The purpose of this final contribution is to offer a broad schematic overview of ?mechanisms? that can be used to strengthen the social security protection of persons moving in and out of the EU. Seven mechanisms have been selected for discussion: national unilateral standards, EU unilateral standards, bilateral agreements, EU coordination of bilateral agreements, EU third country agreements, multilateral co-operation and global standards. The existence of this plethora of mechanisms, each with its own merits and shortcomings, casts a shadow over the possibility of a uniform EU regime for external social security relations. Any attempt to introduce such an approach can immediately be contradicted by alternative approaches and mechanisms which can be used both by the EU and by the individual Member States. It is suggested that more coherence in external EU social security coordination can perhaps be found in a conceptual way, by layering the seven mechanisms in a logical manner

Get PDF
Supranational law shows phenomena of fragmentation, as well as aspects of constitutionalization. Theories that deal with global constitutionalism analyze phenomena of constitutionalization of supranational law, as well as the prescriptive requirements of this process. This paper analyzes the different ways in which it is possible to understand global constitutionalism, and in a preliminary way addresses its relevance to the theory and the concept of law

Inferring Network Mechanisms: The Drosophila melanogaster Protein Interaction Network

Get PDF
Naturally occurring networks exhibit quantitative features revealing underlying growth mechanisms. Numerous network mechanisms have recently been proposed to reproduce specific properties such as degree distributions or clustering coefficients. We present a method for inferring the mechanism most accurately capturing a given network topology, exploiting discriminative tools from machine learning. The Drosophila melanogaster protein network is confidently and robustly (to noise and training data subsampling) classified as a duplication-mutation-complementation network over preferential attachment, small-world, and other duplication-mutation mechanisms. Systematic classification, rather than statistical study of specific properties, provides a discriminative approach to understand the design of complex networks.Comment: 19 pages, 5 figure

Monitoring and controlling systems are taken as the main entity of any field which can ensure for the effective performance, hence its importance is rising exponentially in industry field. There can be many factors which can bring variations in those systems. This may cease the efficiency of the industry and destruction of industrial equipment. Therefore, monitoring, evaluation and controlling of the variables of any system is significantly important. The main objective of this research is to investigate the process of combining monitoring and controlling of the water level in the distribution tanks of water treatment plants by using wireless sensors network. The design and developed prototype of remote monitoring and controlling system of water levels in various tanks can be used in different parts of the water treatment plants. We have proposed, developed and tested hardware module based on two Arduino Mega2560 boards linked wirelessly by using two NRF transceivers. Remote Arduino is designed to monitor the water flow and the level of the distribution tank besides controlling the water level whenever is necessary. The real time sensors readings obtained are observed by specially designed LabVIEW application using graphical user interface running on a PC connected directly to the local Arduino. The application displays and analyses sensors reading on the front panel. Water level is controlled based on preset values entered by the user. The experimental result and percentage error curve endorse the reliability and feasibility of the proposed system to provide a solution for similar problems in industrial liquids treatment process applications

Key Factors for Effective Organisation of e-Assessment

The benefits of e-assessment are widely documented (Bull and McKenna 2004). However, instances of good practice have not been systematically reported. Recognising and acknowledging this gap in the research, the JISC Organisational Committee has funded a number of projects on e-assessment practice: 'E-Assessment Glossary?, 'The Roadmap to E-Assessment? together with a set of case studies of innovative and effective practice. This paper is based on the findings of the JISC Case Study Project 'The innovative and effective use of E-Assessment'. Members of the project team conducted over 90 interviews with teaching staff, senior management, developers and students to showcase all aspects of e-assessment. The project offered a unique opportunity to observe different organisational structures and gain inside-information about the effectiveness of a number of different applications. The 17 case studies and their follow-up surveys have been studied to identify the facilitating factors for the introduction of e-assessment and the organisational structures supporting e-assessment have also been investigated. The focus of this analysis was to study the different organisational structures and to identify patterns herein. We suggest that the key characteristics for the typology are the position of the e-assessment within the organisational structure and the support from the senior management. Three types of organisational structures are identified by the study, which support innovative practice. These are the Central Team, the Faculty based Team and the Departmental Champion. The Central Team offers e-assessment support and, in some cases, production services to all academics on a university-wide basis whilst the Faculty Based Team provides a more limited discipline-related service. The Departmental Champion usually implements e-assessment within his/her specific discipline and may be an early adopter or have a special interest in this area

Corporate governance structure and firm performance : empirical evidence from Brusa Malaysia, Kuala Lumper

The issue of corporate governance has been emerging as important phenomena that has been searched extensively both in developed countries due to its strategic impact on the monitoring of management activities and firms’ performance. Yet little attempt has been made in developing countries like Malaysia to ascertain what constitute corporate governance and its impact on firm\u27s performance. Therefore, this study aims at examining the structure of the corporate governance and its impact on firm’s performance. This study is based on 100 firms, which are the component of the Composite Index (CI) serve as market barometer. This study employs cross-sectional annual multiple regression model to examine, what constitutes the corporate governance structure and its impact on performance of the firm. The analysis was based on annual regression over 5 years period from 1997 through 2001. Three different blend of surrogate for corporate governance were developed for good corporate governance structure. These are the independent non-executive (outside) directors, audit committee and remuneration committee. To isolate the size effect from the impact of corporate governance structure on firm’s performance, firm’s size was also included are variable in the model. The ratio of net income before tax to total asset is used as a surrogate for firm’s performance. Evidence from the study indicates that there is partial relation between corporate governance structure and corporate performance. The presence of both audit and remuneration committee serves as an important monitoring device to control management activities that lead to increase firm\u27s performance. While on average, the presence of independent nonexecutive directors does not provide any significant explanation for the firm\u27s performance. However, the firm size appears to have significant impact on corporate performance.<br /

Sir epidemic and predator - prey models of fractional-order

Get PDF
Recently, many deterministic mathematical models such as ordinary differential equations have been extended to fractional models, which are transformed using fractional differential equations. It was believed that these fractional models are more realistic to represent the daily life phenomena. The main focus of this report is to extend the model of a predator-prey and the SIR epidemic models to fractional model. More specifically, the fractional predator-prey model which depend on the availability of a biotic resources was discussed. On the other hand, fractional SIR epidemic model with sub-optimal immunity, nonlinear incidence and saturated recovery rate was also discussed. The fractional ordinary differential equations were defined in the sense of the Caputo derivative. Stability analysis of the equilibrium points of the models for the fractional models were analyzed. Furthermore, the Hopf bifurcation analysis of each model was investigated . The result obtained showed that the model undergo Hopf bifurcation for some values. Throughout the project, the Adams-type predictor-corrector method to obtain the numerical solutions of the fractional models was applied. All computations were done by using mathematical software, Maple 18

"'We Can't Just Do It Any Which Way' – Objectivity Work among Swedish Prosecutors"

Objectivity is a principle widely acknowledged and honoured in contemporary society. Rather than treating objectivity as an a priori defined category to be tested empirically, I refer to the construction of objectivity as it is accomplished in practice as “objectivity work” and consider how Swedish prosecutors in interviews make and communicatively realize (i.e. “make real”) its claims. In analyzing two facets of objectivity work – maintaining objectivity and responses to objectivity violations – seven mechanisms are identified: appeals to (1) regulation, (2) duty, and (3) professionalism; responses to violations by (4) incantations of objectivity, (5) corrections, (6) proclamation by contrast, and (7) appeals to human fallibility. Directions for future research emphasize cross-cultural and cross-occupational comparisons, not only within the judiciary as objectivity is of a general concern in any area where disinterested truths are claimed. The concept of objectivity work allows one to study how various actors bring principle into everyday life
