Investigating the factors affecting citizen's ability to access e-government services in Nkonkobe municipality in the Easterrn Cape province
E-government which refers to electronic Government is the process of transformation of relationships of government with its constituents ie the citizens, the businesses and between its own organs, through the use of the tools of Information and Communications Technology (ICT). E-government services are the outcome of e-governance that come as automated services delivered through ICTs particularly Internet based applications that provide access to and delivery of information or services to the public, businesses, other agencies and governmental departments. This study seeks to examine the factors affecting citizens ability to access e-government services in Nkonkobe Municipality in the province of Eastern Cape and come with recommendations of how to address the issue. E-government services should be developed on platforms with the consideration of devices that people can have access to. The study showed that in as much as one can have cell phone that has access to internet , some website services such as home affairs enquiry applications are not accessible on a phone with a general web browser that has no Java Script capacity but has acces to internet. Therefore developing Short Message Service (SMS) based services or Unstructured Supplementary Serviuce Data (USSD) code that is available on all Globile System for Mobile (GSM) cell phones can increase accessibility of most services at a cheaper cost. The study concludes that although e-government is the future for our country and in this era of technology, much still has to be done in areas like Nkonkobe Municipality in Eastern Cape, as the citizens have no or lack appropriate tools to access the internet, and sometimes citizens are not aware of e-government services available. The research indicates that most citizens have cell phones despite the differences in handset capabilities, which therefore means that applications developed for e-government services can be ported foe accessibility to ordinary GSM cell phone including those without internet access

The application of Information and Communication Technology (ICT) in construction industry has been recognised widely by some practitioners and researchers for the last several years. During the 1990s the international construction industry started using with the increasing confidence information and communication technology. The use of e-mail became usual and web-sites were established for marketing purposes. Intranets and extranets were also established to facilitate communication within companies and throughout their branches. Sewer and oil pipeline spillage issues have become major causes of pollution in urban and rural areas usually caused by blockages in the water storage and drainage system, and oil spillage of underground oil pipelines. An effective way of avoiding this problem will be by deploying some mechanism to monitor these installations at each point in time and reporting unusual liquid activity to the relevant authorities for prompt action to avoid a flooding or spillage occurrence. This research work presents a low cost energy efficient liquid level monitoring technique using Radio Frequency Identification Technology. Passive UHF RFID tags have been designed, modelled and optimized. A simple rectangular tag, the P-shaped tag and S-shaped tag with UHF band frequency of operation (850-950 MHz) has been designed and modelled. Detailed parametric analysis of the rectangular tag is made and the optimised design results analysed and presented in HFSS and Matlab. The optimised rectangular tag designs are then deployed as level sensors in a gully pot. Identical tags were deployed to detect 4 distinct levels in alternate positions and a few inches in seperation distance within the gully pot height (Low, Mid, High and Ultra high). The radiation characteristic of tag sensors in deployment as modelled on HFSS is observed to show consistent performance with application requirements. An in-manhole chamber antenna for an underground communication system is analysed, designed, deployed and measured. The antenna covers dual-band impedance bandwidths (i.e. 824 to 960 MHz, and 1710 to 2170 MHz). The results show that the antenna prototype exhibits sufficient impedance bandwidth, suitable radiation characteristics, and adequate gains for the required underground wireless sensor applications.
Finally, a Linearly Shifted Quadrifilar Helical Antenna (LSQHA) designed using Genetic Algorithm optimisation technique for adoption as an RFID reader antenna is proposed and investigated. The new antenna confirms coverage of the RFID bandwidth 860-960 MHz with acceptable power gain of 13.1 dBi.Petroleum Technology Development Fund (PTDF) and National Space Research and Development Agency (NASRDA)
New models and patterns for traceability
Includes bibliographical references.Traceability is a critical software engineering practice that manages activities across the product development lifecycle. It is the discipline of getting an entire organisation to work together to build better quality products. Traceability is also about relationships between traceability items, the management of change and requires good communication between personnel on matters that impact the system in any way. At the start of the 21st Century it is evident that there was a proliferation in new traceability research promoting techniques from a number of emerging research communities. However, some researchers still report that there are still many problems, in particular the lack of empirical data from small, medium and large organisations. In this study we address this shortcoming by performing two empirical studies. Firstly, we carry out a four year case study investigating traceability in a large multinational that develops complex enterprise systems. Ericsson's is a world leader in the development of large telecom's systems and is renowned for their mature development processes, tools and highly skilled staff. We examine the state of the art at Ericsson and the factors that influence traceability, paying particular attention to how these factors change during the study and the impact that these changes have on the traceability practices. Secondly, we execute an industrial survey across nineteen corporations to further our understanding of traceability in small and medium sized organisations. Using this empirical data as the major design inputs, we design and test a Traceability Framework consisting of three solution components namely, a TRAceability Model (TRAM), a TRAceability Process (TRAP) and Traceability Patterns. The TRAceability Model (TRAM) consists of semantic models, designed using a layered approach, with each layer presenting traceability semantics from different user perspectives. The TRAceability Process (TRAP) consists of process models also utilising a layered approach but in this case capturing process elements that can be used in the creation of a traceability process in a variety of different contexts. At the lowest layer the models represent the actual traceability situation in a project at Ericsson. While patterns are a widely accepted method for describing best practices and recurring problems in many aspects of software development, they have not been applied to the field of traceability. Structural patterns emerged from the semantic and process models. Furthermore, we utilise a pre-defined pattern template for formalising the findings of the empirical data and communicating the outcomes to different users.
