    Digital, memory and mixed-signal test engineering education: five centres of competence in Europe

    The launching of the EuNICE-Test project was announced two years ago at the first DELTA Conference. This project is now completed and the present paper describes the project actions and outcomes. The original idea was to build a long-lasting European Network for test engineering education using both test resource mutualisation and remote experiments. This objective is fully fulfilled and we have now, in Europe, five centres of competence able to deliver high-level and high-specialized training courses in the field of test engineering using a high-performing industrial ATE. All the centres propose training courses on digital testing, three of them propose mixed-signal trainings and three of them propose memory trainings. Taking into account the demand in test engineering, the network is planned to continue in a stand alone mode after project end. Nevertheless a new European proposal with several new partners and new test lessons is under construction

    The Franco-German motor before the eastern enlargement : the causes of its decline

    The Franco-German axis has been a transcendent force behind the European integration ever since the early years of the EEC. Nevertheless, since the fall of the Berlin Wall in November 1989, the perception of a progressive distancing between France and Germany as far as the EU politics is concerned, has increased. There has not been a definitive break in Franco-German relations. However, the influence of the Franco-German axis in the EU has been reduced in the 90s. Finally, in the Nice IGC (December 2000), the misunderstandings of these two "big" states about their weight in the Council, almost caused the failure to conclude the Treaty of Nice, clearing the way for the Eastern enlargement. The traditional balance between France and Germany has been eroded. Germany has consolidated its role of leadership in the EU, and above all towards the candidate countries. The purpose of this paper is to analyse the fifth enlargement as one of the causes of the decline of the Franco-German axis as the motor of the process of European integration.L'eix franco-alemany ha estat una força transcendent darrere de la integració europea, des dels primers anys de la CEE. No obstant això, des de la caiguda del Mur de Berlín el novembre de 1989, la percepció d'un distanciament progressiu entre França i Alemanya pel que fa a la política de la UE es refereix, s'ha incrementat. No hi ha hagut una ruptura definitiva en les relacions franc-alemanyes. No obstant això, la influència de l'eix francoalemany a la UE s'ha reduït en els anys 90. Finalment, a la Conferència Intergovernamental de Niça (desembre de 2000), les incomprensions d'aquests dos "grans" estats respecte al seu pes en el Consell, gairebé va causar el fracàs per concloure el Tractat de Niça, aclarint el camí per a l'ampliació cap a l'est. L'equilibri tradicional entre França i Alemanya s'ha erosionat. Alemanya ha consolidat el seu paper de lideratge a la UE, i sobretot cap als països candidats. El propòsit d'aquest treball és analitzar la cinquena ampliació com una de les causes de la decadència de l'eix francoalemany com a motor del procés d'integració europea
