В България годишно се диагностицират около 1500 случая на злокачествени тумори на главата и шията от епителен произход според последните данни от националния раков регистър. Общата им заболеваемост като група е 22.2/100 000 към 2016, когато са публикувани последните данни за нашата страна. Това ги превръща в социално-значимо заболяване със съпътстващите ги съответни нива на смъртност и инвалидизация

A „Divine Sanction” on the Revolt: The Cult of St. Demetrios of Thessalonike and the Uprising of Peter and Asen (1185–1186)

The paper examines the role of the cult of St. Demetrius of Thessalonica as a tool of maintaining legitimacy of the anti-Byzantine revolt in Tărnovo, 1185–1186, led by brothers Theodore- Peter and Asen-Belgun, which is viewed in the modern scholarship as a starting point of the history of the so-called Second Bulgarian Empire. Apart from the peculiarities of the official and popular veneration of St. Demetrius in Byzantium by the end of the 12th C., the main emphasis is made on the celebration, arranged in Tărnovo on St. Demetrius’ day, 1185, by Peter and Asen. The fact of the construction there of a special house of prayer in the name of the all-praised martyr Demetrius (Nicetas Choniates) and the presence of a certain icon of the saint as well as, probably, that of his relic, shedding the holy ointment, can be interpreted in terms of the concept of “hierotopy”, introduced recently by A. Lidov. At any rate, one can speak of attempting to replicate in Tărnovo the sacred space of the Thessalonican shrine of St. Demetrius in order to convince the Bulgarian rebels of the “true” presence of St. Demetrius among them. The parallel is drawn between the celebration in Tărnovo and another well-known “hierotopic project” of the late 12th cent., performed by prince Vsevolod III in Vladimir-on-Kljaz’ma, Russia, which also encompassed the construction of the church in the name of St. Demetrius, where his miracle- working relics from Thessalonica were housed. The similarity between the two “projects“ is obvious, but they must have been inspired by clearly different causes: if Vsevolod III tried only to raise the authority of his power to that of the grand princedom, being an absolutely legitimate ruler, then Peter and Asen had to justify the legitimacy of their own, questioning that of the Byzantine Empire

Същност и динамика на международната среда при обявяване на независимостта на България

В статията се анализират промените в международната среда във времето от Берлинския конгрес (1878) до обявяването на независимостта на България (1908). Търси се отговор на въпроса какво се е променило в европейската политика, за да може българското правителство да осъществи най-важната външнополитическа цел – да превърне васалното Княжество България в Царство България. Тази цел се преследва тридесет години и тя наистина е значима, защото „новата” държава вече е пълноправен субект в международните отношения и има право на независима външна политика. Самата международна среда се разглежда като водеща детерминанта за това външнополитическо решение, защото неговата легитимност се определя от нея. От водещите международни фактори зависи да бъде призната независимостта на България. В тази връзка се анализира динамиката в тяхната позиция, интереси и външнополитически цели. Разглеждат се отношенията между Германия, Австро-Унгария, Русия, Франция и Великобритания. Анализират се причините, които формират тяхното взаимодействие или противопоставяне. Отговорите се търсят в сключените договори между Великите сили, защото те отразяват най-точно и вярно динамиката в тяхната външната политика. Чрез тези договори се очертава ново съотношение на силите в Европа и именно то създава възможности за българската външнополитическа инициатива. Правителството на Ал. Малинов е важно да се ориентира в промените в международната среда, да намери подходящи съюзници, да избере подходящия момент и да обяви независимостта на България

Possible approaches to benchmarking voluntary health insurance funds in Bulgaria

Following the adoption of the Health Insurance Law in Bulgaria (1999), which provided the legal framework for the development of the voluntary health insurance, several health insurance funds had been established. Bulgaria had two licensed voluntary health insurance funds in 2001; in 2003 their number grew to six; and in 2009 this number stands over twenty. Despite the increased number of funds in recent years, their share of healthcare spending stayed at 1-1.5%, which is below European average. To this date, there are no serious and profound studies in the field among the scientific community in Bulgaria. The economic data published by the Commission of Financial Surveillance (CFS), conforms to EC regulations, but do not allow non-specialists to assess realistically voluntary health insurance funds (VHIF). This article introduces a methodology for comparing VHIF and establishment of a complex index (Benchmark Index - BI) based on 5 groups of indicators, related to several available variables. This index is intended as a tool for analyzing the voluntary health insurance sector and managing resources through a set of analytic indicators and variables.
