입지갈등에 있어 시민참여의 역할과 효과에 관한 연구

학위논문 (석사)-- 서울대학교 행정대학원 : 행정학과, 2014. 8. 김순은.본 연구는 입지갈등관리 과정에서 시민참여의 역할과 효과에 관한 연구이다. 갈등과정에서 다양한 시민참여가 이루어지고 있으며 제도적으로도 또한 참여가 보장되고 있음에도 우리사회에서 갈등은 여전히 진행중이며 오히려 그 폭이 깊어지고 있다. 갈등이 갖고 있는 순기능에도 불구하고 국가에 커다란 비용과 부담을 유발함에 따라 갈등을 효율적으로 관리하기 위해서는 어떠한 형태의 시민참여가 바람직한가를 확인하기 위해 갈등관리 과정에서 시민참여 제도와 함께 실질적인 참여방식에 대해 연구를 진행하였다. 단일 사례로서 2003년 2월 4일 원자력안전위원회의 영덕, 울진, 영광, 고창 등 4개 지역의 방폐장 후보지 발표 이후, 2005년 9월 부안군이 방폐장 유치 신청을 공식 철회할 때까지 부안 방폐장 부지선정 입지갈등을 분석하였다. 갈등단계를 나누고 단계별로 이루어진 시민참여 형태를 과정과 구조적인 관점에서 살펴보았다. 갈등단계 분석은 각 단계에서의 시민참여 형태를 살펴봄으로써 시간의 흐름에 따라 이루어진 시민참여의 상호작용 양상이 갈등해결 정도에 어떻게 영향을 미쳤는지를 분석하는데 도움이 되었다. 각 갈등단계에서 갈등해결 정도는 주민 수용성, 이해관계자의 관계 등을 통해 파악하였다. 갈등표출기의 시민참여는 거의 없었으며 정부 주도의 공고, 설명회 등에 참석하는 반응적 참여가 이루어졌다. 구조적 측면에서는 비제도적, 시민개입적, 대립적이었으며 갈등양상은 증폭되었다. 갈등증폭기의 시민참여는 위원회를 통한 제도적 참여가 있었으나 실질적 참여는 이루어지지 않았다. 정부가 부지선정위원회를 정부측 인사 위주로 구성함으로써 제도적 틀을 갖추었음에도 시민의 의사가 반영될 수 있는 활동은 이루어지지 않았다. 따라서, 주민들도 등교거부, 반핵 민주학교 개최와 같은 통제적 참여를 시도하였으며 물리력을 동원한 대중동원 등 비제도적, 시민행동적, 대립적인 형태의 참여가 주를 이루었다. 갈등전환기는 정부의 인식 전환에 따라 형식적 참여에서 실질적 참여로, 참여의 수준이 높아지는 시기이며 갈등적 참여보다는 합의적, 교호적 참여로 변화되었던 시기이다. 시민들은 국민감사 청구 등 제도적 수단을 통해 의사를 표출했고 정부는 반대측 인사들과 함께 공동협의회를 구성하여 교호적인 관계를 형성해 나가기 시작했다. 갈등양상도 물리적 시위횟수가 28회에서 10회로 급감하면서 갈등이 완화되는 모습을 시현한다. 마지막으로 갈등해소기의 시민참여는 제도적 틀안에서 교호적으로 이루어졌다. 여당은 부안 문제를 사회 주요현안으로 인식하고 중재자로서의 역할을 수행하였으며 시민-정부-중재자가 참여하는 국민통합위원회를 구성하여 대화를 진행하였다. 그 결과, 정부가 국가정책 추진에 있어 공론화 기구를 구성하여 주민의견을 반영하는 것을 의무화하고 방폐장 부지선정 절차, 운영방식에도 커다란 변화를 가져옴으로써 갈등이 해결되는 계기를 마련하게 된다. 이에 따라, 시민이 주도하는 시민행동적이고 행위자들간의 관계도 우호적인 행태를 보였다. 시민참여의 형태는 갈등관리 정도에 영향을 주었다. 갈등표출기에 사전 의견수렴절차 생략과 참여적 의사결정 방식의 미사용은 시민참여가 존재했음에도 불구하고 갈등증폭의 원인이 되었다. 갈등증폭기에 이루어진 형식적 수준의 위원회 활동과 참여적 의사결정 회의 역시, 갈등적, 단기적으로 운영됨으로써 갈등관리가 제대로 이루어지지 않았고 갈등 증폭의 요인이 되었다. 반면, 갈등 전환기의 실질적 수준의 참여, 합의 형성적인 교호적 참여방식은 갈등해소에 긍정적인 영향을 주었다. 이후 갈등해소기의 국민통합위원회 활동과 공론화 기구 구성을 통한 갈등해결 노력과정에서 시민 또는 시민단체들의 적극적 참여와 협의의 지속성 확보 노력은 시민참여를 통한 갈등의 완화, 해소에 결정적인 영향을 주었다. 이상의 논의에서 갈등관리 과정에서 시민참여의 영향과 효과에 대한 분석의 정책적 시사점은 다음과 같다. 첫째, 제도적 참여만으로는 갈등완화에 절대적인 영향을 끼치지 않았다. 제도를 운영하는 과정에서 시민참여의 수준과 유형이 시민참여 제도를 통한 갈등관리의 효과에 영향을 미칠 수 있다. 둘째, 갈등 초기 단계의 중요성, 즉, 갈등이 증폭되기 전의 갈등관리가 중요함을 알 수 있다. 마지막으로 갈등관리 과정에서 시민의 실질적, 적극적 참여와 합의적 자세가 필요하다. 갈등 이해관계자들은 주체적인 참여의지가 있어야 하며 갈등해결 과정에서 대립적이기보다는 합의적이며 협상과 타협의 자세를 갖추어야 한다. 또한, 정부는 합의과정에 적극적으로 참여해야하며 그러한 결과를 정책에 반영하여 합의결과의 수용성을 높일 수 있도록 해야 한다.목 차 제 1 장 서론 1 제 1 절 연구의 배경과 목적 1 1. 연구의 배경 1 2. 연구의 목적 4 제 2 절 연구의 대상과 범위 8 제 2 장 이론적 논의와 선행연구검토 9 제 1 절 이론적 검토 9 1. 시민참여의 개념과 의의 9 2. 시민참여의 유형과 수준 11 3. 공공갈등의 개념과 입지갈등 요인 14 4. 공공갈등관리에 관한 접근방식 18 5. 공공갈등관리와 시민참여 23 6. 갈등과정 28 7. 갈등해결의 의미 29 제 2 절 선행연구 검토 31 1. 입지갈등 관리방식에 관한 연구 31 2. 갈등관리 수단으로서 시민참여에 관한 연구 34 제 3 절 연구의 분석틀 37 1. 비선호시설의 입지갈등에서 시민참여 범위 37 2. 갈등단계의 설정 38 3. 시민참여 형태의 조작화 40 4. 갈등해결(양상) 측정의 조작화 44 제 3 장 갈등사례 분석 46 제 1 절 부안 방폐장 입지갈등 사례 개요 46 1. 부안 방폐장 건설 추진 경위 46 2. 부안 방폐장 건설 갈등 개요 49 3. 부안 방폐장 부지선정 갈등단계 및 양상 55 제 2 절 갈등 단계별 시민참여 수준 및 유형 분석 60 1. 갈등표출기 61 2. 갈등증폭기 67 3. 갈등전환기 74 4. 갈등해소기 83 5. 갈등단계별 시민참여 분석 91 제 3 절 시민참여 형태와 갈등관리 효과 94 1. 갈등과정에서 시민참여 형태 94 2. 갈등해결에 있어 시민참여의 효과 97 제 4 장 결론 및 연구의 정책적 함의 100 제 1 절 연구 요약 및 정책적 함의 100 제 2 절 연구 한계 및 향후 연구 과제 104 참고문헌 106 Abstract 113Maste

공공갈등관리 제도화 현황과 입법과제

학위논문 (석사) -- 서울대학교 대학원 : 행정대학원 행정학과(정책학전공), 2020. 8. 박순애.본 연구의 목적은 공공갈등관리제도의 입법화가 이루어지지 못하는 이유를 다양한 관점에서 종합적으로 분석함으로서 가장 큰 문제점이 무엇인지를 진단하고 그것을 해결하기 위해 실현 가능성이 높은 대안을 제시하는 것에 있다. 본 연구에서는 Kingdon(2011)의 세 가지 흐름이 결합하면서 정책의 창이 부분적으로 열리는 과정을 상세히 기술하였으며 정책이 표류하고 있는 원인으로 문제의 흐름, 정책의 흐름, 정치의 흐름 세 가지 중 어떤 요인이 가장 큰 영향을 미쳤는지를 비교평가 하였다. 시간적 범위로는 갈등관리 입법이 최초로 시도되었고 현재의 갈등관리 규정이 제정되었던 노무현정부 시기와 갈등관리 법제화를 위한 논의와 실제 공론화 방법의 활용이 가장 활발하게 이루어진 문재인정부 시기를 중점적으로 분석하였다. 이 시기에 정책의 창이 부분적으로 열렸기 때문이다. 이를 통해 입법이 표류하게 된 주요 원인은 무엇인가?를 찾아내고, 문제점을 진단하였다. 그리고 이 문제점을 해결하기 위한 대안은 무엇인가?에 대해 국내외 관련법률 사례와 20대 국회의 관련 입법안들의 비교·분석 등을 통해 해결 방법을 모색해 보았다. 다중흐름이론을 이용한 연구결과, 각 시기별로 많은 중요한 갈등 사건이 발생하고 있었다. 그리고 법안을 최종적으로 처리할 수 있는 정치적 역량이 있었다. 그럼에도 불구하고 법안이 통과되지 못했기 때문에 문제의 흐름과 정치의 흐름이 주된 영향은 아닌 것으로 판단하였다. 반면 각 시기 모두 국회 상임위원회에서 법안을 논의할 때 내용의 미비 등으로 인해 법안의 필요성과 공감대를 형성하지 못했고 법안에 대한 논의가 제대로 이루어지지 못했기 때문에 결국 정책의 흐름이 가장 큰 문제점으로 판단할 수 있었다. 정책의 흐름의 문제점 해결을 위해서는 먼저 기존에 국회에서 제기되었던 문제점에 대한 명확한 설명과 함께 우려들을 불식시키고 갈등관리 관련법의 입법필요성에 대한 국회의원들과 국민들의 공감대를 형성하는 것이 필요하다. 아울러 공공갈등의 정의를 명확히 하고 적용분야의 범위와 대상을 한정할 필요가 있다. 또한 적용기관도 각 기관별 갈등발생 정도를 주기적으로 평가하여 의무대상과 선택대상으로 구분 적용할 필요성이 있다. 공론화법에 대해서는 위원회의 공정성과 독립성이 가장 중요한 요소인 만큼 이를 확보하기 위해 노력해야 한다. 다만 현실적인 인력, 예산, 조직 확보 문제 등을 고려하여 처음에는 국무총리실 소속 비상설 위원회로 시작하고 중장기적으로는 상설독립기관으로 확대하는 단계적 방안이 실현가능성이 높다. 위원회의 구성은 기존 입법부, 행정부, 사법부의 공감대가 이루어질 수 있도록 각 기관의 의견을 반영하여 선정하고 다양한 계층의 의견이 반영될 수 있도록 참여 범위를 확대하는 것이 좋다. 공론화 의제는 주제와 범위의 포괄성에 의한 우려의 목소리가 크므로 우선적으로는 환경 및 사회기반시설 등으로 한정하여 실시하고 중장기적으로 논의범위를 넓혀 가는 것이 하나의 대안이 될 수 있다. 의제 검토 기준으로 의무검토 대상은 심도 있는 검토를 통해 정한 일정 금액 이상으로 하고, 선택검토 대상은 중요성, 시급성, 국민요구도 등 주관적 기준으로 할 수 있다. 다만 선택검토 대상은 국회와 행정부의 등의 논의절차 등을 거쳐 선정하는 것이 합리적일 것으로 보인다. Kingdon의 이론에서 볼 수 있듯이 새로운 입법안의 경우 정책의 창이 언제 열릴지, 문제의 흐름과 정치의 흐름이 어떻게 변화할지 합리적으로 예측하기는 매우 어렵다. 하지만 한 가지 확실한 것은 정책의 흐름을 미리 준비해 두지 않으면 기회가 와도 잡을 수 없다는 것이다. 정책흐름은 정책의 창이 열리기 위한 필수필요조건이다. 따라서 언제 또 다시 기회가 오기 전에 가능한 빨리, 실현 가능한 정책을 준비해 두어야 할 것이다. 한편 본 연구는 Kingdon의 다중흐름모형에 의한 비합리적 이론에 근거했음에도 불구하고 합리적 대안을 찾기 위해 노력했다는 비판이 있을 수 있다. 하지만 Kingdon의 이론 또한 비합리성 속에서 일정한 규칙을 찾으면서 일정부분 합리성을 도모한 이론으로 볼 수 있다. 따라서 본 연구에서는 비합리적 상황 속에서 이상적 대안과 함께 실현가능성이라는 요소를 고려하여 비합리성과 합리성의 중간에서 입법 가능성을 높이고자 노력하였다. 또한 다중흐름 모형을 적용할 때 노무현정부 시기와 문재인정부 시기만을 중점적으로 분석하였는데 그 이외의 시기도 함께 분석하여 보완한다면 논거가 보다 명확해질 것이다. 마지막으로 본 연구에서 각각 법안 세부 내용별 대안의 방향성은 제시하였지만 실제 조문까지 제시하지 못한 점은 한계로 볼 수 있다.The purpose of this study is to comprehensively analyze the reasons behind the governments failure to legislate public conflict management system and to diagnose what the biggest problems were and to present alternatives to move forward. In this study, the process of partially opening the policy window was described in detail with Kingdon(2011)'s three streams. Furthermore, the cause of the drift of the policy was comparatively evaluated which of the three factors (the stream of the problem, the stream of the policy and the stream of politics) had the greatest effect. In this thesis, I focused on the period of the Roh Moo-hyun government, in which was the first time to attempt to legislate conflict management and the current conflict management rules were enacted. Also, I focused on the period of the Moon Jae-in government, when discussions for conflict management legislation and the use of practical public deliberation methods were most active. This is because the window of policy was partially opened at this time. Through this, I analysed What was the main cause of legislation drifting? In addition, I tried to find a solution by comparing and analyzing the related legislation cases and related legislations of the 20th National Assembly about What is an alternative to solve this problem? Research using the multiple streams theory, indicates that many important conflict events occurred during each period. And there was a political capacity to finally pass the bill. Nevertheless, it seemed that the stream of the problem and the stream of politics were not the main causes because the bill was not passed. On the other hand, the research shows that when discussing legislation at the National Assembly Standing Committee at each time, the stream of policy could be the biggest problem because they did not form consensus and discuss properly on the legislation due to the lack of content. In order to solve the problems of the policy stream, to begin with, it is necessary to clarify the problems raised by the National Assembly and to dispel concerns and form a consensus among the National Assembly members and the public about the necessity of the conflict management-related law. it is also needed to clarify the definition of public conflict and to limit the scope and object of application. Furthermore, applicant institutions also need to be evaluated on a regular basis in terms of the degree of conflict occurrence and apply them separately as mandatory and optional. As for the public deliberation law, efforts should be made to secure the fairness and independence of the committee, which are the most important factors. However, considering the actual manpower, budget, and organization, it is highly feasible to establish a non-executive committee in the Prime Minister's Office, and then develop it to a permanent independent organization in the medium to long-term. The members of the committee should be selected based on the opinions of each institution so that the consensus of the existing legislative, executive, and judicial branches can be achieved, and it is recommended to expand the scope of participation so that opinions of various classes can be reflected. As the public deliberation agenda has a high voice of concern due to the inclusiveness of the subject and scope, it is possible to preferentially limit it to the environment and infrastructure, and to expand the scope of discussion in the medium and long term. The subject of mandatory review can be set to a certain amount or more determined by in-depth review, and subject to selective review can be based on subjective criteria such as importance, urgency, and national demand. However, it seems reasonable to select the subjects for selection review through the procedures of the National Assembly and the administration. As Kingdon's theory suggests, it is very difficult to reasonably predict when the policy window will open to new bills and how the flow of problems and the flow of politics will change. One thing is certain, however, that if you do not prepare for the policy flow in advance, you will not be able to catch the opportunity. Policy flow is the prerequisite for the opening of a policy window. Therefore, it is necessary to prepare a feasible policy as soon as possible before the opportunity comes again. On the other hand, there may be criticism that this study tried to find a reasonable alternative based on the irrational theory of Kingdon's multiple stream model. However, Kingdons theory can also be regarded as a theory that pursues a certain rationality while finding certain rules in irrationality. Therefore, this study tried to increase the possibility of legislation in the middle of irrationality and rationality, considering factors of feasibility along with ideal alternatives in an irrational situation. In addition, when applying the multiple stream model, the analysis focused on only the Roh Moo-hyun and Moon Jae-in administration. If other periods are included to be analyzed, the argument will become more clearer. 학위논문 (석사)-- 서울대학교 행정대학원 : 공기업정책학과, 2012. 8. 정용덕.2000년이후 국토균형발전차원에서 행정도시, 기업도시, 혁신도시 등 대규모 국책사업이 동시다발적으로 진행되고 있으며, 도시재생을 위한 정비사업은 도시곳곳에서 진행되고 있다. 이러한 사업은 국토를 효율적으로 발전시키고 도시환경을 개선시키는 등의 순기능도 많았지만, 반면에 사업추진과정에서 토지 등의 보상금을 둘러싼 갈등문제로 드러나는 역기능도 만만치 않았다. 이런 토지 등의 소유자간의 갈등으로 인해 사업의 차질이 빚어지거나 사업추진 자체가 어려워지는 경우가 자주 발생하고 있다. 이처럼 최근 들어 공공사업에서 보상과 관련된 갈등은 빈번하게 발행하고 있는데 반해 이에 대한 갈등관리체계는 미흡한 것으로 보인다는 점에서 공공사업에서 보상과 관련된 갈등에 대한 사례연구가 보다 활발하게 이루어질 필요가 있다고 생각한다. 이에 대해 연구한 본 논문의 정책적 함의는 다음과 같다. 첫째, 공공사업의 계획단계에서 효율적인 갈등관리를 위해서 주민참여를 통한 계획수립이 필요하다. 계획의 검토단계에서는 다양한 정보공개의 장을 마련해야 하며, 기존 시민참여 제도의 정비를 통해 현실적으로 참여를 높일 수 있도록 해야 한다. 기본계획, 재정비 계획에서 의무화되어 있는 공청회·공람제도를 지역적 특성에 따라 융통성을 가지고 시기, 횟수 등을 지방정부의 조례로 정할 수 있도록 개선해야 한다. 지역이 선정되고 난 뒤, 지역주민들을 상대로 가능성 있는 다양한 사업계획을 제시하며, 각각의 대안에 대한 경제적 인센티브를 함께 공개하여 직접 대안을 선택할 수 있는 기회를 제공하여야 한다. 그러기 위해서는 관련 전문지식을 쉽게 지역주민에게 설명할 수 있는 중간자 역할을 할 수 있는 전문가가 필요하다. 계획의 집행단계에서 주민에게 이견이나 더욱 바람직한 의견이 제시된다면 검토하여 타당할 때 다시 계획에 반영하도록 목표 연도는 두되, 개발기간은 고정시키지 않도록 기간의 유연성을 가지는 것이 바람직하고, 사업완료시점까지 사업에 대한 정보를 수시로 공개하여 행정에 대한 신뢰도를 높여줄 필요가 있다. 둘째, 보상단계의 효율적인 갈등관리를 위해서, 보상 제도적인 측면과 보상 운영적인 측면에서 갈등관리 방안을 살펴보면 다음과 같다. 우선 보상 제도적인 측면의 갈등관리 방안으로 첫째, 공시지가 체계의 개선이 필요하다. 공시지가가 시가의 반영을 통해 보상의 문제는 물론 각종 조세의 부과 기준 등에 있어서 공시지가 본래의 기능을 수행할 수 있는 제도로 변화하여야 할 것이다. 공공사업에 편입되는 토지에 대한 손실보상이 충분히 이루어진다면 보상관계 갈등은 현저히 줄어 들 것이다. 다음으로 공익사업 보상평가의 공정성을 높이기 위해서 감정평가업자 선정방식은 현행체제를 유지하되 감정평가업자가 사업시행자와 토지소유자의 어느 측에도 구속되지 않고 중립적이고 객관적으로 평가업무에 임할 수 있도록 중립적 지위에 있는 한국감정평가협회, 한국감정원 등의 제3기관이 감정평가업자 선정 및 추천을 맡기는 방식으로 개선하는 것이 현실적이라고 생각된다. 보상 운영적인 측면에서 충북혁신도시 건설사업 보상사례를 통해서 다음과 같은 갈등관리 방안이 도출되었다. 첫째, 공공사업의 보상과 관련해서 공공갈등이 성공적으로 관리되기 위해서는 보상과정의 절차적 정당성의 확보가 필수적이다. 충북혁신도시건설사업과 같은 택지개발사업에서 보상과정의 절차적 정당성이 제고될 경우, 해당 사업을 반대하는 이해당사자들의 입지는 좁아지게 된다. 사업지구의 주민들의 경제적 이익배분이 걸려있는 택지보상의 의사결정과정에서 당사자들이 참여하도록 함으로써 기회균등 보장에 대한 정당성을 확보할 필요가 있다. 보상과정의 절차적 정당성은 사업지구 주민들에게 보이지 않는 압박수단으로 기능하여 갈등을 완화하고 협상의 장으로 끌어들이는 요소로서 작용한다.둘째, 공공갈등에 대한 성공적인 갈등관리를 위해서는 갈등 당사자 간의 원활한 의사소통을 통한 신뢰의 구축이 필수적이다. 결국 모든 일은 사람이 하는 것이기 때문에 사람과 사람 사이에 마음이 통하면 안될 일이 없는 것이다. 미리 주민 등 갈등 당사자의 의견에 귀를 기울이는 여론수렴과정에 신경을 쓰고 정부 등의 사업시행자가 가진 정보를 공개한다면 추후에 집행비용을 줄일 수 있다. 또 사업 시행·계획 단계부터 주민들과 충분한 협의를 거쳐야 한다. 셋째, 공공사업이 사회 전체의 불특정 다수에게는 편익을 주지만, 그 사업이 시행되는 특정 지역주민에게는 그에 따른 편익이나 혜택을 주지 못하고 오히려 여러 가지 형태의 비용을 부담시킬 수 있다. 이런 갈등 당사자들에 대해 실질적인 보상이 이루어져야 한다. 이들이 인식하는 손해에 대한 합리적인 보상이 없이는 갈등관리가 원활히 이루어질 수 없다. 셋째, 택지조성단계에서의 갈등관리를 위해서 환경영향평가의 개선이 필요하다. 사업이 구체화되고 나서 착수되는 일반적인 평가와는 달리, 국가 상위계획과 각종지역 계획 등, 사업의 계획 단계에서 환경의 영향을 평가함으로써 계획의 변경과 중지 등, 사전 개선 전략을 도출해낼 수 있는 전략적 환경영향평가의 도입이 필요하다. 환경영향평가가 개발사업의 시행으로 인해 발생되는 문제를 공정하고, 객관적으로 평가하고, 환경에 미칠 악영향을 미리 예측하고 저감방안을 수립하는 제도라는 측면에서 평가서작성의 주체는 사업주가 아닌 제3자가 되어야 할 것이다. 그래야만 객관적이고 중립적인 환경영향평가가 가능할 것이다. 마지막으로 환경영향평가가 단순한 환경위해성의 저감방향을 제시하는 소극적 수단이 아닌 의사결정수단이 되도록 제도적인 개선이 이루어져야 할 것이며, 사업계획의 확정이전에 환경적인 문제를 노선의 결정이나, 토지이용계획과 함께 고려하는 등 개발사업의 입지선정시기부터 환경에 대한 고려가 있어야 한다.목 차 제 1 장 서론 1 제 1 절 연구의 목적 1 제 2 절 연구의 내용 3 제 3 절 연구의 방법 4 제 2 장 이론적 배경 및 분석틀 5 제 1 절 선행연구의 검토 5 1. 공공갈등과 갈등관리에 관한 선행연구 5 2. 공공갈등과 갈등관리에 관한 선행연구의 한계와 시사점 13 3. 게임이론 관련 선행연구 14 제 2 절 공공갈등 및 공공갈등관리에 관한 이론적 논의 15 1. 공공갈등 이론연구 15 2. 공공갈등관리 이론연구 21 3. 게임이론 22 제 3 절 분석틀의 설정 35 1. 귀인이론을 이용한 분석틀 설정 35 2. 게임이론을 활용한 분석틀 설정 37 제 3 장 충북혁신도시건설사업에 대한 개관 39 제 1 절 혁신도시건설사업의 개요 39 제 2 절 충북혁신도시건설사업의 추진과정 62 제 4 장 공공사업 추진과정에서의 갈등 분석 65 제 1 절 귀인이론을 적용한 분석 65 제 2 절 게임이론을 적용한 분석 79 제 5 장 결론 98 제 1 절 분석결과의 요약 98 제 2 절 이론적 및 정책적 시사점 104 제 3 절 연구의 한계 107 참고문헌 108 Abstract 112Maste

도시지역 소규모 공영개발사업 갈등관리 연구 - 세입자 보상갈등을 중심으로

A Study on Korean Superintendent’s Competency Analysis

Ship management is the specialized field that handles various duties ranging from the maintenance of vessels on behalf of shipowners, manning, arrangement of lubricant, ship’s store and spare, etc., technical management including insurance services and ship chartering, operation management, and commercial management. To cope with shipping’s long-term recession, shipping companies established their affiliated companies for ship management or entrusted the third parties’ ship management companies to manage their vessels starting with outsourcing the crew management field to solve the instability of crew supply and wages on the rise. And the demands increased because of the increase in temporary shipowners as ship owners became bankrupt one after the other due to the recession. And the duties were expanded to vessels’ operation and sales as well as technical management that the shipping world had newly done. The Korean ship management business began from manning at the initiatory stage. However, the market decayed as low-paid seafarers including the Philippines, Indonesia, China, etc. enter it on a large scale due to the shortage of Korean crew and the drop in international competitiveness of costs. So it started to provide technological ship management and the range of management gradually got comprehensive and various. Accordingly, the necessity of education to train Superintendent and improve the existing human resources’ qualification came to the fore as duties of the superintendent who manage vessels are sophisticated and complicated. As the ship management market expanded and was recognized as a higher value-added business, shipping companies must dominate the market in advance and could not help avoiding the competition with global companies to enter the global market. The Korean ship management companies that cannot escape from the small size focusing on crew management and manage their business should prepare plans to improve their competitiveness that can receive recognition in the international market to be competitive with international companies. Overseas ship management companies have hundreds of managing vessels. And there are many differentiated companies by making the best use of scale merits through them. However, Korean ship management companies have the infrastructure of excellent maritime human resources and experiences and technical skills of special ship management. So they should international competitiveness by improving the quality of management services based on them. The transfer of flag ships of convenience of vessels owned by the advanced countries and the crew employment of international units brought the flexibility and complexity to vessel management. In a context of wide multinational seafarer, ship management should adjust and accept cultural and national differences and policies should be adjusted by considering the differences of social norms. And various changes including effective communication that considers different languages, backgrounds, and standards should be treated. And ship management’s key issues are always safety and cost control. Therefore, the approach of vessel management minimizes accidents and incidents based on the safety principle within tight budget. Today’s ship management companies focus on new fields including leadership, human resources management, and change management that did not separately receive attention in the past as they started using industry-led management programs such as Tanker Management Self-Assessment (TMSA program) to improve this business performance generally. Organizations’ achievement of strategic managerial objectives depend on finding and fostering top talented persons and corporate performance depends on creation, sharing, and utilization of organizational human resources in the change of global business environment in the 21st century. In the employment of ship superintendents,‘hardskills’such as experiences to go onboard and expertise about vessels are the most important standard. However, people have recently concentrated to be interested in fostering talented persons who combine‘softskills’such as leadership, communication, conflict management, cultural diversity management, teamwork, etc. with it. A Study on Conflicts in Development of Marinas : Focusing on Marine Leisure Sports Facilities

This study aims at suggesting possible solutions for the conflicts of marina development process in Korea by analysing the types and causes perceived by the stakeholders to marinas and recommendations priotised by the marina experts. To this end, this study employed both survey and delphi methodologies. The questionnaire survey was conducted on 380 people in five marina development areas in three regions, and 342 sheets among them were used as the final valid samples. The data analysies were done with Frequency, Chi-square test, t-test, One-way ANOVA, and Logistic Regression Analysis by using SPSS 22.0, and the additional opinions in the questionnaire sheets were processed with Contents Analysis. Delphi analysis was done through two-time investigations and researches on 12 marina-related experts, and the analysis of the collected data was processed with Kendall's W test for the prioritization. Accordingly, the results from current research are as follows. There are the following results from the questionnaire survey. First, there were differences in whether to agree with development of marina by demographic features. Specifically, in whether to agree with development of marina by stakeholder group, fishery groups objection was higher than that of ordinary residents and in weather to agree with development of marina by fishery type of fishery groups, ship owners objection was higher than that of aquaculture groups. In whether to agree with development of marina by region, the South Sea region objection was higher than that of the East Sea region. Second, for types of conflicts in development of marina by demographic features, there were partial differences. Specifically, for types of conflicts in development of marina by stakeholder group, fishery groups showed higher interest conflict than ordinary residents. Third, for causes of conflicts in development of marina by demographic features, there were partial differences. Specifically, for causes of conflicts in development of marina by stakeholder group, fishery groups were higher than ordinary residents in group selfishness and exclusion in development process, sub-factors. For causes of conflicts in development of marina by fisher types in fishery groups, ship owners were higher than aquaculture groups in group selfishness, exclusion in development process, and environmental problems, sub-factors. For causes of conflicts in development of marina by residential area, the South Sea region was higher than the East Sea region in one of sub-factors, exclusion of development process. Fourth, there were no differences in types of conflicts by whether to agree with development of marina. Fifth, there were differences of causes of conflicts by whether to agree with development of marina. Specifically, for all sub-factors of causes of conflicts in development of marina, the objecting groups were higher than the agreeing groups. Sixth, interest groups, residental area, types of conflicts, and causes of conflicts affected partially whether to agree with development of marina. Specifically, interest group, residental area, group selfishness and exclusion in development process, sub-factors of causes of conflicts affected whether to agree with development of marina. Seventh, additional opinions about causes of conflicts in development of marina by stakeholder group are specifically as follows: Fishery groups suggested economic damages, exclusion, and damages and losses of fishery tools while leisure service groups addressed noise pollution and traffic jam due to development of marina. Ordinary residents made their additional suggestions such as inconvenience of beaches, parking problems, and disputes among people due to rising land cost, and increasing traffic accidents due to traffic increases. Eighth, additional opinions on solving conflicts in development of marina by stakeholder group are as follows: Fishery groups suggested classification of entry and leave time of ports, rewards, continuos observation on damages of fishery tools by marine police, organizing a council, educating environmental sensibility, and thorough control on dumping trashes, while leisure service groups suggested organizing a council, free parking lot for marina, reducing development scale, and co-existence by sharing nautical chart. Ordinary residents group suggested having a council, substantial benefit from development of marina, prohibition of use of beach, protections for the existing market zone, quarterly marine cleaning activities, and governmental control on rising cost of properties, and installing lots speed bumps around marina entry and exit and roads as their additional opinions. Next, there are the solutions of conflicts from the Delphi analysis as follows. First, the priorities in solving conflicts by cause during development of marina, are firstly, factors of group selfishness, secondly, exclusion in development of marina, and thirdly, those of environmental problems. Second, the priorities for solving group selfishness, one of sub-factors of causes of the conflicts are firstly, having a council, secondly, educating and supporting for improving people's recognition, thirdly, promoting the effects of marina development, and fourthly, appointing a mediator for disputes, and fifth, creating profits through organizing a cooperate. Third, the priorities for solving exclusion issues in development, one of sub-factors of causes of the conflicts are firstly, providing information on project plans, secondly, participating in project plans, thirdly, introducing to marina development mediation council, and fourthly, supporting for locally required projects. Teaching and Learning Communication Skills in Medical Education

The purpose of this study is to review communication skills education in medical education. This analysis looks at the reasons why communication skills education is difficult and how to design an effective curriculum for communication skills education. Problems in communication skills education are discussed, especially in relation to the complexity of the communication between patients and physicians, the changing of the communication model, and curriculum composition. Findings show that it is necessary to design a spiral curriculum for communication skills education, to harmonize theory and practice of communication, to encourage student participation, and to provide feedback to students. To educate communication skills, this paper concludes, professors in charge of communication skills education must seriously consider their teaching and evaluating methods and practice what they teachope

정책결정과정을 중심으로

학위논문 (박사)-- 서울대학교 대학원 : 행정대학원 행정학과(정책학전공), 2019. 2. 정광호.행정기관의 세종시 이전은 국토의 균형발전이라는 대의에도 불구하고, 다양한 측면에서 국정 운영의 비효율을 노정하고 있다. 특히, 원거리 출장의 증가와 이로 인한 출장비용의 증가는 연일 언론과 국회의 이슈로 오르내리고 있다. 논의의 골자로는 세종시에 국회 분원을 설치하자는 의견과 KTX 노선을 세종시와 국회로 연결하자는 의견이 있는 가하면, 청와대 집무실을 세종시로 옮기자는 의견도 있다. 한 걸음 더 나아가 세종시로 이전한 행정기관을 수도권으로 재이전하자는 주장도 있고, 차라리 개헌을 하여 국회, 청와대, 행정부처를 모두 세종시로 옮기자는 주장도 제기되고 있다. 일각에서는 최근에 발생한 신재민 전 기재부 사무관의 폭로도 중앙정부의 지리적 분할로 인한 상급자와의 의사소통 및 관리 소홀의 영향일 수 있다고 한다. 이러한 사정을 종합해보면 세종시 이전으로 인한 행정비효율은 행정뿐만 아니라 국가 전체에도 큰 영향을 미치는 중대한 문제라 할 수 있다. 사실 언론과 국회에서 세종시 이전으로 인한 비효율성의 문제가 최근에 부각되고 있긴 하지만, 학계의 경우에는 오래전부터 활발히 연구되어 온 주제이다. 이 주제는 대중의 관심을 크게 받지 못했을 뿐 행정학자들을 중심으로 2005년경부터 지속적으로 연구해온 주제이다. 연구의 경향을 초기, 중기, 최근으로 구분하면 다음과 같다. 초기는 2005년부터 2012년 12월 이전 기간이다. 이 시기의 연구는 세종시 이전으로 생길 수 있는 문제를 예상하고, 이에 대한 대책을 강구하는 연구가 주류를 이루었다. 중기는 2012년 12월 1단계 세종시 이전 이후부터 2014년 12월 3단계 이전이 끝난 시점까지로 구분할 수 있다. 이 시기는 공무원 등의 만족도 조사를 통해 이전 후 나타난 문제점과 대안을 찾는 연구가 다수이다. 최근 연구는 2014년 12월 이후부터 최근까지로 구분할 수 있다. 이 시기는 주로 세종시 거주 공무원들의 적응 문제와 국회 등 유관기관과의 소통문제로 발생하는 여러 가지 행정 비효율성이 논의되었다. 본 연구의 목적은 중앙부처의 세종시 이전으로 정책결정과정에서 행정비효율이 실제로 발생했는지를 밝히는 것이다. 행정비효율이 발생했다면 어떤 형태로 발생했는지를 밝히는 것이다. 이를 위해 정책결정과정을 의사소통, 의사결정, 관리과정으로 구분하여 분석틀을 구성하였다. 분석모형을 바탕으로 본 연구는 중앙부처 공무원을 대상으로 순차적 탐구 혼합(exploratory sequential mixed)연구의 방법을 사용하여 탐구하였다. 1단계는 질적 연구로서 심층인터뷰를 진행하였다. 인터뷰의 대상기관은 국토부, 해수부, 고용부, 산업부, 행안부, 과기부, 통일부, 국방부 등 8개 기관이다. 인터뷰 대상자는 8개 중앙부처에 근무하는 17명의 공무원이다. 직급별로 구분하면 국장급 5명, 과장급 5명, 사무관급 7명이다. 이들 대상자를 통해 2012년 12월 세종시 이전 전과 직후 1년 및 현재의 시점에서 공무원의 대응방식의 차이를 파악하였다. 분석결과는 다음과 같다. 첫째, 의사소통 측면에서의 변화이다. 우선 회의는 이전 전에는 직원 전원이 참석하여 수시로 안건에 대해 심도 깊은 논의를 주고받았다. 그러나 세종으로 이전한 부처의 경우 회의의 개최횟수가 크게 줄었다. 이마저도 회의에 일부만 참석하거나 대리참석이 많아졌다. 회의의 진행방식은 깊이 있는 토론보다는 핵심위주의 의사전달로 바뀌었다. 긴급한 경우에는 대면회의 대신 화상회의를 진행하였다. 이러한 현상은 잔류기관에서는 거의 볼 수 없었다. 다음으로 세종시 이전기관은 보고의 방식도 많이 바뀌었다. 예전에는 대부분의 보고가 대면보고의 형태로 이루어졌다면, 현재는 대면보고는 줄고 메시지나 카톡 등을 활용한 사이버(cyber) 보고가 늘어났다. 대면보고는 현안과 관련하여 장⸱차관이 필수적으로 알아야 할 사안에 한해서 선택적으로 이루어졌다. 긴급한 경우에는 영상시스템을 활용한 화상보고도 종종 이용되고 있었다. 반면에 잔류기관은 여전히 대면보고를 통해 의사소통을 하고 있었다. 둘째, 의사결정 측면에서의 변화이다. 보고서 검토의 경우 세종시 이전 전에는 과장이나 국장이 수시로 담당자를 불러서 밑줄을 쳐가며 한 문서에 대해 서너 번씩 검토를 하였다. 세종시로 이전한 후에는 정말 중요한 문서를 제외하고는 대부분 한 번(one shot)에 끝내는 경우가 많다. 때로는 오탈자나 문맥이 맞지 않아도 대세에 지장이 없다고 판단하면 지나치는(oversight) 경우도 흔하다. 결재의 장소는 세종시 이전 전에는 전자결재를 하더라도 주로 사무실에서 진행되었다. 결재를 하다가 의문사항이 생기면 담당자를 수시로 불러서 확인한 후, 부족한 경우 반려하거나 보완한 후 결재를 하였다. 반면 세종시로 이전 후에는 이동 중 결재가 많아졌다. 이동 중에도 카톡이나 바로톡을 사용하여 간단히 보고를 받은 후 모바일 전자정부에 접속하여 결재를 진행하였다. 그럼에도 불구하고 미처 결재를 마치지 못한 사안은 세종시에 머무르는 날에 일괄적으로 결재를 진행하였다. 셋째, 관리과정 측면의 변화이다. 시간 관리와 관련하여 세종시 이전으로 출장과 휴가 및 퇴근시간에서 이전과는 다른 변화가 포착되었다. 예전과 달리 출장 횟수가 크게 증가하였다. 뿐만 아니라 원거리 출장이 대부분이었다. 서울이나 과천청사 시절에는 국회일정 후에도 업무를 진행할 수 있었지만 세종청사로 이전 후에는 한 번 출장에 하루 대부분을 사용하였다. 이런 이유로 이전부처의 공무원들은 업무를 볼 수 있는 절대시간이 예전에 비해 상당히 줄어들었다. 퇴근시간과 관련하여 두드러진 변화는 예전에 비해 퇴근시간이 자유로워졌다는 점이다. 이러한 변화는 상대적으로 자유롭게 사고를 하는 신세대 공무원의 유입과도 관련이 있다. 그러나 세종시 이전으로 퇴근시간이 더 자유로워졌다. 그 이유는 중참 과장급 이상 공무원들의 거주지가 서울인 경우가 많고, 출장도 잦기 때문이다. 상관이 없기 때문에 실무자들은 눈치를 보지 않고 전보다 자유롭게 퇴근할 수 있었다. 끝으로 연차의 사용과 관련한 변화이다. 세종시로 이전한 기관의 경우 잔류기관에 비해 조퇴가 자유로웠다. 심지어 15분 조퇴도 많았다. 세종시 이전으로 유연근무가 활성화된 것이다. 이것은 세종시 이전으로 인한 긍정적인 변화라 할 수 있다. 기타관리는 업무자율성과 갈등관리로 구분하였다. 업무자율성은 업무 관련 재량의 증가라는 점에서 조직 관리에서 긍정적인 요인으로 평가된다. 세종시 이전은 고위직 공무원이 서울에 상주하는 시간을 증가시켰다. 이로 인해 과장급 이하 공무원의 재량이 증가(empowerment)하였다. 반면에 조직 내부에서 발생하는 갈등을 파악하기가 힘들어졌다. 갈등을 포착하였다 하더라도 해결할 수 있는 기회가 부족해졌다. 순차적 탐구 혼합연구의 2단계는 설문조사이다. 설문조사 연구는 질적 연구에서 나온 결과가 보편적으로도 적용되는지를 확인하기 위해 설계되었다. 설문조사는 세종시로 이전한 6개 중앙부처와 잔류한 4개 중앙부처 184명의 국장급, 과장급, 실무자급 공무원을 대상으로 실시하였다. 설문은 의사소통, 의사결정, 관리과정 전반에 대한 다양한 질문으로 구성되었다. 그러나 설문분석과정에서는 응답한 내용 중에서 계량화하기 쉬운 문항을 선정하여 DID 분석을 진행하였다. DID 분석이 가능했던 이유는 질적 연구와 마찬가지로 세종시 이전 전과 직후 1년 및 현재로 구분하여 설문결과를 획득하였기 때문이다. 분석은 3가지 모형으로 진행하였다. 3가지 모형은 기본모형, 인적특성추가모형, 대응방식변수추가모형이다. 이들 모형의 종속변수는 대면보고 횟수, 회의 횟수, 보고서초안검토 횟수, 퇴근 시간으로 구성하였다. 첫째, 기본모형에서는 이전과 잔류 여부가 종속변수에 미치는 영향을 파악하였다. 분석결과 이전기관의 대면보고 횟수, 회의 횟수, 보고서초안검토 횟수가 모두 부(-)의 값을 나타내었다. 이러한 결과는 이전기관이 잔류기관보다 의사소통, 의사결정의 질이 악화되었음을 보여준다. 다만 퇴근시간의 경우 부(-)의 값을 나타냄으로써 퇴근시간은 이전기관이 더 빨라졌음을 확인할 수 있었다. 둘째, 인적특성 추가모형에서는 인적특성을 통제한 상황에서 이전과 잔류 여부가 종속변수에 미치는 영향을 분석하였다. 인적특성 추가모형에서도 기본모형과 동일한 결과를 얻었다. 셋째, 대응방식변수를 추가한 모형에서도 앞의 두 모형과 마찬가지로 이전기관의 대면보고 횟수, 회의 횟수, 보고서초안검토 횟수가 모두 부(-)의 값을 나타내었다. 따라서 세종시 이전으로 이전 전보다 의사소통, 의사결정의 질이 저하되었음을 알 수 있었다. 순차적 혼합 탐구방법을 통한 연구결과로 미루어 세종시 이전은 정책결정과정의 질적 저하를 초래하였다. 공무원들은 대부분 이러한 변화의 근본적인 이유가 국회 및 청와대와 세종시 간 거리의 증가라고 응답하였다. 특히 국회와의 거리가 멀어진 것이 가장 큰 이유였다. 국회가 서울에 있다 보니 장․차관은 국회에 대응하기 위해 서울에 머물 수밖에 없고, 주요 보직자들도 장․차관을 보좌하기 위해 출장이 증가할 수밖에 없다. 이러한 연구 결과를 바탕으로 본 연구는 다음과 같은 연구의 의의를 제시한다. 첫째, 본 연구는 세종시 이전의 문제를 조직 내부의 프로세스 변화를 중심으로 고찰하였다는 점이다. 초기연구는 대부분 세종시 이전에 대한 평가와 예측에 관심을 두었다. 중기와 최근 연구는 이전으로 인한 공무원의 문제점과 대응방안을 주로 다루었다. 반면 본 연구는 조직내부의 정책결정과정에 초점을 두었다는 점에서 의의가 있다. 둘째, 연구의 방법과 관련한 의의이다. 본 연구는 순차적 탐구 혼합 연구(exploratory sequential mixed)방식을 사용함으로써 질적 방법과 양적 방법의 장점을 살릴 수 있었다. 소위 삼각검증(triangulation)을 통해 연구의 타당성을 확보할 수 있었다. 셋째, 연구의 결과와 관련한 의의이다. 세종시 이전은 부처 수준에서 단행되었다. 그러나 그 충격은 개인의 직급과 담당업무에 따라 다르게 전해졌다. 이러한 결과로 미루어 세종시 이전의 문제를 조직전체로만 볼 게 아니라 조직 내부의 직급과 업무 성격에 따라 다르게 접근해야 함을 알 수 있다. 넷째, 세종시 이전 문제의 핵심은 이전부처와 국회와의 물리적 거리 증가에 따른 출장 시간의 증가라는 기존 주장의 재확인이다. 국회에 대응하기 위해 장․차관에서 사무관까지 연쇄적으로 출장이 증가하였다. 따라서 세종시와 국회의 물리적 거리를 줄일 수 있는 정책대안 필요하다. 다섯째, 중앙부처 공무원들은 정보통신 기술을 적극적으로 활용함으로써 변화에 대응하고 있었다. 특히 젊은 공무원들이 변화에 더 적극적이었다. 이것은 과천청사 이전사례나 대전청사 이전사례와는 다른 부분이다. 그러나 본 연구는 연구 과정에서 다음과 같은 한계를 갖는다. 첫째, 연구자료 수집과 관련하여 공무원들의 기억에 의존하여 데이터를 수집하였다는 점이다. 공무원들이 기억하는 이전 전과 직후 1년의 상황에 대한 결과를 바탕으로 데이터를 구성하였다. 기억의 편이(bias)로 인한 오차가 발생할 수 있다는 점은 본 연구의 한계이다. 둘째, 역사적 요인과 관련한 한계이다. 2012년을 기준으로 6년 동안 직급과 담당업무가 바뀐 공무원들이 많다. 심층 인터뷰에서 최대한 이러한 점을 고려하여 질문을 하였다. 하지만 직급과 담당업무의 변화에 따른 문제는 여전히 남아있다. 셋째, 내생성과 관련한 한계이다. 의사소통, 의사결정, 관리에 영향을 줄 수 있는 누락 변수(omitted variable)들의 문제이다. 특히, 양적연구 부분은 계량화 가능한 변수를 대상으로 하였기 때문에 주요 변수가 누락되었을 가능성이 더 크다. 넷째, 설문조사과정에서 발생하는 인식상의 한계이다. 응답자가 설문과정에서 문항에 대해서 오해할 수 있다. 또한 기억을 되살리는 과정에서도 오류를 범할 수 있다. 다섯째, DID 분석에서 부처별 특성의 차이를 완벽하게 통제하지 못하였다. 향후 연구에서는 한 부처를 대상으로 한 추적연구를 통해 이 문제를 해결할 수 있을 것이다. 특히, 행안부와 과기부가 2019년 2월과 8월에 이전하기 때문에 이들 부처에 대한 추가 조사를 통해 본 연구를 보완한다면 더 나은 연구결과를 얻을 수 있을 것이다. 향후 연구에서 보완될 필요가 있다.The purpose of this study is to find out whether the administrative inefficiency actually occurred in the policy decision-making process because of the central ministries moved to Sejong city. If administrative inefficiency has occurred, I want to find out what kind of form it is. For this purpose, the policy making process is divided into communication, decision making, and management. Based on the analytical model, this study used the method of exploratory sequential mixed method for the central government officials. The first step was an in-depth interview as a qualitative study. The target organizations for the interview are the Ministry of Land, Infrastructure, and Transport, Ministry of Maritime Affairs and Fisheries, Ministry of Employment and Labor, Ministry of Trade, Industry and Energy, Ministry of Public Administration and Security, Ministry of Science and ICT, Ministry of Unification, and Ministry of National Defense. The interviewees were 17 officials working in 8 central ministries. Through these participants, we identified the differences between December 2012 and the present one in the way government officials responded before and after the relocation of King Sejong. The results of the analysis are as follows. First, it is a change in communication. Prior to the meeting, all employees attended to the meeting and exchanged in-depth discussions on the agenda from time to time. However, after moved to Sejong the meeting greatly decreased. Even so, only a part of the participants attended the meeting. Also the way the meeting proceeded changed from a deep discussion to a core focus. In case of urgency, a video conference was held instead of a face-to-face meeting. This phenomenon was rarely seen in the remaining government ministries. Next, the method of reporting changed much in Sejong City. In the past, if most of the reports were made in the form of face-to-face reports, the face-to-face reporting is now reduced and cyber reporting using messages and katok has increased. The face-to-face briefings were selectively made only to the matters that the Minister would need to know in connection with the issue. In case of urgency, video reporting using video reporting system is also often used. On the other hand, the remaining agencies were still communicating through face - to - face reports. Second, it is a change in decision making. In the case of the report review, before the time of Sejong City, the chief or the director called the person from time to time and underlined the document repeatedly. After moving to Sejong City, most of the time, except for the most important documents, often end in one shot. Sometimes it is common to oversight if you think that there is no impediment to the current situation even if there is no right or wrong context. The place of approval was done mainly in the office before the Sejong City. If they have any questions during the approval process, they summon the person in charge. On the other hand, after moving to Sejong City, there was more approval during the move. While on the move, you can use the KAtok or BarTalk, or connect to 'Mobile e-government' to make approval. Nonetheless, matters that did not complete the settlement were carried out collectively on the day of stay in Sejong City. Third, it is a change in management process aspect. With respect to time management, there was big change after moved to Sejong City on business trips, vacations and work. Unlike the past, the number of business trips has increased greatly. In addition, most of the trips are long distance. In the days of Seoul or Gwacheon Government Complex, they were able to work after the National Assembly schedule, but once they moved to Sejong Government Building, they used most of the day for business trips. For this reason, Sejong government officials have had a significantly reduced absolute time to work. These changes are also related to the influx of new generation civil servants who are relatively free to think. However, after Sejong City, work time was freer. The reason for this is that the superior officials often go to Seoul for business trips. Other management is divided into work autonomy and conflict management. Work autonomy is considered to be a positive factor in organizational management in terms of increasing work related discretion. The relocation of Sejong City increased the number of high - ranking officials residing in Seoul. This has resulted in an increase in the discretion of sub-executive officers. On the other hand, it is difficult to grasp the conflicts that occur within the organization. Even if we caught up with the conflict, we lacked the opportunity to resolve it. The second stage of the sequential inquiry mix method is a survey. Survey research was designed to confirm whether results from qualitative research are universally applicable. The questionnaires were conducted on 6 central departments that moved to Sejong city and 184 central government departments, department managers, and public servants in the four central government departments. The questionnaire consisted of various questions about communication, decision making, and management process. However, in the questionnaire analysis process, DID analysis was conducted by selecting items that were easy to quantify among the responses. The reason why DID analysis was possible is because the results of the questionnaire were obtained before and after Sejong City as well as qualitative research. The analysis was conducted in three models. The three models are basic model, human characteristics addition model, and response model addition model. This study can take advantage of the qualitative and quantitative methods by using the exploratory sequential mixed method. The validity of the study was confirmed through so-called triangulation. Third, the implications of this study is that the relocation of Sejong City was carried out at the ministries level. However, the impact was different depending on the position of the individual and the work in charge. As a result, it was found that the problem before the Sejong City should be approached differently according to the position and the nature of work in the organization, not just the entire organization. Fourth, the essence of the problem before Sejong City is reaffirmation of the existing claim that the business travel time is increased due to the increase of physical distance between the previous ministry and the National Assembly. A policy alternative is needed to reduce the physical distance between Sejong City and the National Assembly. Fifth, central government officials were responding to changes by actively utilizing information and communication technologies. Especially young civil servants were more active in the change. This is different from the previous case of Gwacheon government office relocation or the transfer case of Daejeon government office. However, this study has the following limitations in the research process. In the future studies need to be supplemented. First, we relied on the memories of public officials regarding the collection of research data. The data were constructed based on the results of the pre - migration and the one - year situation that the public officials remember. The bias caused by the memory bias is the limit of this study. Second, it is a limit related to historical factors. As of 2012, there are many officials who have changed their positions and responsibilities for six years. In depth interviews, we asked as much as possible considering these points. However, there are still problems due to changes in positions and responsibilities. Third, it is a limitation related to endogeneity. It is a matter of omitted variables that can affect communication, decision making and management. In particular, since quantitative research targets quantifiable variables, it is possible that key variables are missing. Fourth, it is the perception limit in the survey process. The respondent may misunderstand the question in the questionnaire. It can also make mistakes in recalling memory. Fifth, the DID analysis did not completely control the differences in the characteristics of each department. Future research will address this issue through a follow-up study of a department.
