    Supported by the Hong Kong Industrialists Council Foundation, the Innovation x Application Scheme serves as a recognition to students’ outstanding and innovative projects. The Scheme provides financial assistance for students to further develop their innovative ideas/ projects into tangible outcomes and to solve practical problems encountered by different industries or community.     The Effect of Situational Leadership Behavior Organizational Culture and Human Resources Management Strategy on Education and Training Institution Productivity (Survey on Educational and Vocational Training Institutions in West Java Province)

    The aim of this research is to analyze: situational leadership behavior, organizational culture and productivity of vocational training institutes in west Java Province. The correlation between situational leadership behavior and organizational culture at vocational training institutes, the effect of situational leadership behavior and organizational culture toward productivity of vocational training institutes in west Java Province. This research uses organizational behavior and human resources management approach. The type of the research is descriptive and verificative, while the method used both descriptive and explanatory survey. Investigation type is casualty and time horizon in cross sectional. The sample size used is proportionate sampling by taking sample 115 vocational training institute of spread over 19 locations totally, all its population counted 719 vocational training institutes in west Java Province. The data analyzed by descriptive analytic and path analysis. The result of research shows, 1) situational leadership behavior and organizational culture in generalities, rather high score and the productivity at vocational training institutes to society, cooperation with company or industry in training program development, and placement of training graduate assessed by rather low, 2) there is correlation which significant between situational leadership behavior and organizational at vocational training institutes in west Java Province, 3) situational leadership behavior, organizational culture has significant effect simultaneously and partially productivity of vocational training institutes in west Java Province

    Israel's vocational training

    Eighty percent of the trainees headed for Israel's labor force go to full-time vocational secondary schools that devote a third to a half of the curriculum time to general studies. Students tend to come from a higher socioeconomic level than those in other training programs. The rest of Israel's vocational students are evenly divided among the Ministry of Labor's remaining three programs: the apprenticeship schools; the industrial schools; and the full-time training courses. Of the four types of training in Israel, vocational school is by far the most expensive. This paper confirms an earlier study that the apprenticeship system was the most cost-effective. However, to conclude that vocational training schools are not cost-effective is to ignore part of the picture. The goals of the vocational secondary school in Israel extend beyond those of providing usable labor market skills.     Ukrainian experience of personnel vocational training: problems and prospects

    A critical analysis of the Ukrainian experience of vocational training of personnel is conducted in the work. The statistics data on the number of employees who participated in vocational training activities during 2016-2018 are presented and analyzed. Based on the analysis, the main reasons for the low interest of Ukrainian business owners in the personnel vocational training were identified. In the work, the author also has highlighted the factors that restrain and activate the development of vocational training of personnel at Ukrainian enterprises. In order to increase the efficiency of professional development of personnel at Ukrainian enterprises, the author proposes to use modern methods for this purpose. Because traditional methods do not produce the desired results. Ukrainian enterprises need to invest in staff training, which is the main reserve for improving their performance

    Providing Disadvantaged Workers with Skills to Succeed in the Labor Market

    Millions of Americans cannot obtain jobs that pay enough to lift them out of poverty. For many, the principal barrier to obtaining these good jobs is their lack of specialized occupational skills increasingly sought by employers. Research has shown that vocational training can be effective in boosting the earnings of disadvantaged adult workers. This proposal argues that, by helping workers acquire the skills that employers demand, vocational training could be wielded as an effective anti-poverty tool.This paper outlines why Congress should increase funding for vocational training for disadvantaged adult workers. Specifically, we argue that Congress should increase funding for the Workforce Investment Act (WIA) Adult program. We also argue, however, that Congress, and the state and local workforce investment boards that administer the WIA Adult program, should explore ways to improve the vocational training that is available to adult disadvantaged workers

    The microeconometric estimation of treatment effects : an overview

    Vocational training programmes have been the most important active labour market policy instrument in Germany in the last years. However, the still unsatisfying situation of the labour market has raised doubt on the efficiency of these programmes. In this paper, we analyse the effects of the participation in vocational training programmes on the duration of unemployment in Eastern Germany. Based on administrative data for the time between the October 1999 and December 2002 of the Federal Employment Administration, we apply a bivariate mixed proportional hazards model. By doing so, we are able to use the information of the timing of treatment as well as observable and unobservable influences to identify the treatment effects. The results show that a participation in vocational training prolongates the unemployment duration in Eastern Germany. Furthermore, the results suggest that locking-in effects are a serious problem of vocational training programmes. JEL Classification: J64, J24, I28, J6
