L’essentiel sur les droits humains et les libertés publiques en droit comparé
Les libertés publiques sont des libertés individuelles et collectives garanties et constituent un sous-ensemble des droits fondamentaux. Au niveau interne, les libertés publiques sont réparties dans trois catégories principales : - les droits civils et politiques, - les droits économiques et sociaux, - les droits collectifs ou communautaires. Les citoyens de l’Union européenne jouissent d’un grand nombre de droits et libertés qui sont consacrés par la charte des droits fondamentaux de l’Union européenne ainsi que par les traités européens. La Cour constitutionnelle de la RDC, gardienne des libertés fondamentales peut s’inspirer de la jurisprudence de Cour-EDH et de la CJUE traitée dans l’ouvrage
Navigating the development and humanitarian funding crisis : ethical implications and strategic responses
This report presents outcomes from a high-level off-record multistakeholder policy discussion convened by Arigatou International and Globethics in Geneva on 5 March 2025. Representatives from civil society organisations (CSOs), UN agencies, diplomats, and humanitarian experts addressed the ethical challenges posed by shrinking budgets and shifting donor priorities. Discussions focused on rethinking funding models, strengthening collaboration, and upholding ethical principles to ensure that humanitarian and development aid remains effective, responsible, and impact-driven in the face of growing financial constraints.
Key ethical dilemmas identified included:
1. Accepting funding from non-traditional or ethically questionable donors.
2. Donor-driven agendas vs. actual humanitarian needs.
3. Prioritising whom to serve with limited resources.
4. Balancing short-term relief and long-term development.
5. Competition between UN agencies and CSOs for limited funding.
Recurrent themes included the need for decolonised, locally-led funding models, ethical governance, and sustainable development strategies that reduce reliance on aid. Crucially, the discourse emphasised transforming the development and humanitarian field by placing justice, solidarity, empathy, and compassion at its core – calling for a fundamental shift in power dynamics and value systems that shape global cooperation
National values in Vietnam and the world : new contexts, challenges and opportunities
Worldwide, national identities are challenged by fast technological and economic transitions, political polarization and
cultural changes. Vietnam is strengthening its national identity by a fascinating multiyear process of national values
dialogue. Vietnam’s current socialist model, incorporating a socialist-oriented market economy, a rule-of law
socialist state, and a socialist democracy, is looking at the integration of its traditional cultural values with future
orientations.
This volume includes 32 articles of authors from Vietnam, but also China, Europe and the Philippines. They cover a broad
range of topics, from culture to family, from socialism to patriotism, from justice to wealth, from history to international integration. The contributions are the result of the International Conference
on “National Values in the New Context”, held in July 2023 in Hanoi

Translation of: Pathways to inclusion : advancing civil society’s role in AI governance : evidence from and for the global majorityLa inteligencia artificial (IA) está transformando rápidamente a las sociedades, y el poder para definir su dirección continúa estando concentrado. La gobernanza de la IA, que comprende a quienes establecen las normas, los valores que se incorporan y los intereses que se protegen, en gran medida sigue dirigida por un pequeño grupo de actores influyentes. La sociedad civil, especialmente en las regiones de la Mayoría Global, está subrepresentada en los foros donde se toman las decisiones críticas. Este informe de política plantea que la sociedad civil, arraigada en las comunidades y responsable ante el interés público, se encuentra en una posición única para actuar como el contrapeso que la IA necesita para beneficiar a toda la humanidad, al visibilizar la perspectiva de aquellos que se ven más afectados por los sistemas de IA.
Este informe de política investiga el papel de la sociedad civil en la gobernanza de la IA, prestando especial atención a la Mayoría Global. La pregunta de investigación se plantea si la sociedad civil sirve como contrapeso eficaz al poder concentrado en el ecosistema de la IA, a fin de garantizar que los sistemas de IA reflejen los diversos intereses y valores públicos. Asimismo, el informe busca identificar las barreras que dificultan la participación de los actores de la sociedad civil subrepresentados en cuanto al establecimiento de la agenda y la participación en los foros de gobernanza de la IA. Sumado a ello, el informe describe las oportunidades de participación de la sociedad civil en la gobernanza de la IA y los principales mecanismos para promover una participación más inclusiva y con mayor impacto.
El análisis se basa en una investigación documental y un estudio comparativo de las recientes iniciativas de múltiples partes interesadas en materia de gobernanza global de la IA. Asimismo, aprovechando los centros regionales de Globethics en la Mayoría Global, esta investigación incorpora aportes directos de redes de la sociedad civil a través de una encuesta y de grupos focales semiestructurados en línea, así como entrevistas con representantes de África, América Latina y el Caribe y del sur y sudeste asiático. Estos diálogos ponen de manifiesto los desafíos y las oportunidades específicas de cada contexto, ofreciendo aportes fundamentados en información regional. En conjunto, estas percepciones dan lugar a una serie de recomendaciones dirigidas a actores de la sociedad civil, responsables de políticas públicas y organizaciones internacionales con el objeto de reforzar la participación significativa de la sociedad civil en la gobernanza de la IA.
Este informe de política contribuye al debate más amplio sobre la gobernanza inclusiva de la IA para la implementación satisfactoria de la Recomendación de UNESCO sobre la Ética de la IA y el Pacto Digital Global
A practice-based approach in education : contemporary rethinking of leadership
Issue No. 6 is gathering contributions addressing all aspects from historical, religious and philosophical roots and key models or systematic theories, to very practical case studies and tool-based approaches. Critical thinking on governance and leadership as well as pragmatic use of concrete impactful strategies are welcome. Business leaders, educational leaders, and the public interest are different levels of how leadership unfolds from the family to large spheres of economic and social interests, where ethics and mutually interconnected aspects of the reality play a crucial role in decision-making and the solving of ethical dilemmas.
Emerging technological challenges bring to responsible leadership new faster ways of getting around obstacles in the way work is carried out, but fundamental issues remain profoundly human in character. Redéfinir les systèmes éducatifs africains à l’horizon 2030 : nouvelles pistes pour un débat salutaire
Soixante ans après les indépendances, l’Afrique, en quête de solutions novatrices face à la crise éducative, prépare son bilan à l’horizon 2030. Malgré des avancées en matière d’accès, l’école peine à répondre aux aspirations du continent. S’appuyant sur la recherche et son expérience de terrain, l’auteur dresse un diagnostic lucide et propose des axes de refondation : arrimer éducation et développement, recentrer l’école sur les 5-15 ans, améliorer les conditions d’apprentissage et revaloriser enseignants et langues africaines. Il plaide aussi pour une gouvernance repensée, une meilleure articulation entre public et privé, et un renforcement du rôle de la coopération et de la recherche. The continous development of biotechnology and of philosophical transhuman
proposals have questioned the existance of human nature. To state or
deny a human nature is the necessary pretext to modify technologically the
human being and take it to a new Project of being: the bioartfactual. The present
analysis reflects on human nature from the perspective of biohermeneutics
proposed by Jesús Conill in his work. “Corporal intimacy and human person”.
Fort he spanish philosopher, critical hermeneutics represent an alternative answer
to the naturalization and techonlogization efforts of life. Two paths have
to be walked to formulate a proposal. The first one, to take on the concept of
“human nature” from a interpretive perspective, with the intention of correcting
the notions of substance and essence. The second one, to advance the
experience of corporal intimacy as a way to understand the human person and
the value of it’s dignity. In this way, it is expected, that the efforts to winnow oroutgrow the traditional notion of human nature, will be reflected in an autonomous
moral that qualifies the person to judge it’s own actions and the actions
of others. Just as Zubiri and Laín had taught, being a person is a Project of
appropiation and self delivery
Principios bioéticos por asumir en el proceso formativo de estudiantes durante y posterior a enfermar por covid-19
The SARS-COV-2 virus came to transform the life of society in more than
two hundred countries on five continents in the world. This virus demonstrated
various nodal points in the vulnerability of societies and brought with it
problems that humanity itself is still learning to solve as it tries to recover from
socioeconomic and health damages. This work shows an ethnographic study
that was carried out in order to understand the problems faced by students
of upper secondary and higher education in Mexico, who have fallen ill with
covid-19 but have had to continue their activities in their educational institutions,
to analyze the errors made in the uncertainty of the institutional action
in the face of the pandemic in a country with a medium and low income, and
with it, under access to the emerging vaccination program; and the need to
continue disciplinary training activities to maintain educational quality. It isexpected to understand how to support students in these situations, from an
ethical perspective of principles
