Oil policy of the government of President Luis Herrera Campins, Venezuela (1979-1983)

Abstract

Durante el gobierno de Luis Herrera Campins (1979-1983), Petróleos de Venezuela (PDVSA) au-mentó sus reservas petroleras, modernizó parte de su estructura y comenzó su proceso de internacionalización. La revisión historiográfica realizada indicó que existe un vacío sobre cómo el gobierno de Herrera diseño y ejecutó la política petrolera. Ante esto, se planteó como objetivo central del artículo analizar la política petrolera diseñada y ejecutada por el gobierno de Herrera para comprender sus objetivos, los actores involucrados, sus intereses y la incidencia que tuvo en PDVSA. El método utilizado para alcanzar el objetivo de la investigación fue el análisis histórico, teniendo como principales fuentes documentos oficiales del Estado y PDVSA, testi-monios y literatura académica. Se concluye que la política petrolera estuvo enfocada en completar el proceso de nacionalización y en aumentar los aportes fiscales de PDVSA, derivando en el aumento de la tensión entre el gobierno y PDVSA.During the government of Luis Herrera Campins (1979-1983), Petroleos de Venezuela (PDVSA) increased its oil reserves, updated part of its structure and started its process of internationalization. The his-tography review conducted indicated that there’s a gap about how the Herrera’s government designed and executed the oil policy. According to this, the main objective of this article is to analize the oil policy designed and executed by Herrera’s government in order to understand its purpose, performers involved, their goals and the incidence that it had in PDVSA. The method used to achieve the objective of this investigation was historic analysis. The principal sources are official documents from the State and PDVSA, testimonies and academic literature. It’s concluded that the oil policy was focused on completing the nationalization process and increas-ing PDVSA's tributary contributions, thus, the tension between the government and PDVSA increased
