Development of a GIS-Based Information System for Watershed Monitoring in Mato Grosso, Central Brazil
This paper describes the conceptual framework and implementation of a prototype for a GIS-based Information System for Watershed Monitoring and Planning in the state of Mato Grosso, Central Brazil. The system was developed to support the implementation of water resources management policies passed by Brazilian federal and state legislatures in 1997.The first phase of the information system development was focused on database design, to create modules for the storage and pre-processing of diverse environmental data sets and for georeferenced registration and control of water users. The GIS environment includes tools for data mining and integrating the NGFlow and QUAL2E models for river runoff and water quality simulation; these tools were successfully validated in the Cuiabá River basin. To guarantee acceptance and continuity of system maintenance in regions under development, GIS applications for watershed management should be component-based. They should also integrate models with robustness for input data that are poor in consistency and quality. Conceptual approaches in providing the effective and responsible management of state programs management
The article proves that state programs turn to be the basic tool for increasing the effectiveness of budget expenditures within the framework of program-targeted budget planning and forecasting framework. Obligatory conditions for openness, departmentalism, and effectiveness of state programs implementation correspond to the need to ensure the transparency of budget procedures and openness of authorities’ activities.
The article is aimed at studying the conceptual approaches of executive bodies in ensuring the effective management of state programs including disclosure of the specifics of the development of state programs, increasing their effectiveness and monitoring the use of budgetary funds on the basis of finding a balance between the increasingly complicated tasks of the state budget policy and the established budgetary opportunities.
To achieve the goal, the following objectives are set: revealing methodological approaches to the formation of state programs; suggesting ways to improve the evaluation of state programs effectiveness at all stages of the budget process on the basis of the system of indicators; outlining the prospects for planning and financing state programs.
The article suggests conclusions on the improving the quality of management and control of state programs as an obligatory condition for effective and responsible management of budgetary funds.peer-reviewe

The development of a strategic control framework and its relationship with management accounting
Management accounting systems have been criticised for being excessively focused on shortterm
performance. As a result long-term strategic direction and goals may have been neglected.
To help overcome this problem it has been suggested that organisations should adopt strategic
management accounting techniques and management control systems which are orientated
towards the achievement of strategic goals. This paper argues that integration with strategic
control would significantly enhance the relevance of management accounting systems. In
developing such an approach this paper first integrates the salient features of the extant strategic
control models in a framework that recognises the needs of the current business environment.
And second, it examines how strategic control could be used as the basis for developing

A Novel Framework for Software Defined Wireless Body Area Network
Software Defined Networking (SDN) has gained huge popularity in replacing
traditional network by offering flexible and dynamic network management. It has
drawn significant attention of the researchers from both academia and
industries. Particularly, incorporating SDN in Wireless Body Area Network
(WBAN) applications indicates promising benefits in terms of dealing with
challenges like traffic management, authentication, energy efficiency etc.
while enhancing administrative control. This paper presents a novel framework
for Software Defined WBAN (SDWBAN), which brings the concept of SDN technology
into WBAN applications. By decoupling the control plane from data plane and
having more programmatic control would assist to overcome the current lacking

WSN and RFID integration to support intelligent monitoring in smart buildings using hybrid intelligent decision support systems
The real time monitoring of environment context aware activities is becoming a standard in the service delivery in a wide range of domains (child and elderly care and supervision, logistics, circulation, and other). The safety of people, goods and premises depends on the prompt reaction to potential hazards identified at an early stage to engage appropriate control actions. This requires capturing real time data to process locally at the device level or communicate to backend systems for real time decision making. This research examines the wireless sensor network and radio frequency identification technology integration in smart homes to support advanced safety systems deployed upstream to safety and emergency response. These systems are based on the use of hybrid intelligent decision support systems configured in a multi-distributed architecture enabled by the wireless communication of detection and tracking data to support intelligent real-time monitoring in smart buildings. This paper introduces first the concept of wireless sensor network and radio frequency identification technology integration showing the various options for the task distribution between radio frequency identification and hybrid intelligent decision support systems. This integration is then illustrated in a multi-distributed system architecture to identify motion and control access in a smart building using a room capacity model for occupancy and evacuation, access rights and a navigation map automatically generated by the system. Conceptual models of urban environmental information systems - toward improved information provision
Cities are the hub of European society - for over a millennium, they are the locus of social, political
and economic development. As the core of intensive and creative human activity, they are also the
place where the environmental externalities that accompany rapid development are most visible.
The environmental consequences of urban development have been recognised long ago, as in the
case of London, where in 1388 legislation was introduced to control pollutant emissions
(Lowenthal, 1990). Similar historical environmental regulations can be demonstrated for many
cities in Europe. However, while for most of history those who govern the city (be it the sovereign,
city elders or local government) where responsible for the control, mitigation and management of
the common environment in the city, the last 30 years are a period of profound change. This is due
to the trend toward improved participation in environmental decision making . a more inclusive and
open approach to decisions that deal with the city commons. This change did not occurre overnight
but rather gradually. For example, in the United Kingdom, it was the Town and Country Planning
Act of 1947 which introduced public scrutiny to changes in the urban form (Rydin, 1998), or the
development of public involvement in environmental impact assessment of urban projects as
developed in many countries throughout the developed world during the 1970s and 1980s (Gilpin
1995). These changes accelerate within the last three decades, and especially since the publication
of .Our Common Future. (WCED and Brundtland 1987), the acceptance of the .Sustainable
Development. principles and the Rio conference. A quiet (mini) revolution happened in Europe not
long ago, toward the end of 1998 when the members of the United Nations Economic Commission
for Europe (UN/ECE) signed the .Convention on Access to Information, Public Participation in
Decision Making and Access to Justice in Environmental Matters. - the Aarhus Convention
(UN/ECE 1998). The convention is expected to come into force by the end of 2001, and calls the
governments and public authorities to open up access to environmental information as a means to
improve public participation in environmental decision making and awareness of environmental
issues (UN/ECE, 1998).
However, these declarations on the value and importance of environmental information do not
match our level of understanding on the role of environmental information in decision making
processes, and especially on the role of information in improving awareness and participation.
Therefore, it is useful to take a step back, and to try and evaluate how environmental information
and access to it and its use support public involvement in such processes.
This paper is aimed to offer a framework that can assist us in the analytical process of
understanding environmental information use. It focuses on public access and assumes that
environmental information will be delivered to the public through the Internet. Such assumption is
based on the current trend within public authorities is to use Information and Communication
Technology (ICT) as a major delivery medium and it seems that it will become more so in the near
future (OECD 2000).
The framework which this paper presents, is based on Soft Systems Methodology (SSM) study
which unpacked some of the core issues relating to public access and use of environmental
information (Haklay, 2001). Although the aim here is not to discuss the merits of SSM, but to focus
on the conceptual models, some introduction to the techniques that are used here is needed.
Therefore, the following section opens with introduction to SSM and its techniques. The core of the

A framework for effective management of condition based maintenance programs in the context of industrial development of E-Maintenance strategies
CBM (Condition Based Maintenance) solutions are increasingly present in industrial systems due to two
main circumstances: rapid evolution, without precedents, in the capture and analysis of data and
significant cost reduction of supporting technologies. CBM programs in industrial systems can become
extremely complex, especially when considering the effective introduction of new capabilities provided
by PHM (Prognostics and Health Management) and E-maintenance disciplines. In this scenario, any CBM
solution involves the management of numerous technical aspects, that the maintenance manager needs
to understand, in order to be implemented properly and effectively, according to the company’s strategy.
This paper provides a comprehensive representation of the key components of a generic CBM solution,
this is presented using a framework or supporting structure for an effective management of the CBM
programs. The concept “symptom of failure”, its corresponding analysis techniques (introduced by ISO
13379-1 and linked with RCM/FMEA analysis), and other international standard for CBM open-software
application development (for instance, ISO 13374 and OSA-CBM), are used in the paper for the
development of the framework. An original template has been developed, adopting the formal structure
of RCM analysis templates, to integrate the information of the PHM techniques used to capture the failure
