    Mapping Digital Media: Malaysia

    The Mapping Digital Media project examines the global opportunities and risks created by the transition from traditional to digital media. Covering 60 countries, the project examines how these changes affect the core democratic service that any media system should provide: news about political, economic, and social affairs.Malaysia has had a torrid relationship with digital. Mahathir Mohamad, the former Malaysian prime minister, fell in love with it in the 1990s when he launched the Multimedia Super Corridor, a sort of East Asian Silicon Valley, to develop the local information and communications technology industry.Two out of three Malaysians regularly use the internet (even though large areas of the East Malaysian states of Sabah and Sarawak, where nearly a fifth of the population lives, pose logistical challenges regarding infrastructure) and a third of the population have a 3G mobile subscription. Broadband household penetration in the capital, Kuala Lumpur, is 112 percent because many citizens have both fixed and mobile accounts. Nearly half the population is on Facebook with an average of 233 friends each, the greatest proportion in the world, all on social networks for an average nine hours a week. And they still seem to find enough time to watch television for three and a half hours a day and to listen to the radio for three hours.The outlook is for an expansion of internet and mobile-based platforms for news, comment, social networking, activism, and entertainment. However, a change of government is probably a prerequisite for the kinds of changes that would usher in greater diversity in broadcast and print, such as regulatory independence, repeal of the Printing Presses and Publications Act, and the dismantling of monopolies, rules on cross ownership, and political parties' ownership of media companies

    European Perspectives on the Information Society: Annual Monitoring Synthesis and Emerging Trend Updates

    This report is one of the outcomes of the EPIS06 Project ¿ European Perspectives on the Information Society ¿ carried out by the ETEPS (European Techno-Economic Policy Support) network in cooperation with the Joint Research Centre Institute for Prospective Technological Studies (JRC IPTS) with the aim of providing strategic intelligence to policy makers by taking a prospective view on the evolution of ICT. This report combines the Annual Monitoring Synthesis (AMS) Report and five Emerging Trend Updates (ETU). It forms one of the main building blocks of the project, establishing an observatory of trends in technology and business evolutions of ICT. More particularly, the Annual Monitoring Synthesis Report (AMS Report) aims to identify new ICT-related developments likely to have a significant impact on the future of the Information Society, both in terms of growth and jobs for Europe and R&D policy prioritisation. By scanning and monitoring recent major foresight exercises and industrial technology roadmaps, as well as other future-oriented analysis and policy papers, the AMS attempts to detect early signals and possible disruptive forces so as to enable timely policy responses and anticipate potential challenges for policy makers. The AMS is structured along six main themes which emerged as a result of the analysis: - Convergence of infrastructures, - Human-computer convergence ¿ technologies for direct human computer interaction, - Pervasive or ubiquitous computing and ambient intelligence, - The future of the Internet, - Citizens¿ concerns, - Working life. A structured overview with a summary of each of the foresights, roadmaps and other sources studied is presented in the AMS report annex. In addition, five Emerging Trends Updates (ETU) present the results of focused briefs on emerging themes of interest for policy making, covering the following topics: - ETU1 on the state-of-the-art of the creative content sector, - ETU2 on ICT and the offshoring of services, - ETU3 on ICT and the role of ICTs as enablers for energy efficiency, - ETU4 on ICT tools and services in intelligent domestic and personal environments, - ETU5 on ICT and privacy in the Knowledge Society ¿ the case of search engines.JRC.J.4-Information Societ

    A Framework for Broadband Adoption in Buffalo City Metropolitan Municipality to Enable Citizen Access to e-Government

    E-government has been adopted as one of the cornerstones of the government‘s strategy for making services accessible to its citizens. The aim of this broadband adoption is to provide high quality public sector services via digital channels to improve cost-efficiency and generate benefits to municipality employees and citizen. A major challenge that municipalities face is the lack of public participation which restricts levels of communication between governments and municipalities and the citizen where public misses out on information and services available online, which results in further inequality. This has a devastating impact on service delivery because participatory democracy would be non-existent. Limited IT infrastructure, resistance to change, cultural barriers and exposure of malpractice are main themes related to IT usage or facilitating IT access for the wider public. Furthermore, lack of meaningful participation and freedom of association emerged as themes related to governance effectiveness. A mixed approach within a case study was considered, and data was collected through an online questionnaire and review of current literature. The study collected primary data by conducting web based questionnaires comprising sixty respondent’s citizens and fifteen municipal employees, including Information and Communication Technology (ICT) employees and broadband task team members. Statistical Package for the Social Science (SPSS) to analyse data from questionnaires. The selected BCMM employees of the population were known to have the relevant knowledge, time and experience to participate. Responses to each question developed the framework further based on the findings. Respondents were selected based on their appropriate knowledge and experience of the problem domain. Six experts were selected for final evaluation of the research findings. Firstly, the findings provided on barriers impact on the adoption of e-government. Secondly, on the techniques available to ensure access to e-government within BCMM. Thirdly, on the availability of technologies currently in the Buffalo City Metropolitan Municipality. Finally, on the elements of a Buffalo City Metropolitan Municipality broadband adoption strategy. This study evaluates barriers of e-government adoption, assessing strategies and techniques for accessing e-government services, examines current technologies to support e-government service within municipalities and analyses elements of Buffalo City Metropolitan Municipality broadband adoption strategy. A broadband adoption model was proposed based on empirical findings. Key adoption factors include adoption benefits and drivers, concerns and barriers and adoption interventions. These factors provide an essential foundation for the development of the proposed broadband adoption framework. The contribution of this study is a framework based on the Unified Theory of Acceptance and Use of Technology (UTAUT) and Technology Organisation Environment (TOE) framework to determine factors that influence or restrict a citizen’s intention to use and adopt technology, specifically broadband, in e-government services as a tool for citizen engagement.     Rethinking Digital Inequalities: The Experience of the Marginalized in Community Technology Centers

    Thesis (Ph.D.) - Indiana University, Informatics and Computing, 2015Information and communication technologies (ICTs) have emerged as symbols of modernity in the developing world, and currently policy makers and popular press perceived them as bridges to promote social and digital equalities. However, scholars have regularly demonstrated that digital inclusion projects have often failed to meet expectations related to human development objectives. Some postulate that the problem may not be entirely one of project failure, but rather of our limited understanding of the value that technology provides. Hence, this dissertation emphasizes the socio-cultural aspects of digital inclusion projects aimed at favela residents and attempts to understand ICTs aspects and practices from their perspective. Favelas, urban slums in Brazil, are considered marginalized areas due to the absence of State social and physical investments. As a consequence of this, such areas lack proper infrastructure, sanitation and road systems and provide their residents, the marginalized, with a low quality of life. Favela residents are deprived not only of proper services for their basic needs, such as health and education, but also of access to technology and Internet. Most of them rely on community technology centers (CTCs) to access ICTs. Based on an over eight-month ethnography in the favelas of Vitória, Brazil, this dissertation focuses on the motivations, engagements, and adoption of ICTs by favela residents in CTCs. It asks the following questions: (1) What is their experience using CTCs? (2) How does their experience inform the ways we should think about what constitutes empowerment and disempowerment vis-à-vis ICTs? It argues that theoretical positions stemming from technology utilitarianism need expanding, because mundane and non-instrumental practices observed in the favelas shed light on the importance of technology in a variety of dimensions within people’s lives. Encompassing such practices contributes to a broader comprehension of the engagements and strategies that help shape the daily use of technology by people who suffer the consequences of being poor and marginalized

    Desde sus orígenes como videoclub por catálogo a finales de los noventa del siglo pasado, la compañía Netflix ha ido evolucionando hasta convertirse en una de las empresas audiovisuales que más cantidad de películas y series distribuyen y producen. El modelo de negocio de esta empresa le permite ofrecer una mayor libertad artística a sus creadores y creadoras; al mismo tiempo que esquivar la censura, imperante en muchos países en el ámbito de la distribución audiovisual convencional. Tanto la libertad creativa como el hecho de poder zafarse de la censura resulta especialmente positivo para los directores y directoras indias; por los que Netflix ha apostado decididamente desde el año 2016. En el presente artículo se analiza el papel de la mujer en tres producciones originales de Netflix en India: Sacred Games, Lust Stories y Ghoul.Netflix began its activity back in the 90s of the previous century as a videoclub which distributed DVDs via mail. In a very short span of time, it has been able to evolve in a tremendous manner and it is safe to affirm that nowadays Netflix is one of the companies which produce and distribute more movies and TV shows worldwide. The company's economic model enables Netflix to grant its directors more creative freedom at the same time it escapes the censorship mechanisms still present in many countries. These two elements are especially positive for those Indian directors who have been supported by Netflix since 2016.
