    An evaluation tool for design quality: PFI sheltered housing

    The complex procurement process entailed by the private finance initiative (PFI) means that clients need new capacities to manage their relationships with bidders and to assess project proposals if the desired level of design quality is to be achieved. To assist local authorities in their client role, a new Architectural Design Quality Evaluation Tool was developed. The aim was to improve the quality of design in residential sheltered housing, procured through the PFI. The tool was developed for and applied to a programme that will see the replacement of a local authority's entire sheltered housing stock. The tool has two functions: (1) to inform the client's assessment process and assist with the selection of the preferred bidding consortium through a series of stages in the PFI process; and (2) to improve the quality of all the submitted designs through an iterative process. Although several existing mechanisms are available for evaluating the performance attributes of buildings, few also tackle the less tangible amenity attributes, which are vital to the feeling of home.     Architectural Design Quality in Local Authority Private Finance Initiative Projects

    Since the 1990s, when the Private Finance Initiative was developed as the primary method for delivering major public capital projects, there has been concern about the quality of many of the products. Initially, it was the architectural community that raised doubts, but it has subsequently been joined by user groups. As the contractual period is over 30 years, there are issues such as ongoing maintenance, facilities management and operational factors, that need to be balanced with design quality. This paper will report on a research project being carried out with a metropolitan local authority in England, which is replacing its entire sheltered housing stock in one Private Finance Initiative project. The principal aim of the local authority is that it should receive these buildings as assets, rather than liabilities at the end of the 30 year period. The research work to date has been based on two stages of a three stage selection of the preferred bidder from the original six consortia. The aims of this paper are to review the Private Finance Initiative management processes in relation to architectural design quality at each of the selection stages, including the generation and application of the design assessment criteria, and the role of user groups; and evaluate the outcomes against the objectives of maximising design quality within workable financial models. The methodology is that the researcher is based in the local authority project team, and has therefore been able to use participant observation techniques in the management processes, which include competitive dialogue and user consultation. The design assessment criteria were developed from the academic literature and refined at each selection stage. A comparative analysis of the design assessment criteria with intermediate and final designs, will assist in identifying the status of design quality in the selection of the preferred bidder

    Suitability of BIM for enhancing value on PPP projects for the benefit of the public sector

    Collaborative integrated working and stakeholder’s interest have been among key drivers that underpin and encourage the use of Building Information Modelling (BIM) within the AEC industry. BIM is becoming a major means to deliver projects with better improved product, and reduced risk within the construction industry. Furthermore, using BIM in areas like buildability, quality assurance, cost and scheduling can be justified through BIM-nD modelling application. What is not so obvious is how the utilisation of BIM visualisation and knowledge embedment will enhance these areas to refine and achieve better value for PPP procurement projects for the long term benefit especially during post-construction phase for the public sector. As of now there is no well-defined guidance with respect to BIM usage incorporating all of the above. Do we really need to revisit the way we specify projects within the contractual framework under PPP? This paper examines the possibility of how BIM can be utilised in the realisation of augmented formal database information management system under the PPP procurement routes with respect to operation and maintenance support. The paper concludes with additional measures that BIM can offer at the post-construction phase for the public sector at learning organisations

    Localism and energy: Negotiating approaches to embedding resilience in energy systems

    Tensions are evident in energy policy objectives between centralised top-down interconnected energy systems and localised distributed approaches. Examination of these tensions indicates that a localised approach can address a systemic problem of interconnected systems; namely vulnerability. The challenge for energy policy is to realise the interrelated goals of energy security, climate and environmental targets and social and economic issues such as fuel poverty, whilst mitigating vulnerability. The effectiveness of conventional approaches is debateable. A transition to a low carbon pathway should focus on resilience, counter to vulnerability. This article draws from on-going work which evaluates the energy aspects of a Private Finance Initiative (PFI) project to refurbish and re-build a local authority’s entire stock of sheltered accommodation to high environmental standards. Initial findings suggest that whereas more conventional procurement processes tend to increase systemic vulnerability, a user focussed process driven through PFI competitive dialogue is beginning to motivate some developers to adopt innovative approaches to energy system development. Conceptually these findings strongly suggest that embedding ‘Open Source’ principles in energy system development acts to work against systemic vulnerabilities by embedding resilience

    Developing a sustainability KM strategy for HA planned works

    Effective management of sustainability-related knowledge is central to the development of sustainable construction practices. Despite progress In other contexts, existing knowledge management efforts have been of limited value to contexts such as housing association planned works (cyclical replacement of housing components) due to an inability to reflect the specificities of these projects. This paper presents the development of a structured strategy to improve the capture, storage, retrieval and exchange of sustainability-related knowledge within housing association planned works. Knowledge mapping exercises based on semi-structured interviews were carried out within four different sized Scottish housing associations. Sustainability-related knowledge maps were developed for each activity focusing on managerial, economic, social, environmental aspects and overall flow of knowledge providing the basis for recommendations to improve the management of sustainability-related knowledge during planned works. The strategy promotes a structured approach providing housing associations with the opportunity to tailor the strategy to reflect their context and requirements. Practitioners from the case studies confirmed its usefulness especially for housing associations committed to sustainability but struggling to engage with high-level policy and strategies. One case study association has implemented the high-level principles to support its wider sustainability policy and is piloting a strategy for its planned works. </jats:p

Case studies of purchasers recognised as pioneers in the field, and of providers, were undertaken, and results validated by two focus groups. Outsourcing, particularly under the impetus of Best Value, was found to be relatively widespread and sophisticated in the public library and special library sectors. Thinking and practice in academic libraries lag behind. Museums and archives show some implementation, particularly under the influence of Best Value

    A conceptual framework of performance assessment for private finance initiative projects in Malaysia

    Private Finance Initiative (PFI) is one of the procurement methods that has been applied widely in the global construction market including Malaysia. PFI is an alternative procurement which is viewed as restructuring the previous privatisation concept in delivering value for money (VFM) for Malaysian public infrastructure. Among the restructuring efforts in the privatisation is specifying the standard assessment of private concessionaires’ performance through the execution of key performance indicators (KPIs). The assessment is practically benchmarked against the government’s standard. However, in Malaysia, lack of an effective KPIs is identified as one of the core criticisms for measuring the PFI projects performance. Therefore, two objectives are established which are; to investigate the implementation of various PFI performance measurement models across the globe to measure the performance and how these models can be adopted within the PFI in Malaysians. Finally, a conceptual framework is proposed for measuring performance of PFI projects in Malaysia. The outcomes of this paper can serve as a theoretical base for the development of an effective performance measurement tool for monitoring and measuring PFI projects performance in Malaysia
