In this study, the process of partially opening the policy window was described in detail with Kingdon(2011)'s three streams. Furthermore, the cause of the drift of the policy was comparatively evaluated which of the three factors (the stream of the problem, the stream of the policy and the stream of politics) had the greatest effect. In this thesis, I focused on the period of the Roh Moo-hyun government, in which was the first time to attempt to legislate conflict management and the current conflict management rules were enacted. Also, I focused on the period of the Moon Jae-in government, when discussions for conflict management legislation and the use of practical public deliberation methods were most active. This is because the window of policy was partially opened at this time. Through this, I analysed What was the main cause of legislation drifting? In addition, I tried to find a solution by comparing and analyzing the related legislation cases and related legislations of the 20th National Assembly about What is an alternative to solve this problem? Research using the multiple streams theory, indicates that many important conflict events occurred during each period. And there was a political capacity to finally pass the bill. Nevertheless, it seemed that the stream of the problem and the stream of politics were not the main causes because the bill was not passed. On the other hand, the research shows that when discussing legislation at the National Assembly Standing Committee at each time, the stream of policy could be the biggest problem because they did not form consensus and discuss properly on the legislation due to the lack of content. In order to solve the problems of the policy stream, to begin with, it is necessary to clarify the problems raised by the National Assembly and to dispel concerns and form a consensus among the National Assembly members and the public about the necessity of the conflict management-related law. it is also needed to clarify the definition of public conflict and to limit the scope and object of application. Furthermore, applicant institutions also need to be evaluated on a regular basis in terms of the degree of conflict occurrence and apply them separately as mandatory and optional. As for the public deliberation law, efforts should be made to secure the fairness and independence of the committee, which are the most important factors. However, considering the actual manpower, budget, and organization, it is highly feasible to establish a non-executive committee in the Prime Minister's Office, and then develop it to a permanent independent organization in the medium to long-term. The members of the committee should be selected based on the opinions of each institution so that the consensus of the existing legislative, executive, and judicial branches can be achieved, and it is recommended to expand the scope of participation so that opinions of various classes can be reflected. As the public deliberation agenda has a high voice of concern due to the inclusiveness of the subject and scope, it is possible to preferentially limit it to the environment and infrastructure, and to expand the scope of discussion in the medium and long term. The subject of mandatory review can be set to a certain amount or more determined by in-depth review, and subject to selective review can be based on subjective criteria such as importance, urgency, and national demand. However, it seems reasonable to select the subjects for selection review through the procedures of the National Assembly and the administration. As Kingdon's theory suggests, it is very difficult to reasonably predict when the policy window will open to new bills and how the flow of problems and the flow of politics will change. One thing is certain, however, that if you do not prepare for the policy flow in advance, you will not be able to catch the opportunity. Policy flow is the prerequisite for the opening of a policy window. Therefore, it is necessary to prepare a feasible policy as soon as possible before the opportunity comes again. On the other hand, there may be criticism that this study tried to find a reasonable alternative based on the irrational theory of Kingdon's multiple stream model. However, Kingdons theory can also be regarded as a theory that pursues a certain rationality while finding certain rules in irrationality. Therefore, this study tried to increase the possibility of legislation in the middle of irrationality and rationality, considering factors of feasibility along with ideal alternatives in an irrational situation. In addition, when applying the multiple stream model, the analysis focused on only the Roh Moo-hyun and Moon Jae-in administration. If other periods are included to be analyzed, the argument will become more clearer.     Ship management is the specialized field that handles various duties ranging from the maintenance of vessels on behalf of shipowners, manning, arrangement of lubricant, shipโ€™s store and spare, etc., technical management including insurance services and ship chartering, operation management, and commercial management. To cope with shippingโ€™s long-term recession, shipping companies established their affiliated companies for ship management or entrusted the third partiesโ€™ ship management companies to manage their vessels starting with outsourcing the crew management field to solve the instability of crew supply and wages on the rise. And the demands increased because of the increase in temporary shipowners as ship owners became bankrupt one after the other due to the recession. And the duties were expanded to vesselsโ€™ operation and sales as well as technical management that the shipping world had newly done. The Korean ship management business began from manning at the initiatory stage. However, the market decayed as low-paid seafarers including the Philippines, Indonesia, China, etc. enter it on a large scale due to the shortage of Korean crew and the drop in international competitiveness of costs. So it started to provide technological ship management and the range of management gradually got comprehensive and various. As the ship management market expanded and was recognized as a higher value-added business, shipping companies must dominate the market in advance and could not help avoiding the competition with global companies to enter the global market. The Korean ship management companies that cannot escape from the small size focusing on crew management and manage their business should prepare plans to improve their competitiveness that can receive recognition in the international market to be competitive with international companies. Overseas ship management companies have hundreds of managing vessels. And there are many differentiated companies by making the best use of scale merits through them. However, Korean ship management companies have the infrastructure of excellent maritime human resources and experiences and technical skills of special ship management. So they should international competitiveness by improving the quality of management services based on them. The transfer of flag ships of convenience of vessels owned by the advanced countries and the crew employment of international units brought the flexibility and complexity to vessel management. In a context of wide multinational seafarer, ship management should adjust and accept cultural and national differences and policies should be adjusted by considering the differences of social norms. And various changes including effective communication that considers different languages, backgrounds, and standards should be treated. And ship managementโ€™s key issues are always safety and cost control. Therefore, the approach of vessel management minimizes accidents and incidents based on the safety principle within tight budget. Todayโ€™s ship management companies focus on new fields including leadership, human resources management, and change management that did not separately receive attention in the past as they started using industry-led management programs such as Tanker Management Self-Assessment (TMSA program) to improve this business performance generally. Organizationsโ€™ achievement of strategic managerial objectives depend on finding and fostering top talented persons and corporate performance depends on creation, sharing, and utilization of organizational human resources in the change of global business environment in the 21st century.     A Study on Conflicts in Development of Marinas : Focusing on Marine Leisure Sports Facilities

    This study aims at suggesting possible solutions for the conflicts of marina development process in Korea by analysing the types and causes perceived by the stakeholders to marinas and recommendations priotised by the marina experts. To this end, this study employed both survey and delphi methodologies. The questionnaire survey was conducted on 380 people in five marina development areas in three regions, and 342 sheets among them were used as the final valid samples. The data analysies were done with Frequency, Chi-square test, t-test, One-way ANOVA, and Logistic Regression Analysis by using SPSS 22.0, and the additional opinions in the questionnaire sheets were processed with Contents Analysis. Delphi analysis was done through two-time investigations and researches on 12 marina-related experts, and the analysis of the collected data was processed with Kendall's W test for the prioritization. Accordingly, the results from current research are as follows. There are the following results from the questionnaire survey. First, there were differences in whether to agree with development of marina by demographic features. Specifically, in whether to agree with development of marina by stakeholder group, fishery groups objection was higher than that of ordinary residents and in weather to agree with development of marina by fishery type of fishery groups, ship owners objection was higher than that of aquaculture groups. In whether to agree with development of marina by region, the South Sea region objection was higher than that of the East Sea region. Second, for types of conflicts in development of marina by demographic features, there were partial differences. Specifically, for types of conflicts in development of marina by stakeholder group, fishery groups showed higher interest conflict than ordinary residents. Third, for causes of conflicts in development of marina by demographic features, there were partial differences. Specifically, for causes of conflicts in development of marina by stakeholder group, fishery groups were higher than ordinary residents in group selfishness and exclusion in development process, sub-factors. For causes of conflicts in development of marina by fisher types in fishery groups, ship owners were higher than aquaculture groups in group selfishness, exclusion in development process, and environmental problems, sub-factors. For causes of conflicts in development of marina by residential area, the South Sea region was higher than the East Sea region in one of sub-factors, exclusion of development process. Fourth, there were no differences in types of conflicts by whether to agree with development of marina. Fifth, there were differences of causes of conflicts by whether to agree with development of marina. Specifically, for all sub-factors of causes of conflicts in development of marina, the objecting groups were higher than the agreeing groups. Sixth, interest groups, residental area, types of conflicts, and causes of conflicts affected partially whether to agree with development of marina. Specifically, interest group, residental area, group selfishness and exclusion in development process, sub-factors of causes of conflicts affected whether to agree with development of marina. Seventh, additional opinions about causes of conflicts in development of marina by stakeholder group are specifically as follows: Fishery groups suggested economic damages, exclusion, and damages and losses of fishery tools while leisure service groups addressed noise pollution and traffic jam due to development of marina. Ordinary residents made their additional suggestions such as inconvenience of beaches, parking problems, and disputes among people due to rising land cost, and increasing traffic accidents due to traffic increases. Eighth, additional opinions on solving conflicts in development of marina by stakeholder group are as follows: Fishery groups suggested classification of entry and leave time of ports, rewards, continuos observation on damages of fishery tools by marine police, organizing a council, educating environmental sensibility, and thorough control on dumping trashes, while leisure service groups suggested organizing a council, free parking lot for marina, reducing development scale, and co-existence by sharing nautical chart. Ordinary residents group suggested having a council, substantial benefit from development of marina, prohibition of use of beach, protections for the existing market zone, quarterly marine cleaning activities, and governmental control on rising cost of properties, and installing lots speed bumps around marina entry and exit and roads as their additional opinions. Next, there are the solutions of conflicts from the Delphi analysis as follows. First, the priorities in solving conflicts by cause during development of marina, are firstly, factors of group selfishness, secondly, exclusion in development of marina, and thirdly, those of environmental problems. Second, the priorities for solving group selfishness, one of sub-factors of causes of the conflicts are firstly, having a council, secondly, educating and supporting for improving people's recognition, thirdly, promoting the effects of marina development, and fourthly, appointing a mediator for disputes, and fifth, creating profits through organizing a cooperate. Third, the priorities for solving exclusion issues in development, one of sub-factors of causes of the conflicts are firstly, providing information on project plans, secondly, participating in project plans, thirdly, introducing to marina development mediation council, and fourthly, supporting for locally required projects. This analysis looks at the reasons why communication skills education is difficult and how to design an effective curriculum for communication skills education. Problems in communication skills education are discussed, especially in relation to the complexity of the communication between patients and physicians, the changing of the communication model, and curriculum composition. study is to find out whether the administrative inefficiency actually occurred in the policy decision-making process because of the central ministries moved to Sejong city. If administrative inefficiency has occurred, I want to find out what kind of form it is. For this purpose, the policy making process is divided into communication, decision making, and management. Based on the analytical model, this study used the method of exploratory sequential mixed method for the central government officials. The first step was an in-depth interview as a qualitative study. The target organizations for the interview are the Ministry of Land, Infrastructure, and Transport, Ministry of Maritime Affairs and Fisheries, Ministry of Employment and Labor, Ministry of Trade, Industry and Energy, Ministry of Public Administration and Security, Ministry of Science and ICT, Ministry of Unification, and Ministry of National Defense. The interviewees were 17 officials working in 8 central ministries. Through these participants, we identified the differences between December 2012 and the present one in the way government officials responded before and after the relocation of King Sejong. The results of the analysis are as follows. First, it is a change in communication. Prior to the meeting, all employees attended to the meeting and exchanged in-depth discussions on the agenda from time to time. However, after moved to Sejong the meeting greatly decreased. Even so, only a part of the participants attended the meeting. Also the way the meeting proceeded changed from a deep discussion to a core focus. In case of urgency, a video conference was held instead of a face-to-face meeting. This phenomenon was rarely seen in the remaining government ministries. Next, the method of reporting changed much in Sejong City. In the past, if most of the reports were made in the form of face-to-face reports, the face-to-face reporting is now reduced and cyber reporting using messages and katok has increased. The face-to-face briefings were selectively made only to the matters that the Minister would need to know in connection with the issue. In case of urgency, video reporting using video reporting system is also often used. On the other hand, the remaining agencies were still communicating through face - to - face reports. Second, it is a change in decision making. In the case of the report review, before the time of Sejong City, the chief or the director called the person from time to time and underlined the document repeatedly. After moving to Sejong City, most of the time, except for the most important documents, often end in one shot. Sometimes it is common to oversight if you think that there is no impediment to the current situation even if there is no right or wrong context. The place of approval was done mainly in the office before the Sejong City. If they have any questions during the approval process, they summon the person in charge. On the other hand, after moving to Sejong City, there was more approval during the move. While on the move, you can use the KAtok or BarTalk, or connect to 'Mobile e-government' to make approval. Nonetheless, matters that did not complete the settlement were carried out collectively on the day of stay in Sejong City. Third, it is a change in management process aspect. With respect to time management, there was big change after moved to Sejong City on business trips, vacations and work. Unlike the past, the number of business trips has increased greatly. In addition, most of the trips are long distance. In the days of Seoul or Gwacheon Government Complex, they were able to work after the National Assembly schedule, but once they moved to Sejong Government Building, they used most of the day for business trips. For this reason, Sejong government officials have had a significantly reduced absolute time to work. These changes are also related to the influx of new generation civil servants who are relatively free to think. However, after Sejong City, work time was freer. The reason for this is that the superior officials often go to Seoul for business trips. Other management is divided into work autonomy and conflict management. Work autonomy is considered to be a positive factor in organizational management in terms of increasing work related discretion. The relocation of Sejong City increased the number of high - ranking officials residing in Seoul. This has resulted in an increase in the discretion of sub-executive officers. On the other hand, it is difficult to grasp the conflicts that occur within the organization. Even if we caught up with the conflict, we lacked the opportunity to resolve it. The second stage of the sequential inquiry mix method is a survey. Survey research was designed to confirm whether results from qualitative research are universally applicable. The questionnaires were conducted on 6 central departments that moved to Sejong city and 184 central government departments, department managers, and public servants in the four central government departments. The questionnaire consisted of various questions about communication, decision making, and management process. However, in the questionnaire analysis process, DID analysis was conducted by selecting items that were easy to quantify among the responses. The reason why DID analysis was possible is because the results of the questionnaire were obtained before and after Sejong City as well as qualitative research. The analysis was conducted in three models. The three models are basic model, human characteristics addition model, and response model addition model. The dependent variables of these models consisted of the number of face - to - face briefings, the number of meetings, the frequency of report draft reviews, First, in the basic model, the effects of relocation on dependent variables were identified. As a result of the analysis, the number of face - to - face briefings, meetings, and report draft reviews were all negative (-). These results show that the previous agency had worse communication, decision, and management than the residual agency. However, by showing the value of negative (-) in the case of work time, it was confirmed that work time in Sejong was faster than previous work time. Second, we analyzed the effects of relocation and relocation on dependent variables in the human characteristics control model. In addition, the same results were obtained as in the basic model. Third, as in the previous two models, the number of face-to-face briefings, the number of meetings, and the number of reviews of report drafts were all negative values in the model with response variable. Therefore, it was found that the quality of communication, decision - making, and management was lower than before As a result of the sequential mixed inquiry method, the transfer of Sejong City resulted in a deterioration of the policy decision process. Most public officials responded that the fundamental reason for this change was an increase in the distance between the National Assembly and Cheong Wa Dae and Sejong City. In particular, it was a big reason to stay away from the National Assembly. As the National Assembly is in Seoul, the minister is forced to stay in Seoul in order to cope with the National Assembly, and major positions are forced to increase the number of business trips to assist the cabinet. Based on the results of this study, this study found significance of the following contents. First, I examined the problems before the Sejong City by focusing on process changes within the organization. Most of the early studies were concerned with the evaluation and prediction of the relocation of Sejong City. Recent research has mainly dealt with the problems and countermeasures of public officials due to the transfer. On the other hand, this study is significant in that it focuses on policy decision process within the organization. Second, the significance of the study method. This study can take advantage of the qualitative and quantitative methods by using the exploratory sequential mixed method. The validity of the study was confirmed through so-called triangulation. Third, the implications of this study is that the relocation of Sejong City was carried out at the ministries level. However, the impact was different depending on the position of the individual and the work in charge. As a result, it was found that the problem before the Sejong City should be approached differently according to the position and the nature of work in the organization, not just the entire organization. Fourth, the essence of the problem before Sejong City is reaffirmation of the existing claim that the business travel time is increased due to the increase of physical distance between the previous ministry and the National Assembly. A policy alternative is needed to reduce the physical distance between Sejong City and the National Assembly. Fifth, central government officials were responding to changes by actively utilizing information and communication technologies. Especially young civil servants were more active in the change. This is different from the previous case of Gwacheon government office relocation or the transfer case of Daejeon government office. However, this study has the following limitations in the research process. In the future studies need to be supplemented. First, we relied on the memories of public officials regarding the collection of research data. The data were constructed based on the results of the pre - migration and the one - year situation that the public officials remember. The bias caused by the memory bias is the limit of this study. Second, it is a limit related to historical factors. As of 2012, there are many officials who have changed their positions and responsibilities for six years. In depth interviews, we asked as much as possible considering these points. However, there are still problems due to changes in positions and responsibilities. Third, it is a limitation related to endogeneity. It is a matter of omitted variables that can affect communication, decision making and management. In particular, since quantitative research targets quantifiable variables, it is possible that key variables are missing. Fourth, it is the perception limit in the survey process. The respondent may misunderstand the question in the questionnaire. It can also make mistakes in recalling memory. Fifth, the DID analysis did not completely control the differences in the characteristics of each department. Future research will address this issue through a follow-up study of a department.
