    Predicting business/ICT alignment with AntMiner+.

    In this paper we report on the results of a European survey on business/ICT alignment practices. The goal of this study is to come up with some practical guidelines for managers on how to strive for better alignment of ICT investments with business requirements. Based on Luftman's alignment framework we examine 18 ICT management practices belonging to 6 different competency clusters. We use AntMiner+, a rule induction technique, to create an alignment rule set. The results indicate that B/ICT alignment is a multidimensional goal which can only be obtained through focused investments covering different alignment aspects. The obtained rule set is an interesting mix of both formal engineering and social interaction processes and structures.     Approaches to Using e- and m-Business Components in Business

    This paper discusses using e- and m-business components in supporting and enhancing existing businesses and in creating new business innovations. A framework illustrating two different approaches companies have to adoption of e- and m-business components is proposed. Three cases of how Finnish companies have, in an innovative way, used e- and m-business components to support, to enhance, and to launch businesses are presented. Based on the illustrative framework and the cases, some rules of thumb for using e- and m-business components in business are proposed.     Adaptive business rules framework for workflow management

    Changing scattered and dynamic business rules in Business Workflow Systems has become a growing problem that hinders the use and configuration of workflow-based applications. There is a gap in the existing research studies which currently focus on solutions that are application specific, without accounting for the universal logical dependencies between the business rules and, as a result, do not support adaptation of the business rules in real time. Design/methodology/approach – To tackle the above problems, this paper adopts a bottom-up approach, which puts forward a component model of the business process workflows and business rules based on purely logical specification which allows incremental development of the workflows and indexing of the rules which govern them during the initial acquisition and real-time execution. Results – The paper introduces a component-based event-driven model for development of business workflows which is purely logic based and can be easily implemented using an object-oriented technology together with a formal model for accounting the business rules dependencies together with a new method for incremental indexing of the business rules controlling the workflows. It proposes a two-level inference mechanism as a vehicle for controlling the business process execution and adaptation of the business rules at real time based on propagating the dependencies between the rules. Originality/value –The major achievement of this research is the universal, strictly logic-based event-driven framework for business process modelling and control which allows automatic adaptation of the business rules governing the business workflows based on accounting for their structural dependencies. An additional advantage of the framework is its support for object-oriented technology which can be implemented with enterprise-level quality and efficiency. Although developed primarily for application in construction industry the framework is entirely domain-independent and can be used in other industries, too

    Consistency in Multi-Viewpoint Architectural Design of Enterprise Information Systems

    Different stakeholders in the design of an enterprise information system have their own view on that design. To help produce a coherent design this paper presents a framework that aids in specifying relations between such views. To help produce a consistent design the framework also aids in specifying consistency rules that apply to the view relations and in checking the consistency according to those rules. The framework focuses on the higher levels of abstraction in a design, we refer to design at those levels of abstraction as architectural design. The highest level of abstraction that we consider is that of business process design and the lowest level is that of software component design. The contribution of our framework is that it provides a collection of basic concepts that is common to viewpoints in the area of enterprise information systems. These basic concepts aid in relating viewpoints by providing: (i) a common terminology that helps stakeholders to understand each others concepts; and (ii) a basis for defining re-usable consistency rules. In particular we define re-usable rules to check consistency between behavioural views that overlap or are a refinement of each other. We also present an architecture for a tool suite that supports our framework. We show that our framework can be applied, by performing a case study in which we specify the relations and consistency rules between the RM-ODP enterprise, computational and information viewpoints

    Potential for Development and Limitations of Regional Business Environment

    The article considers some questions of institutional support for the development of the regional business environment. In connection with constantly growing social liabilities of regional and municipal authorities, which results in the upsurge of risks of budget imbalance at respective levels, the research provides a foundation to the necessity of forming favorable business environment promoting enterprise activity in regions. The process of creating institutes of a region’s business environment is analyzed with applying a matrix institutional model of entrepreneurship. The article reveals the mechanism stipulating the emergence of specific peculiarities of institutional configurations of the regional business environment. A conclusion is drawn about the decisive role of the institutional configuration of the business environment in the existing differences in the levels of social and economic development of regions. The researchers put forward a hypothesis that supporting a favorable institutional configuration of a region’s business environment that stimulates enterprise activity in the area cannot last indefinitely as its development is of a cyclical nature. Simulation parameters for the formation and maintenance of a favorable institutional configuration of the business environment are given. With the aim of practical application of the suggested approach, the authors suggest a methodology allowing for regional authorities to estimate the expediency of favorable institutional configuration of business environment, and on this basis to formulate rules of play for business so that these rules could boost business activity and increase the contribution of entrepreneurship to the region’s social and economic development. The approach under consideration provides an opportunity to substantiate a theoretical and methodological framework for developing practical mechanisms of projecting and further long-term maintenance of favorable institutional configuration of business environment which will contribute to expanding the region’s business activity, and which is resistant to negative effects of the external environment.Work produced with the financial support of the grant FSBI “Russian Humanitarian Science Foundation” in the framework of scientific — research project “Interaction of authority and business organizations in the municipalities: through compromise to mutual loyalty» № 15-12-02008

    Using Decision Trees for Coreference Resolution

    This paper describes RESOLVE, a system that uses decision trees to learn how to classify coreferent phrases in the domain of business joint ventures. An experiment is presented in which the performance of RESOLVE is compared to the performance of a manually engineered set of rules for the same task. The results show that decision trees achieve higher performance than the rules in two of three evaluation metrics developed for the coreference task.     This paper develops a unifying framework for allocating the aggregate capital of a financial firm to its business units. The approach relies on an optimisation argument, requiring that the weighted sum of measures for the deviations of the business unit’s losses from their respective allocated capitals be minimised. This enables the association of alternative allocation rules to specific decision criteria and thus provides the risk manager with flexibility to meet specific target objectives. The underlying general framework reproduces many capital allocation methods that have appeared in the literature and allows for several possible extensions. An application to an insurance market with policyholder protection is additionally provided as an illustration.

    The Institutional Framework for Doing Sports Business: Principles of EU Competition Policy in Sports Markets

    The competition rules and policy framework of the European Union represents an important institutional restriction for doing sports business. Driven by the courts, the 2007 overhaul of the approach and methodology has increased the scope of competition policy towards sports associations and clubs. Nowadays, virtually all activities of sports associations that govern and organize a sports discipline with business elements are subject to antitrust rules. This includes genuine sporting rules that are essential for a league, championship or tournament to come into existence. Of course, „real? business or commercial activities like ticket selling, marketing of broadcasting rights, etc. also have to comply with competition rules. Regulatory activities of sports associations comply with European competition rules if they pursuit a legitimate objective, its restrictive effects are inherent to that objective and proportionate to it. This new approach offers important orientation for the strategy choice of sports associations, clubs and related enterprises. Since this assessment is done following a case-by-case approach, however, neither a blacklist of anticompetitive nor a whitelist of procompetitive sporting rules can be derived. Instead, conclusions can be drawn only from the existing case decisions – but, unfortunately, this leaves many aspects open. With respect to business activities, the focus of European competition policy is on centralized marketing arrangements bundling media rights. These constitute cartels and are viewed to be anticompetitive in nature. However, they may be exempted from the cartel prohibition on efficiency and consumer benefits considerations. Here, a detailed list of conditions exists that centralized marketing arrangements must comply with in order to be legal. Although this policy seems to be well-developed at first sight, a closer look at the decision practice reveals several open problems.
