiency of data usage. Further application of the developed approach is seen as the implementation methodology for other INSPIRE themes and other geographical regions.Spatial data seamless usage and exchange has become a necessity in management of natural resources, environmental risk assessment, infrastructural planning and various other industrial domains. Moreover, the current state of the datasets structure makes harmonisation a complex process and a goal that is difficult to reach. Geology dataset from a Western Balkans region stakeholder was used as a practical example for testing the harmonisation process in accordance with user needs and INSPIRE requirements. The result was harmonised INSPIRE conformant spatial dataset, with validated seamless sharing and usage possibilities of the spatial dataset on both local and EU-wide level. The study showed the possibility of applying the INSPIRE data harmonisation, with fulfilling the main objectives of (1) creating market-oriented, interoperable and accessible dataset, (2) meeting national legal requirements towards the geological data management and (3) increasing efficiency of data usage. Further application of the presented approach is seen as the implementation methodology for other spatial themes and different geographical regions

    Recommendations to Harmonize Travel Behaviour Analysis

    Among several other efforts to identify data needs and to harmonize travel surveys in Europe, this report aims to define recommendations to collect and report travel data with the identification of main data needs and gaps, and with the analysis of alternative sources of information and new data collection techniques. Based on the findings of the previous tasks and a stakeholder workshop in OPTIMISM project, and after a brief review of past studies in the same direction, this report starts from a list of variables which are needed for policy making but are unavailable/insufficient in the context of existing data collection methodologies especially with respect to NTS. The report then, explores alternative sources of information, potential use of modern data collection techniques (mainly ICT applications such as GPS and smart phone technologies) and options to merge them with NTS data. Finally, it discusses recommendations for a Europe-wide travel survey considering the current data needs for policy making in transportation.     Sector Monitoring and Evaluation Systems in the context of Changing Aid Modalities: The case of Niger‘s Health Sector

    Within the context of the 2005 Paris Declaration (PD) and the 2008 Accra Agenda for Action (AAA) recipient countries have committed themselves to setting up transparent results-oriented reporting and assessment frameworks, while donors are expected to use these frameworks and to collaborate with recipients in order to strengthen recipient countries‘ systems. However, progress in this area is slow: only three out of 54 countries in the 2008 PD Survey had adequate results-oriented frameworks. Donors, from their side, are reluctant to rely on systems which are only partially developed, which simultaneously blocks the further elaboration and maturing of recipient systems. Progress at sector level is generally stronger and particularly within health and education sectors where, in the context of Sector Wide Approaches (SWAps), several initiatives have been taken to strengthen monitoring and evaluation (M&E) systems. Prior to strengthening an M&E system it is important to assess the strengths and weaknesses of the existing system, taking both M&E supply and demand sides into account. This working paper analyses the M&E system in the health sector of Niger and focuses on issues of policy, methodology, organisation (structure and linkages), capacity, participation of actors outside government and use of M&E outputs. The assessment of the M&E system in Niger‘s health sector shows a mixed picture of a partially developed system. When taking into account that Niger is one of the least developed countries in the world, with very weak scores on many health indicators, this outcome is more positive than expected. The very prominent role of donors might possibly be related to the scores obtained. The authors of this working document, however, argue that if M&E system strengthening is to a large extent pushed from the outside (donors) and not motivated through an internal M&E demand and supply side (both from within as well as outside government), it is likely that the outputs of the system as well as their use will be weak.
