    An Analytic Hierarchy Process for The Evaluation of Transport Policies to Reduce Climate Change Impacts

    Transport is the sector with the fastest growth of greenhouse gases emissions, both in developed and in developing countries, leading to adverse climate change impacts. As the experts disagree on the occurrence of these impacts, by applying the analytic hierarchy process (AHP), we have faced the question on how to form transport policies when the experts have different opinions and beliefs. The opinions of experts have been investigated by a means of a survey questionnaire. The results show that tax schemes aiming at promoting environmental-friendly transport mode are the best policy.     Regulating privatized rail transport

    Traditionally, transport regulation has been viewed as an exercise in second-best optimization, acknowledging the existence of huge information problems. Then the rail industry was deeply restructured worldwide to halt erosion of the sector's share of transportation markets. Restructuring took different forms in different countries, ranging from simple reorganization measures to extreme restructuring -with the private sector increasingly participating in the sector and with the provision of infrastructure separated from the provision of services. The authors argue that regulation of the rail industry cannot remain unaffected by these changes. New regulatory scenarios and issues have emerged. For example, contracts have to be defined for private participation and quality surveillance instruments must be defined. Traditional price controls have to be adapted to, and mechanisms designed to manage and plan infrastructure investments in, the new environment. Restructuring has brought new problems, too. Where licenses have been used, for example, several concessionaires have been unable to meet the objectives spelled out in the concession contract. Contracts should be flexible enough to take account of novel situations that may affect company performance. And yet, for the system to be credible, there cannot be systematic, unjustified deviations from the franchise objectives. Regulation of the sector should be simple and flexible, with license contracts designed to include the private sector and with industry organization adapted to local circumstances. Regulation should be governed by principles that foster competition and market mechanisms, wherever possible. At the same time, it should provide a stable legal and institutional framework for economic activity.     Ethical and Social Aspects of Self-Driving Cars

    As an envisaged future of transportation, self-driving cars are being discussed from various perspectives, including social, economical, engineering, computer science, design, and ethics. On the one hand, self-driving cars present new engineering problems that are being gradually successfully solved. On the other hand, social and ethical problems are typically being presented in the form of an idealized unsolvable decision-making problem, the so-called trolley problem, which is grossly misleading. We argue that an applied engineering ethical approach for the development of new technology is what is needed; the approach should be applied, meaning that it should focus on the analysis of complex real-world engineering problems. Software plays a crucial role for the control of self-driving cars; therefore, software engineering solutions should seriously handle ethical and social considerations. In this paper we take a closer look at the regulative instruments, standards, design, and implementations of components, systems, and services and we present practical social and ethical challenges that have to be met, as well as novel expectations for software engineering.Comment: 11 pages, 3 figures, 2 table

    Bimodal traffic regulation system: A multi-agent approach

    International audienceThe development of surface public transportation networks is a major issue in terms of ecology, economy and society. Their quality in terms of punctuality and passengers services (regularity between buses) should be improved in order to improve their attractiveness. To do so, cities often use regulation systems at intersections that grant priority to buses. The problem is that each transportation mode has its own characteristics and a dedicated decision support system. Therefore, most of them hardly take into account both public transport vehicles such as buses and private vehicle traffic. This paper proposes a multi-agent model that supports bimodal regulation and preserves monomodal regulation. The objective is to improve global traffic, to reduce bus delays and to improve bus regularity in congested areas of the network. In our approach, traffic regulation is obtained thanks to communication, collaboration and negotiation between heterogeneous agents. We tested our strategy on a complex network of nine junctions.     Phase Synchronization in Railway Timetables

    Timetable construction belongs to the most important optimization problems in public transport. Finding optimal or near-optimal timetables under the subsidiary conditions of minimizing travel times and other criteria is a targeted contribution to the functioning of public transport. In addition to efficiency (given, e.g., by minimal average travel times), a significant feature of a timetable is its robustness against delay propagation. Here we study the balance of efficiency and robustness in long-distance railway timetables (in particular the current long-distance railway timetable in Germany) from the perspective of synchronization, exploiting the fact that a major part of the trains run nearly periodically. We find that synchronization is highest at intermediate-sized stations. We argue that this synchronization perspective opens a new avenue towards an understanding of railway timetables by representing them as spatio-temporal phase patterns. Robustness and efficiency can then be viewed as properties of this phase pattern
