    Mapping communication management competencies for European practitioners ECOPSI an EU study

    This paper and its findings suggest there is little organised life-long learning in public relations and communication management in Europe. Consequently senior communication practitioners believe there are major failings in the capabilities related to our profession which if not addressed will serve as significant challenges for European organisations over the next 10 years. Longitudinal research further suggests the role of practitioners is changing and they require many more competencies to be successful in their communication roles (Zerfass et al., 2007- 2013). These are some of the observations and conclusions drawn from and supported by an extensive review of theory and practice emerging from the ECOPSI Programme (European Communication Professional Skills and Innovation), which is the largest European Union funded project of its kind to report into strategic communication until now (Tench et al 2012, 2013a, 2013b). There are on-going gaps and deficiencies in the development of the individuals as well as broad variation in how practitioners identify needs and access appropriate interventions. This presents numerous opportunities for deeper and on-going professional training and development to build consistency and support good practice in moving away from a hands-on, learning on-the-job approach to more focused knowledge acquisition and development. The ECOPSI programme is a two-year research project exploring the competencies required by communication professionals in Europe. This innovative programme is a partnership of six leading European universities in communication research and education located in Germany, Netherlands, Slovenia, Spain, Turkey and the UK as well as the European Association of Communication Directors (EACD). The two-year programme is led by Leeds Metropolitan University and is the first and largest to be funded by the European Union. The study provides in-depth insights into the competencies needed for four communication roles through the Communication Role Matrix: internal communication, crisis communication, social media and chief communication officer (CCO). The Communication Role Matrix captures what it is a communication professional does and the requirement necessary to perform the role successfully by identifying the knowledge, skills (hard and soft) and personal attributes for each role (Tench et al 2013a). This paper: (1) analyses the construction and perceptions about the Communication Role Matrix; (2) highlights current contemporary issues faced by the industry; and (3) presents the transference of knowledge from ECOPSI to the professional field through the Portal (for) Advancing Communication Expertise (p4ace) along with a self-diagnostic tool aimed to engage practitioners in continued professional development

    CoachNet: The further development of a coordinated network for sport coaching in Europe

    Leeds Metropolitan University (LMU), in partnership with the European Coaching Council (ECC), was successful in a bid to the European Commission under the Preparatory Action in the Field of Sport (EAC/18/2011). The project was designed to develop an innovative approach that would contribute to the strengthening of the organisation of sport in Europe as part of the ‘good governance, strand of the EU Preparatory Action in the Field of Sport. The primary objective was to examine ways in which the organisation of coaching could be enhanced in Europe, with a particular focus on the greater involvement of coaches in decisionmaking. In exploring ways to maximise the ‘voice of the coach’, the partnership between LMU and ECC was central to the project. ECC is the continental division of the International Council for Coaching Excellence (ICCE). Through its network, ECC was in a position to identify current organisational arrangements for coaching across Europe. LMU is a well established research and practice oriented university in the UK and played a lead role in coordinating the project and guiding the research methodology through its Sport Coaching and Physical Education (SCOPE) Research and Enterprise Centre. Varying arrangements for the development and management of coaching were observed through a study of European countries. Within this varied landscape, the representation of coaches was sporadic, ranging from no representative mechanism to a number of good practice examples that made provision for the tiered engagement of coaches depending on their role; sport and coaching status category. These examples included confederated models across sports; blended models across coaching status categories and single and multi-sport models for the engagement and representation of coaches. The study concluded that there is a need for a more considered approach to the involvement of coaches in decision-making, with a number of recommendations developed for consideration by member states and the European divisions of the International Federations. These recommendations proposed that the structure of ECC as the European arm of ICCE be reviewed, with the intention to more strongly engage organisations that have been established to represent the voice of coaches and leading to a re-structuring of the organisation. In this context, ICCE and ECC should play an even stronger advocacy, representative and action role in establishing coaching as a blended profession, which includes volunteer, part-time paid and full-time paid coaches. More coherent structures for the engagement of coaches in each sport and country are also recommended. This should occur as part of a wider commitment that the principle of listening to and hearing the voice of the coach should become more strongly embedded within the way in which sporting and related organisations operate. The EU is well placed to lead on this type of approach, ensuring the coaches are more fully engaged in social dialogue and in the process to further enhance the role of sport and coaching in Europe. Further research is also recommended on the nature, needs and demographics of the coaching workforce. All of these approaches need to be tempered with the realisation that coaches are individual decision-makers, operating in a wide variety of contexts and many of whom do not show a propensity for involvement in formal ‘representative’ structures. The need for alternative methods to connect with and engage coaches was, therefore, identified. These include a more segmented approach to engaging with coaches, depending on their coaching role and status, as well as the utilisation of more informal modes of web-based communication to connect directly with coaches in their daily lives. In all existing and future scenarios, the key role of federations at the national and international level in seeking, activating and allocating financial and other resources to connect with and support their coaches was highlighted. The findings have been notified to ICCE for formal consideration, leading to changes in the ways in which the voice of the coach is more clearly represented within the work of the organisation. ICCE should continue to work closely with the EU Sport Unit to ensure that the recommendations of this report are implemented and evaluated on an on-going basis

    INSA scientific activities in the space astronomy area

    Support to Astronomy operations is an important and long-lived activity within INSA. Probably the best known (and traditional) INSA activities are those related with real-time spacecraft operations: Ground station maintenance and operation (Ground station engineers and operators); spacecraft and payload real-time operation (spacecraft and instruments controllers); computing infrastructure maintenance (operators, analysts) and general site services.In this paper, we'll show a different perspective, probably not so well-known, presenting some INSA recent activities at the European Space Astronomy Centre (ESAC) and NASA Madrid Deep Space Communication Complex (MDSCC) directly related to scientific operations. Basic lines of activity involved include: Operations support for science operations; system and software support for real time systems; technical administration and IT support; R \& D activities, radioastronomy (at MDSCC and ESAC) and scientific research projects. This paper is structured as follows: first, INSA activities in two ESA cornerstone astrophysics missions, XMM-Newton and Herschel, will be outlined. Then, our activities related to Science infrastructure services, represented by the Virtual Observatory (VO) framework and the Science Archives development facilities are briefly shown. Radio Astronomy activities will be described afterwards, and finally, a few research topics in which INSA scientists are involved will be also described.Comment: 6 pages.     Developing e-assessment using the quiz activity within Moodle: empowering student learning

    Using formative assessment within Moodle has been shown to encourage self-directed learning (Bromham & Oprandi, 2006). Our experience of using formative assessment quizzes as stand alone entities, as well as within Moodle lessons, has been used to introduce Moodle assessment quizzes over the past year in Level 1 and Level 2 Life Sciences courses. This experience has been distilled to inform the content of this workshop. Some advantages of incorporating assessments in the form of Moodle quizzes are that they allow for quick, reproducible and flexible assessment with a relatively small initial set-up cost, and substantial long-term staff and administration savings. One significant advantage is that staff and room pressures can be reduced as students can attempt the assessment at a time and location of their choice within a specified time period. This flexibility can help to reduce student stress associated with completion of a continuous assessment for their course. It is also a relatively simple process to account for students entitled to extra time during assessments. Providing clear instructions beforehand and at the start of the quiz ensures that students understand their responsibilities for completion of this assessment and ultimately the course. There are some disadvantages and limitations to the system as it currently exists, for example there is the perceived ability for students to “cheat” by completing the assessment as a group, accessing books and the internet. Strategies to account for these can be put in place and will be discussed in detail during the workshop. This workshop aims to take the participants through the initial set up of a quiz, highlighting the various question types and how these can be used to create a challenging assessment that can be quickly graded and prove informative for staff and course development.     Evaluation of the HSCVF Bursary Scheme

    The ‘Building Sustainability: Extended Support Package’ aimed to increase the capacity and sustainability of 94 local projects - all were Voluntary, Community and Social Enterprise (VCSE) organisations funded by the Health and Social Care Volunteering Fund (HSCVF). The bursary scheme, as it became known, was managed by Ecorys as the lead partner alongside Eastside Primetimers, CSV and Attend as the three delivery partners. Projects chose from a menu of over 50 offers including mentoring, coaching, on-site support, training and ‘other’. A Support Consultant, allocated to each project, helped them assess their needs, choose the most appropriate offers and submit the application. The scheme was introduced in 2012 with all offers utilised by May 2013. It was funded by the Department of Health.     National Evaluation of the Capacity Building Programme in English Local Government: Annex 4: Follow On Study of Progress in Seven Case Study Improvement Partnerships

    This report is one of a series of outputs from the national evaluation of the Capacity Building Programme for local government in England (CBP), being undertaken by a team of researchers at the Policy Research Institute (PRI) at Leeds Metropolitan University and the Cities Research Unit at the University of West of England. This report summarises the findings from the second phase of fieldwork with regional and sub-regional Improvement Partnerships, established to facilitate capacity building and improvement activity in local authorities. The research underpinning this report was undertaken in seven case study Improvement Partnerships (see Section 2) in October and November 2006 and follows a similar – baseline – exercise undertaken during the same period during 2005. It thus both draws on the earlier research (see Section 3) and identifies evidence of progress and impact (see Section 10) since the baseline phase
