    Introduction and Diffusion of Electronic Commerce – What is Switzerland’s position in an international comparison? Results of an empirical study

    What is Switzerland’s position today with regard to the acceptance, diffusion and usage of new work forms and business methods in the economy and society? One of the most extensive international surveys of population and businesses done thus far gives well founded answers to these questions: Last year, distinguished research institutes from 10 different countries of the European Union (Denmark, Germany, France, Finland, Ireland, Italy, Netherlands, Spain, Sweden, United Kingdom) and Switzerland carried out the research project ECATT99 Electronic Commerce and Telework Trends. With it they produced a study of the adoption and diffusion of new electronic business methods and work forms in the information society. Its approach makes the study unique within the framework of the European ESPRIT programme. In the whole of Europe (including Switzerland) around 8,000 private individuals and around 4,300 decision makers in private and public businesses were interviewed about knowledge, acceptance, current and planned usage of Electronic Commerce and telework. In addition, around 100 detailed case studies were carried out. For the future, regular biennial repeat studies are planned. Switzerland is taking part in this international comparison for the first time. The results of this report are primarily based on 400 interviews in the Swiss population and 200 interviews with owners or responsible senior staff in businesses of all sectors of German, French and Italian Switzerland.     The role of ICT in teacher education. The development of web pages by project method

    This paper is a description of an in-service teacher training experience that used ICT to develop a project that involved teachers (nursery and primary) and also children, parents and other members of the educational community. Its aim was to build an Internet site that would give information about school life. It's an open web space where teachers, parents and students can express and share their ideals and activities. This project is still in progress and is being developed in three interconnected phases: conception, development and evaluation. The most important issue to relate is that the technical or instrumental learning is dependent on the ideas and purposes of teachers, students and parents. We believe that when we talk about ICT in schools and also in teacher education we shouldn't only be concerned with the 'means', that is to say, how to introduce computers or how to use a word processor and Internet resources, but also with the 'ends'. Only when we question the ends do we begin to pay attention to what we do, that is, to construct a story that is worth telling " ... to tell that we are merely tools makers (and tools users) is to miss the entire narrative aim? We are world's makers and world's weavers" (Postman, 2002, p. 108)

    Towards a Humanistic Conception of Cyberspace. A Twofold Challenge for Netizens Mobilizing for a Democratic Internet Governance

    Our paper critically addresses the involvement and the role of civil society entities in new participatory forms of governance, using the Internet governance (IG) debate as a case study. The Internet is first and foremost a global public space potentially available to everyone for the pursuit of the most heterogeneous interests. As this global space becomes crucial in everyday life and consequences of interests pursuit within it capillary innerve the offline dimension, new forms of governance are required to ensure that all stakeholders are represented and actively involved in the management and development of what can be conceptualized as a common pool resource (CPR). The commons of the Internet space and its service as a CPR necessitate the involvement of various competencies that are dispersed in intelligence networks to which private sector and civil society necessary belong. In particular, we examine the meaning and the potential for the inclusion of civil society entities in this debate in relation to the achievement of a universal (and not only global) Internet and the consolidation of a humanized conception of IG. To this end, we propose an analytical division of IG space in four sub-sectors (social commons; information and service commons; price commons; infrastructure commons) and we argue that civil society groups participation should be contextualized and actions modulated following this dissection of competence and eligibility spheres. Furthermore, the effort to achieve a democratic internet governance translates into a double challenge for civil society groups: on the one hand, occasions of direct influence must be fully exploited modulating actions in a way that overcomes the inherent heterogeneity characterizing public interests entities; on the other, a humanized vision has to be built up and consolidated in the IG field in order to provide a set of benchmarks dynamically interacting with market and traditional policy making logics. Finally, we will also explore the effect that the construction and the consolidation of a humanized perspective on IG will have in the translation of this domain from a mostly technical matter into a seed in an emerging field of contention built around information and communication issues.internet governance, common pool resource, civil society political participation, humanized conception of internet governance

    Wireless communication, identification and sensing technologies enabling integrated logistics: a study in the harbor environment

    In the last decade, integrated logistics has become an important challenge in the development of wireless communication, identification and sensing technology, due to the growing complexity of logistics processes and the increasing demand for adapting systems to new requirements. The advancement of wireless technology provides a wide range of options for the maritime container terminals. Electronic devices employed in container terminals reduce the manual effort, facilitating timely information flow and enhancing control and quality of service and decision made. In this paper, we examine the technology that can be used to support integration in harbor's logistics. In the literature, most systems have been developed to address specific needs of particular harbors, but a systematic study is missing. The purpose is to provide an overview to the reader about which technology of integrated logistics can be implemented and what remains to be addressed in the future

    On designing an algorithmically enhanced NHS: towards a conceptual model for the successful implementation of algorithmic clinical decision support software in the National Health Service

    Established in 1948, the National Health Service (NHS) has lasted 75 years. It is, however, under considerable strain: facing chronic staff shortages; record numbers of emergency attendances; an ambulance wait-time crisis; and more. Increasingly, policymakers are of the view that the solution to these problems is to rely more heavily on one of the NHS’s greatest resources: its data. It is hoped that by combining the NHS’s data riches with the latest techniques in artificial intelligence (AI), that the means to make the NHS more effective, more efficient, and more consistent, can be identified and acted upon via the implementation of Algorithmic Clinical Decision Support Software (ACDSS). Yet, getting this implementation right will be both technically and ethically difficult. It will require a careful re-design of the NHS’s information infrastructure to ensure the implementation of ACDSS results in intended positive emergence (benefits), and not unintended negative emergence (harms and risks). This then is the purpose of my thesis. I seek to help policymakers with this re-design process by answering the research question ‘What are the information infrastructure requirements for the successful implementation of ACDSS in the NHS?’. I adopt a mixed-methods, theory-informed, and interpretive approach, and weave the results into a narrative policy synthesis. I start with an analysis of why current attempts to implement ACDSS into the NHS’s information infrastructure are failing and what needs to change to increase the chances of success; anticipate what might happen if these changes are not made; identify the exact requirements for bringing forth the changes; explain why the likelihood of these requirements being met by current policy is limited; and conclude by explaining how the likelihood of policy meeting the identified requirements can be increased by designing the ACDSS’s supporting information infrastructure around the core concepts of ‘utility, usability, efficacy, and trustworthiness’

    T his report is structured first, to engage in some speculative thought about the possible futures of the web as an exercise in prom pting us to think about what we need to do now in order to make sure that we can reliably and fruitfully use archives of the w eb in the future. Next, we turn to considering the methods and tools being used to research the live web, as a pointer to the types of things that can be developed to help unde rstand the archived web. Then , we turn to a series of topics and questions that researchers want or may want to address using the archived web. In this final section, we i dentify some of the challenges individuals, organizations, and international bodies can target to increase our ability to explore these topi cs and answer these quest ions. We end the report with some conclusions based on what we have learned from this exercise

    Implementing Guided Inquiry Learning and Measuring Engagement Using an Electronic Health Record System in an Online Setting

    In many courses, practical hands-on experience is critical for knowledge construction. In the traditional lab setting, this construction is easy to observe through student engagement. But in an online virtual lab, there are some challenges to track student engagement. Given the continuing trend of increased enrollment in online courses, learning sciences need to address these challenges soon. To measure student engagement and actualize a social constructivist approach to team-based learning in the virtual lab setting, we developed a novel monitoring tool in an open-source electronic health records system (EHR). The Process Oriented Guided Inquiry Learning (POGIL) approach is used to engage students in learning. In this paper, we present the practice of POGIL and how the monitoring tool measures student engagement in two online courses in the interdisciplinary field of Health Information Management. To the best of our knowledge, this is the first attempt at integrating POGIL to improve learning sciences in the EHR clinical practice. While clinicians spend over 52% of a patient visit time on computers (called desktop medicine), there is very little focus on learning sciences and pedagogy to train clinicians.     FinBook: literary content as digital commodity

    This short essay explains the significance of the FinBook intervention, and invites the reader to participate. We have associated each chapter within this book with a financial robot (FinBot), and created a market whereby book content will be traded with financial securities. As human labour increasingly consists of unstable and uncertain work practices and as algorithms replace people on the virtual trading floors of the worlds markets, we see members of society taking advantage of FinBots to invest and make extra funds. Bots of all kinds are making financial decisions for us, searching online on our behalf to help us invest, to consume products and services. Our contribution to this compilation is to turn the collection of chapters in this book into a dynamic investment portfolio, and thereby play out what might happen to the process of buying and consuming literature in the not-so-distant future. By attaching identities (through QR codes) to each chapter, we create a market in which the chapter can ‘perform’. Our FinBots will trade based on features extracted from the authors’ words in this book: the political, ethical and cultural values embedded in the work, and the extent to which the FinBots share authors’ concerns; and the performance of chapters amongst those human and non-human actors that make up the market, and readership. In short, the FinBook model turns our work and the work of our co-authors into an investment portfolio, mediated by the market and the attention of readers. By creating a digital economy specifically around the content of online texts, our chapter and the FinBook platform aims to challenge the reader to consider how their personal values align them with individual articles, and how these become contested as they perform different value judgements about the financial performance of each chapter and the book as a whole. At the same time, by introducing ‘autonomous’ trading bots, we also explore the different ‘network’ affordances that differ between paper based books that’s scarcity is developed through analogue form, and digital forms of books whose uniqueness is reached through encryption. We thereby speak to wider questions about the conditions of an aggressive market in which algorithms subject cultural and intellectual items – books – to economic parameters, and the increasing ubiquity of data bots as actors in our social, political, economic and cultural lives.
