Airspace Technology Demonstration 2 (ATD-2) Phase 1 Concept of Use (ConUse)
This document presents an operational Concept of Use (ConUse) for the Phase 1 Baseline Integrated Arrival, Departure, and Surface (IADS) prototype system of NASA's Airspace Technology Demonstration 2 (ATD-2) sub-project, which began demonstration in 2017 at Charlotte Douglas International Airport (CLT). NASA is developing the IADS system under the ATD-2 sub-project in coordination with the Federal Aviation Administration (FAA) and aviation industry partners. The primary goal of ATD-2 sub-project is to improve the predictability and the operational efficiency of the air traffic system in metroplex environments, through the enhancement, development, and integration of the nation's most advanced and sophisticated arrival, departure, and surface prediction, scheduling, and management systems. The ATD-2 effort is a five-year research activity through 2020. The initial phase of the ATD-2 sub-project, which is the focus of this document, will demonstrate the Phase 1 Baseline IADS capability at CLT in 2017. The Phase 1 Baseline IADS capabilities of the ATD-2 sub-project consists of: (a) Strategic and tactical surface scheduling to improve efficiency and predictability of airport surface operations, (b) Tactical departure scheduling to enhance merging of departures into overhead traffic streams via accurate predictions of takeoff times and automated coordination between the Airport Traffic Control Tower (ATCT, or Tower) and the Air Route Traffic Control Center (ARTCC, or Center), (c) Improvements in departure surface demand predictions in Time Based Flow Management (TBFM), (d) A prototype Electronic Flight Data (EFD) system provided by the FAA via the Terminal Flight Data Manager (TFDM) early implementation effort, and (e) Improved situational awareness and demand predictions through integration with the Traffic Flow Management System (TFMS), TBFM, and TFDM (3Ts) for electronic data integration and exchange, and an on-screen dashboard displaying pertinent analytics in real-time. The surface scheduling and metering element of the capability is consistent with the Surface CDM Concept of Operations published in 2014 by the FAA Surface Operations Directorate.1 Upon successful demonstration of the Phase 1 Baseline IADS capability, follow-on demonstrations of the matured IADS traffic management capabilities will be conducted in the 2018-2020 timeframe. At the end of each phase of the demonstrations, NASA will transfer the ATD-2 sub-project technology to the FAA and industry partners

This paper offers a comprehensive look at how Argentina managed a remarkable economic recovery from its collapse in 2001. The authors show how the Argentine government's policy of targeting a stable and competitive real exchange rate was crucial to the country's economic recovery. They also analyze the various sources of aggregate demand and government revenue in different phases of the expansion. In addition to the crucial role of the exchange rate, the authors look at other policies -- such as an export tax, capital controls, and the default on much of the country's sovereign debt -- which were met with disapproval by many economists and other commentators but played an important role in the recovery

Development and Performance Evaluation of a Connected Vehicle Application Development Platform (CVDeP)
Connected vehicle (CV) application developers need a development platform to build,
test and debug real-world CV applications, such as safety, mobility, and environmental
applications, in edge-centric cyber-physical systems. Our study objective is to develop
and evaluate a scalable and secure CV application development platform (CVDeP)
that enables application developers to build, test and debug CV applications in realtime.
CVDeP ensures that the functional requirements of the CV applications meet the
corresponding requirements imposed by the specific applications. We evaluated the
efficacy of CVDeP using two CV applications (one safety and one mobility application)
and validated them through a field experiment at the Clemson University Connected
Vehicle Testbed (CU-CVT). Analyses prove the efficacy of CVDeP, which satisfies the
functional requirements (i.e., latency and throughput) of a CV application while
maintaining scalability and security of the platform and applications
Regional Data Archiving and Management for Northeast Illinois
This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor
and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the
regional transportation agencies, from both technical and business perspectives, about building such a comprehensive
transportation information system. Several implementation alternatives are identified and analyzed. This research is carried
out in three phases.
In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a
thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect
information on all data elements that they store, including the format, system, and granularity. Their perception of a data
archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the
database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and
examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We
estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the
hardware, software, labor, and resource requirements. We also identify possible revenue opportunities.
A few implementation options for the archive system are summarized in this report; namely:
1. System hosted by a partnering agency
2. System contracted to a university
3. System contracted to a national laboratory
4. System outsourced to a service provider

Issues Related to the Emergence of the Information Superhighway and California Societal Changes, IISTPS Report 96-4
The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University (SJSU) conducted this project to review the continuing development of the Internet and the Information Superhighway. Emphasis was placed on an examination of the impact on commuting and working patterns in California, and an analysis of how public transportation agencies, including Caltrans, might take advantage of the new communications technologies. The document reviews the technology underlying the current Internet “structure” and examines anticipated developments. It is important to note that much of the research for this limited-scope project was conducted during 1995, and the topic is so rapidly evolving that some information is almost automatically “dated.” The report also examines how transportation agencies are basically similar in structure and function to other business entities, and how they can continue to utilize the emerging technologies to improve internal and external communications. As part of a detailed discussion of specific transportation agency functions, it is noted that the concept of a “Roundtable Forum,” growing out of developments in Concurrent Engineering, can provide an opportunity for representatives from multiple jurisdictions to utilize the Internet for more coordinated decision-making. The report also included an extensive analysis of demographic trends in California in recent years, such as commute and recreational activities, and identifies how the emerging technologies may impact future changes
