    A Decade of Dark Energy: 1998 - 2008

The years 1998 to 2008 were very exciting years for cosmology. It was a pleasure to accept this invitation to describe my contributions to the development of our knowledge and understanding of the universe over the course of the past decade. Here, I begin by describing some of my work on radio galaxies as a modified standard yardstick and go on to describe model-independent studies of the accelerating universe and the properties of the dark energy. During the course of these studies, I came upon interesting ways to study the spin and other properties of supermassive black holes, some of which are briefly mentioned.Comment: Proceedings of the 2008 UCLA Conference "Dark Matter and Dark Energy in the Universe," submitted to AIP Conference Proceedings, 6 page

Income and consumption inequality in Poland, 1998–2008

This paper estimates a variety of inequality indices to study the evolution of income and consumption inequality in Poland between 1998 and 2008. We use robust methods to adjust for the impact of extremely large observations. We also conduct statistical tests on inequality changes using methods, which account for the complexity of the household sample design. All analyses are performed for the entire population, for rural and urban subpopulations, and for the three largest cities. The main result is that during 1998–2008 there was a statistically significant rise in economic inequalities in Poland, which depending on the inequality index, ranged from 8.7% to 19.6% in case of income distribution and from 6.5% to 12.3% in case of consumption distribution. Among the studied subpopulations, economic inequalities are both the highest and the fastest-growing in Warsaw, where consumption inequality as measured by the Gini index increased during the studied period by as much as almost 23%.income inequality, consumption inequality, Pareto model, robust estimation, statistical inference, Poland

Cambodia 1998-2008 : an episode of rapid growth

Cambodia's growth over 1998-2008 has been remarkable (almost 10 percent per annum for a decade). This paper applies a"growth diagnostic"approach to understand how this happened and how it can be sustained. Past growth has been driven by the coincidence of a set of historical and geographic factors (including opportunistic policy responses), together with the use of natural assets (although in a non sustainable way) and the elaboration of productive sector-specific governance arrangements. Several of these factors are unfortunately not self-sustaining and the global economic crisis of 2008-09 is exposing these vulnerabilities. A growth diagnostic flags a number of short-term priorities to ensure the competitiveness of existing industries, as well as more medium-term priorities for the country to continue attracting foreign investment and start mobilizing more domestic savings. A key economic policy objective is the diversification of the economy, which requires a reduction in unproductive risks and costs as well as creative solutions to coordination failures.Environmental Economics&Policies,Economic Theory&Research,Emerging Markets,Debt Markets,Access to Finance

ABSTRACT OBJECTIVE: To describe the decline of tuberculosis (TB) cases among U.S.-born non-Hispanic (NH) black and white Chicago residents. METHODS: Data from the National TB Surveillance System was used to analyze trends and characteristics of reported TB cases among U.S.-born NH black and U.S.-born NH white Chicago residents from 1998-2008. RESULTS: Chicago reported a total of 3,821 TB cases over the 11-year time period. Of these, 1,916 were U.S.-born NH black and 235 were U.S.-born NH white. The proportion of cases attributable to U.S.-born NH blacks was 63% (294/469) in 1998 and 34% in 2008 (72/213). Analysis for trends from 2000-2008 revealed a greater than predicted decrease in rates among U.S.-born NH blacks (p CONCLUSION: Despite more TB risk factors in Chicago’s U.S.-born black population, there was a narrowing of TB case disparity in Chicago from 1998-2008. Continued focused strategies aimed at controlling TB are needed

Kosovo 1998-2008: Human Rights from War to Independence

Serbs and Albanians have inhabited Kosovo for centuries. For Serbs, Kosovo is the core of the medieval Serbian kingdom. For Albanians, Kosovo is the cradle of their struggle for independence. With both parties feeling entitled to the territory of the province, the threat of conflict was never far away. At several points, human rights abuses were perpetrated by one group on the other. Deeper ethnic antagonisms led to the outbreak of conflict in Kosovo in 1998, culminating in January 1999. Having already dealt with conflicts in Croatia and Bosnia, the international community claimed to be well-prepared to approach the Kosovo issue and stop the atrocities. While bearing in mind the past and the present, this paper addresses the failures of both the international community and the local parties in regard to human rights protection.
