    The Start-Up Concept and the Economic Future of the EU after M. Draghi's Report

    Recently, the former ECBank president M. Draghi loudly recalled Europe's lagging economic power, but without giving an original approach to reversing the trend, other than increased funding. Therefore, the article is an attempt to critically review the state, but also the unused potential of the EU start-up culture, which can provide a more reasonable and faster response at least to the part of the challenges. Following this direction, a brief comparison between the European and US start-up ecosystems is provided regarding the position and function of the HEIs in them. The data reveals that, in addition to their distance from the success of start-ups in the US and Asia, EU economies are also lagging behind the UK, which is no longer part of it. The pattern repeats when it comes to entrepreneurship education in Europe. Therefore, a direction is outlined for reflection on how to structurally change and improve the quality of the participation of HEIs in ecosystems across the continent, incl. with the introduction of a new look at training and collaboration with external organizations

    The article examines several short stories from Italo Calvino's collection Difficult Loves, in which the main theme is Difficulty. For Calvino, it is comprehensive and does not only characterize the love relationship between two people - there is difficulty in communicating with the other, but also in communicating with oneself. It is difficult to accept the surrounding reality, which often does not meet the expectations of the characters. The text offers a different view of the stories through the prism of two key texts for the subject matter: Roland Barthes' A Lover's Discourse: Fragments, and Pascal Bruckner's Perpetual Euphoria. Barthes' figures, on the one hand, represent a thematic guide related to the specific situation in each story, on the other, they symbolize the difficulty of communication between the characters of the stories. The "figures", carriers of a given situation or condition, are designed against the background of Bruckner's vision of happiness and its difficult to define nature. This vision also fits into Calvino's vision of unstable happiness, insofar as the characters of his stories are united by one thing: happiness either eludes them or is lacking, ultimately one thing is certain and inevitable: banality and resignation. Each story is subjected to a content analysis related to a given "figure" of Barthes. Additionally, Bruckner's and Denis De Rougemont's similar ideas about happiness are included in the analysis, although De Rougemont frames the question of happiness by relating it to the theme of love and marriage

    Effective Human Resource Management and Environmental Security: Protection of Human Environmental Rights and Critical Infrastructure Sustainability

    The scientific paper aims to analyze the interaction between three main areas: the protection of environmental human rights, the resilience of critical infrastructure, and human resource management. These elements are interconnected and play an important role in developing and implementing effective management decisions and policies, combining environmental protection with care for human capital. The paper analyses key characteristics of environmental security as a dimension of the Human Security Concept, as well as the role of environmental rights. Additionally, the need to protect critical infrastructure in the context of environmental risks and threats is emphasized. The focus is placed on new aspects of human resource management, such as green human resources management, the role of so-called "green collars", employee motivation, and others. In this context, the role of effective human resource management in organizations that manage critical infrastructure is examined, to achieve sustainable outcomes in areas related to environmental security. The third fundamental element of the paper involves practical challenges in implementing the trends and new aspects described above. Ideas and practices are proposed to support the development of solutions for creating sustainable outcomes and policies in human resource management within the context of environmental security

    The purpose of the report is to present the educational model of studying the theory of social management in Bulgaria in a historical aspect. As a result of analyses of theoretical developments on the essence of social management and administrative-party approaches undertaken in Republic of Bulgaria, the reasons that contributed to the formation of the theory of social management in the Bulgarian educational system on the basis of socialist and communist ideology have been identified. An attempt has been made to defend the main thesis that after the onset of democratic changes, as well as in contemporary conditions in Republic of Bulgaria, the acquisition of knowledge and skills for this theory in doctoral programs „Social Management“ offered by some higher education institutions is not based on its de-ideologized study. The educational model is based on the study of management science, the theory of economic management and the theories of state and public management

    The Panorama in/of Nineteenth-century New England: Wording Nature’s Spectacle

    The 360-degree medium had become a popular way to represent landscapes (as well as historical events) in both Europe and the US by the mid-nineteenth century. “I went to see a panorama of …” – a phrase Henry David Thoreau uses twice in his late essay “Walking” – was a common reference to an already common practice in New England in the late 1850s. Thoreau was never enthusiastic about landscape painting always preferring the landscape itself, but it seems, thrilled as he was with all technical/scientific innovations, that the panoramic paintings in specific, with their capability of revealing an all-encompassing view of a particular landscape, gave him the idea of how to achieve a similar effect with words. Dealing with H. D. Thoreau’s late essays, mostly “Autumnal Tints” and “Wild Apples,” this paper underscores their intense visuality as a mode of mature Thoreau’s nature per se, already environmentalist thinking: Thoreau’s as if winding 360-degree verbal panorama of New England’s Fall is made to provide a most thorough view of his native landscape and thus, by keeping its readers/viewers immersed in the powerful, nearly optical illusion of being surrounded with the real amazing landscape, it does, in fact, preserve the exceptionally picturesque Concord environment – poetically, ecocentrically, transcendentally, why not even really

    ABSTRACT: The report aims to explore the opportunities and challenges associated with the integration of autonomous robots to enhance security in the public and private sectors in the Balkans. An analysis of technological innovations and their applications in various security domains has been conducted. Key advantages of autonomous systems have been identified, such as surveillance, access control, and incident response. The economic, social, and legal factors influencing the successful implementation of these technologies in the region have been examined. The main thesis that the integration of autonomous robots will significantly enhance the security of facilities, is defended. Specific proposals and recommendations are provided for the optimal utilization of autonomous robots to improve the efficiency and sustainability of security in the public and private sectors. РЕЗЮМЕ: Докладът има за цел да изследва възможностите и предизвикателствата, свързани с интеграцията на автономните роботи за подобряване на сигурността в публичния и частния сектор на Балканите. Извършен е анализ на технологичните иновации и тяхното приложение в различни сфери на сигурността. Идентифицирани са ключовите предимства на автономните системи, като: наблюдение, контрол на достъпа и реакция при инциденти. Изследвани са икономическите, социалните и правните фактори, влияещи за успешното внедряване на тези технологии в региона. Защитена е основната теза, че чрез интеграцията на автономните роботи значително ще се повиши сигурността на обектите. Направени са конкретни предложения и препоръки за оптимално използване на автономните роботи с оглед повишаване на ефективността и устойчивостта на сигурността в публичния и частния сектор

    The research and promotion of the values of historic heritage sites is linked to the creation, preservation and dissemination of visual information about them. In the past, from antiquity to the last century, the possibilities for creating visual information were limited to two-dimensional images created on various bases and (in more recent times) video and film. With the development of digital technologies, three-dimensional scanning and visual reconstruction of heritage buildings combined with three-dimensional virtual reconstruction, a method that is becoming a primary means of understanding and reconstructing the past, is becoming increasingly relevant.
