共生型サービスの障害者サービスに対する

本稿は、主に視覚障害者が65 歳に達した場合に介護保険制度・障害者総合支援制度がどのように適用されるのかを念頭に、高齢・障害双方の在宅サービスを担う「共生型サービス」の位置づけと、高齢障害者がそれをいかに適切に利用可能としていくのか、それらを検討するものである。65 歳問題と共生型サービスは、普遍化されたニーズとそれに応えるサービスに更に特化したサービスを加えるものとはいえない。長年、難病等の疾病や各種障害、そして高齢について個別に制度運用と適用されてきたものが、地域共生の名の下で、在宅サービスに限り社会保障費抑制策としてサービスを普遍化するものと言っても過言ではない。その普遍化とは、市場原理と所得再分配機能が混在するものになる。運営する側の自治体も、サービスの担い手となる事業者も、そしてサービス利用者も、この混乱ぶりを重く感じているのである

The Roles of the Core Consultation Support Center and Social Work Functions

The purpose of this paper is to consider the roles of the core consultation support center which provide consultation, offer necessary information and advice to people with disabilities, others and guardians of children with disabilities. This consideration provides that the important function of the core consultation support center is social work skill, especially skills at networking and solving difficult living problems. These skills are beyond care management skills which are planning and monitoring

障害者総合支援法の評価─総合福祉部会の骨格提言との比較を中心に─

　本稿は、障がい者制度改革推進会議総合福祉部会が取りまとめた骨格提言（障害者総合福祉法）と実際に成立した障害者総合支援法の異同を確認・評価した上で、法の目的・理念に係る規定が障害者自立支援法から総合支援法に至る改正経緯の中でどのような変遷を辿ったかを明らかにすることを通じて、今後の障害者福祉領域の立法政策の在り方を検討するに当たっての示唆を得ることを目的とする。得られた示唆は次のとおりである。　第一に、総合福祉部会が骨格提言を取りまとめるまでのプロセスは、当事者たる障害者の代表も参加した議論を経ての意見の積み上げ・集約方式による法改正の手法として、今後目指すべき望ましい法改正の一つの在り方の先例になり得る。　第二に、今回の総合支援法の制定プロセスにおいても、国は、給付の「権利化」には、そのことにより財源的保障を求められやすくなることを恐れて、極めて慎重であることが、改めて確認できた。　第三に、在るべき障害者福祉法制を目指して、二〇一二年改正の成果である目的規定の深化や基本理念の明示を、今後の障害者福祉施策の展開や次の法改正の方向性を領導するための指針として活用することを考える必要がある

共生型サービス創設についての一考察 : 介護保険制度と障害福祉制度の改正を通して

近年の社会保障制度改革の方向性の一つは、地域包括ケアシステムの強化、さらに地域共生社会の実現という方向性で進められているという点があげられる。介護保険制度と障害福祉制度における共生型サービスの創設はその一つといえる。本稿は、あらためて介護保険制度と障害福祉制度の適用関係および共生型サービス創設の背景とその内容を整理し、その効果と課題について検討することを目的とした。地域や個人の力を強めることに異論はないが、ますます複雑化する制度への対応には、それらを担う専門的な福祉人材や自治体の関連職員の育成など人的整備が最も重要な課題といえる。そしてそれは公的責任として、国や地方自治体の責任、役割を強化し、その方法等の検討をしていかなければならない。One of the directions of social security system reform in recent years is that it is being advanced with the direction of strengthening regional comprehensive care system and further realizing community symbiosis society. The creation of a symbiotic type service in the nursing care insurance system and disability welfare system is one of them. In this paper, we aimed to reexamine the application relationship between the nursing care insurance system and the disability welfare system and the background and contents of the establishment of symbiotic service, and to examine the effect and the problem.Although there is no objection to strengthening the power of the region and individuals, to respond to the increasingly complicated system, human development such as the development of professional welfare personnel who take charge of them and related staff of local governments is the most important issue It can be said. And, as a public responsibility, it is necessary to strengthen the responsibilities and roles of the national government and local governments, and to study the method etc
