    The NASA Scientific and Technical Information Program: Prologue to the Future

    The NASA STI Program offers researchers an infrastructure of people and systems that facilitates access to STI; worldwide. The Program is also NASA's institutional mechanism for disseminating the results of its research and developing activities. Through discussions in 1991, the STI Program formulated its Strategic Plan. The plan gives the Program a renewed sense of direction by focusing on future opportunities, customer requirements and Program goals, along with the changes needed to achieve those goals. The Program provides users access to a massive flow of STI which, in fact, represents the largest collection of aeronautical and space science information in the world. The STI Program products and services are outlined, along with the NASA centers, international operations, and the fact that total quality management drives NASA wide program developments. As is detailed, the NASA STI Program is using its resources as effectively as possible to meet the missing needs of NASA

However, mainly due to the fact that Ontological Engineering is still a relatively immature discipline, each work group employs its own methodology. Our goal is to present the most representative methodologies used in ontology development and to perform an analysis of such methodologies against the same framework of reference.     The liminality of trajectory shifts in institutional entrepreneurship

    In this paper, we develop a process model of trajectory shifts in institutional entrepreneurship. We focus on the liminal periods experienced by institutional entrepreneurs when they, unlike the rest of the organization, recognize limits in the present and seek to shift a familiar past into an unfamiliar and uncertain future. Such periods involve a situation where the new possible future, not yet fully formed, exists side-by-side with established innovation trajectories. Trajectory shifts are moments of truth for institutional entrepreneurs, but little is known about the underlying mechanisms of how entrepreneurs reflectively deal with liminality to conceive and bring forth new innovation trajectories. Our in-depth case study research at CarCorp traces three such mechanisms (reflective dissension, imaginative projection, and eliminatory exploration) and builds the basis for understanding the liminality of trajectory shifts.     Developing ecosystem service indicators: experiences and lessons learned from sub-global assessments and other initiatives

    People depend upon ecosystems to supply a range of services necessary for their survival and well-being. Ecosystem service indicators are critical for knowing whether or not these essential services are being maintained and used in a sustainable manner, thus enabling policy makers to identify the policies and other interventions needed to better manage them. As a result, ecosystem service indicators are of increasing interest and importance to governmental and inter-governmental processes, including amongst others the Convention on Biological Diversity (CBD) and the Aichi Targets contained within its strategic plan for 2011-2020, as well as the emerging Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES). Despite this growing demand, assessing ecosystem service status and trends and developing robust indicators is o!en hindered by a lack of information and data, resulting in few available indicators. In response, the United Nations Environment Programme World Conservation Monitoring Centre (UNEP-WCMC), together with a wide range of international partners and supported by the Swedish International Biodiversity Programme (SwedBio)*, undertook a project to take stock of the key lessons that have been learnt in developing and using ecosystem service indicators in a range of assessment contexts. The project examined the methodologies, metrics and data sources employed in delivering ecosystem service indicators, so as to inform future indicator development.     A framework for documenting and analyzing life-cycle costs using a simple network based representation

    The introduction of high reliability systems combined with new ways of operating complex systems, particularly in aircraft design and operation has received much attention in recent years. Some systems are now being introduced into service, however, justifying such systems on a financial basis is difficult and may act to limit the rate of introduction on new products. Conventional life cycle costing based on a hierarchical cost breakdown structure is poor at recording and analysing the cost implications of introducing new technologies that have effects that span more than one phase in the life cycle. There is a risk that too much emphasis is put on ‘faith’ that a candidate technology will reduce cost because the cost analysis methods lack descriptive and analytical power. We describe an approach to representing the costs associated with introducing new technologies and evaluating their total cost. Our aim was to facilitate the comparison of different technological choices in new product development, with a particular interest in how the perceived benefits of enhanced reliability systems can be shown in a way that is inclusive, objective and easy to understand

    The adoption and use of Through-life Engineering Services within UK Manufacturing Organisations

    Manufacturing organisations seek ever more innovative approaches in order to maintain and improve their competitive position within the global market. One such initiative that is gaining significance is ‘through-life engineering services’. These seek to adopt ‘whole life’ service support through the greater understanding of component and system performance driven by knowledge gained from maintenance, repair and overhaul activities. This research presents the findings of exploratory research based on a survey of UK manufacturers who provide through-life engineering services. The survey findings illustrate significant issues to be addressed within the field before the concept becomes widely accepted. These include a more proactive approach to maintenance activities based on real-time responses; standardisation of data content, structure, collection, storage and retrieval protocols in support of maintenance; the development of clear definitions, ontologies and a taxonomy of through-life engineering services in support of the service delivery system; lack of understanding of component and system performance due to the presence of ‘No Fault Found’ events that skew maintenance metrics and the increased use of radio-frequency identification technology in support of maintenance data acquisition
