    The history of the first ยซKorean Gardenยป design, development and establishment within the Irkutsk State University Botanic Garden in the harsh climatic conditions of Baikalian Siberia is described. After being admitted as Koreas important intangible asset in 1967, this festival was designated as Masterpiece of the Oral and Intangible Heritage of Humanity by UNESCO in 2005. These events, especially the recent one, have altered the way local people organize the traditional local rituals and the way they spend the traditional holiday. It is the transmission agents who have been playing a key role in making specific changes. Many groups, including governments and NGOs, cooperate to host the festival every year. Among them, the Organization Committee (Wiwonhoe) and the Preservation Society (Bojonhoe) are the major agents in charge of the transmission of the folk festival. The former plans and organizes the whole urban festival; while the latter focuses on the passing and preservation of the essential partโ€” the traditional rites. However, only the two groups cannot host such a big urban festival which actually consists of hundreds of programs. Therefore, many local NGOs, some of whom are sponsored by the local government, participate in hosting Gangneung Danoje. In addition to the indirect participation of the local government, some local companies also sponsor the festival. Because after being designated as an intangible heritage, Gangneung Danoje has been received as a symbol of the city. Participating in Danoje not only helps local companies to maintain good relationships with local people, but also serves an opportunity for the local government to build strong emotional ties with local people. In order to maintain its significance, people in the Organization Committee and the Preservation Society have been protecting some essential parts of the festival, including how and when to host the traditional rites. As a result, the Danoje is preserved as a local tradition which is actually difficult to keep itself from changes otherwise. Although the hosts of Danoje declare the festival is run by the local people, the central government of South Korea and the municipal government of Gangneung are making contributions to preserve the festival. Despite all their efforts to maintain the tradition, modernization of the Danoje has been accomplished through the changes of the transmission agents. Back in early 1990, both the Organization Committee and the Preservation Society were a part of Gangneung Cultural Center, a quasi-NGO who also contributed to the transmission of the Gangneung Danoje. But while the Korean government started to increase its support to Gangneung Danoje, the independence of its real hosts became necessary. In order to obtain independence and become the host of the Danoje, both the Organization Committee and the Preservation Society registered as non-profit corporations in 2007. Meanwhile, many corporations specialized in several areas such as stage performance and stage setting come to cooperate with the hosts, which improves the proficiency of the hosts and industrializes the festival. The industrialization changes the way local people participate in Gangneung Danoje. Because they have to join these corporations who declare to follow the laws and regulations of the nation-state. Being members of these modern corporations makes them modern subjects who are produced by the value systems of modern society. Although the actual operation of these corporations is different from the ideal, some core values such as seeking transparency and fairness constrains the members social interactions. Even the performers of the traditional rites became sensitive to the national laws regulating intangible assets or traditional arts. In order to continue their careers as teachers of traditional arts, some young members of the Preservation Society go to graduate schools to get advanced degrees. This shows the growing role of modern education in transferring folk culture. The success of Gangneung Danoje exemplifies the importance of the supportive networks made by the local government and civil society in preserving folk culture. The major part of the festival, however, has undergone significant changes under the influence of modernization. Firstly, the hosts manage to separate stages from markets in order to organize the space of Danoje. Secondly, erotic shows and gambling were eliminated so as to open to more people including children. A demographic change of festival-goers, specifically the deduction of elderly people, accounts for the change. In order to continue the festival, the hosts have been developing new programs for young students and managed to cooperate with a fast food company. The festival organizers use the strategy to attract future consumers. They also promote Danoje by developing various products and education programs, preparing stage performance all through the year. The contemporary transmission of Gangneung Danoje takes place along with the incorporation of the host organizations and the industrialization of the festival. It shows how folk culture re-contextualizes in modern society: it becomes a means of living while the employees of the host organizations work to preserve traditional culture. As a result, the importance of the economic feasibility to host the folk festival has been growing. In addition, the local government of Gangneung and other agencies continue to manage the festival in order to construct the regional identity. Ironically, some of their programs turn intangible cultural assets into records with tangible forms unintentionally. Meanwhile, the traditional rites and their performers are marginalized. And folk culture is intentionally displayed as an antique. After being registered as a masterpiece of UNESCO World Intangible Heritage, Gangneung Danoje has become an important symbol of local culture whose value is indisputable. Such a social atmosphere forces some local merchants to hide their negative opinions even when they suffer from a drop in profits during the festival. And the protestants who previously opposed Danoje are criticized by people from other religions or atheists. With this mechanism of participation, Danoje has overcome the crisis of being lost. On one hand, hosting the festival still relies on the local social relations, as various private relationships, including yunjul, are still playing an important role in organizing social life in Gangneung. On the other hand, many informants participate in or go to the festival to build various social relations, which makes Danoje a field of production and reproduction of the social relations. Local people practice the new Dano custom by participating in the festival. They also develop the social meaning of confirming their memberships of communities by socializing in the festival. In this sense, regularly hosting the festival reflects the periodical changes of social relations. Speaking concretely, many local people need to confirm their social networks by participating in a regularly hosted event. As an annual event consisting of many programs and places that can be used as means to socialize, Gangneung Danoje continues to exist to meet their needs. The hosts who implement Koreas cultural heritage policies have to involve local people in the festival through appropriate means of meeting their needs. The social interactions between various agents including the hosts, local government and festival-goers enable the festival to be organized on a yearly basis. The urbanization pace gradually accelerated, and at the end of 2019, for the first time ever, more than half of the country's total population lived in the metropolitan area in Korea. As the urban population increases, negative environmental impacts such as soaring energy consumption, greenhouse gas emissions, and air pollution affect cities. Therefore, the need for appropriate urban energy demand management to maintain a sustainable city is gradually emerging. Compact urban development is to concentrate social and economic activities in specific areas such as the station area and the existing downtown for sustainable city and energy utilization, and to develop complex and high-density residential, commercial, and business functions. These compact cities can function as mediator or moderator variables in mitigating the negative impact on climate change by shortening vehicle miles traveled(VMT), and reducing urban heat island effects. Cities are spaces where the population lives, and have various regional characteristics such as the number of household members, proportion of population age, and economic activities, and have a unique urban form. This urban form is affected by temperature and is also a factor influencing per capita energy consumption. In other words, in order to respond to the mid-to-long-term goals of the Post Kyoto Protocol at the urban level, identifying urban form and fundamentally rebuilding the city for establishing countermeasures on climate change is necessary. To understand the effect of factors influencing the urban energy consumption, exploration of physical, demographic, sociological, economic, and temperature factors should be preceded. In addition, analyzing the differences in urban form and characteristics is essential, since urban development in the metropolitan area and other regions is different and the stages of urbanization are progressing at different stages. The factors influencing energy consumption analyzed by reflecting differences between cities can be suggested as policy countermeasures for regional energy plans. Per capita energy consumption was used as a dependent variable. To control the impact of different industrial characteristics by city, energy in transport, household, commercial, and public sectors except for the industrial sector were summed up and divided by the number of registered resident population. In addition, this paper accepts urban form variables such as population density, mixed land use, housing supply type, public transportation/walk access to educational facilities, job-housing balance and green area per capita to examine the effects on per capita energy consumption. Regional characteristics of single-person households, aging rates, per capita local tax payments, cooling and heating degree days were used as control variables. Empirical analysis was conducted after classifying into national, metropolitan, and other regional models using 2019 municipal data. Per capita energy consumption was subdivided into 10, 30, 50, 70, and 90 quartiles to confirm the effect of each variable. In the case of the national model, in most quantities, per capita energy consumption decreases as the population density increases, and as the public transportation/walk access to educational facilities increased. This means that the accumulated population density and the establishment of high accessibility to local services will help reduce per capita energy consumption. Unlike previous studies, the mixed land use has increased per capita energy consumption. It can be seen as inefficient energy consumption has been incurred so far due to indiscriminate mixed land use rather than rational convergence. In the case of regional characteristics, in most quartiles, per capita energy consumption increases as the number of heating degree days increase. In the future, improving energy efficiency of old buildings and strengthening energy standards for new buildings are needed. To compare the analysis results of the metropolitan area model and other regional models, the metropolitan area's per capita energy consumption and urban form factors related to compact city were mainly significant. On the other hand, in other regions, urban form factors excluding the population density did not show significant significance, and regional characteristic factors such as per capita local tax payment, cooling and heating degree days were significant. Through these results, it reveal that the urban form factor differed in the effect of per capita energy consumption according to the degree of urbanization, and the metropolitan area and other regions derived the justification for different approach directions when establishing regional energy plans. The metropolitan areas have already crossed the threshold of optimal population density required to reduce per capita energy consumption, and the impact is minimal. Inspections should be made to ensure that citizens have easy access to local services using public transport facilities. In other regions, before establishing a regional energy plan to reduce energy consumption due to the urban form, it is matter to reduce energy consumption by improving the population density, prioritizing the formation of sufficient neighborhood living areas. Since it is more affected by temperature factors among regional characteristics, heating energy can be reduced by considering the introduction of district heating, which is currently mainly installed in the Seoul metropolitan area. Providing incentives to high-energy efficiency home appliances could be another policy. Therefore, when establishing a regional energy plan as climate change countermeasures in the future, to derive an appropriate regional energy plan suitable for each urban form by considering the different factors is essential. This study will be able to contribute to the regional energy plan to respond to climate change at the urban level by illuminating the urban form and regional characteristics according to each quintile     With the recent construction of the KTX in Gangwon Province, the railway logistics environment is improving. Since the government and Gangwon province started to prepare for cooperation with North Korea, they also had plans to develop ports in Gangwon Province as a northern logistics hub. As to current development, I conducted AHP analysis on the necessary factors to create a railway logistics hub that connects to ports in Gangwon Province. 4 Factors including Logistics environment, railway facilities, development conditions, and support were designated as an Higher factors. Regarding 16 detail factors, we conducted survey to logistics experts. As a result, among the factors, volume of railway transport traffic affected the most, followed by the northern logistics linkability and the land price.     To clarify the taxonomy of Celastraceae, herbarium specimens collected from South korea past fifty years were examined on the basis of leaf, flower, and fruit morphology. the morphological characters showed that three genera (Euonymus, Celastrus, and Tripterigium) with 12 taxa could be recognized. The current study could not confirm the existence of E. chibae Makino, C. flagellaris Rupr. in south Korea due to the absence of specimen at SNUA. On the other hand, E. fortunei var. radicans justified species status as E. radicans Siebold ex Miq. due to the distinctive bud shape and leaf form..
