    E-Government Interoperability and Integration Architecture Modeling Using TOGAF Framework Based on Service Oriented Architecture

    . Development of e-Government in Indonesia continues to roll and run in every government agency, both in central government and local government. Implementation of e-Government means that there are government's efforts to build and improve the quality of public services and internal operations in each regional apparatus organization effectively and efficiently. These activities inline with one of the bureaucracy reform mission, that is the modernization of government bureaucracy through the using of information and communication technology optimization to support bureaucracy reform vision and the creation of good governance. The development and implementation of e-Government currently mostly implemented by each regional apparatus organization. This condition makes it difficult to exchange data and information related to multisectoral activities due to data and information spread across various databases from different applications, platform, environment and architecture without good documentation. In preparation for arranging the e-Government architecture, we will use The Open Group Architecture Framework - Architecture Development Method as an enterprise architecture framework.     The e-Government interoperability is the ability of ICT components/applications to work together, in other words it is the ability of two or more diverse government (ICT) systems or components to sharing and re-use of information-services, inter-linking of administrative tasks, within and between sectors are essential factors for the delivery of high quality, innovative, seamless and customer-centric e-services. The organizational interoperability refers to the cooperation way of the public administrations processes, by defining the communication interfaces between processes. This approach addresses the interoperability of e-government applications at organizational and semantic level, adopting Web services (WS) and Semantic Web Services (SWS) as technological solutions. The e-Government interoperability is becoming an increasingly crucial issue, especially for developing countries that have committed to the achievement of the Millennium Development Goals (MDGs) by 2015 . Enhanced government efficiency and effectiveness coupled with the delivery of basic public services to all citizens are essential components required to achieve such goals. In this context, most governments have finalized the design of national e-government strategies and are busy implementing priority programmes. Today the data needed by policy makers to make better decisions is available but inaccessible. Policy makers are faced not only with overlapping and uncoordinated data sources, but also with the absence of common terms of reference and means of representing these data. This results in the time consuming and complex cost of comparing data that is represented differently. Interoperability will allow data compiled by different agencies to be used together to make faster and better decisions. An important goal of governance is to enable the citizenry to have easier and faster access to government information and services. The seamless flow of data from one government office to another provides the policy maker with the information needed to draft sound policy and deliver better services. In this paper we present an approach, which addresses the interoperability of e-government applications at organizational and semantic level, adopting Web services (WS) and Semantic Web Services (SWS) as technological solutions. The main objective of this work consists in designing and developing a distributed network of semantic registries in order to publish, find and execute the Web services. The publishing in registries of the Web services consists in the execution of syntactic and semantic matching algorithms between the attributes of the registries and the attributes of Web services.e-government application, interoperability, semantic registries, WSDL standard

    Legal Ontologies for the spanish e-Government

    The Electronic Government is a new field of applications for the semantic web where ontologies are becoming an important research technology. The e-Government faces considerable challenges to achieve interoperability given the semantic differences of interpretation, complexity and width of scope. In this paper we present the results obtained in an ongoing project commissioned by the Spanish government that seeks strategies for the e-Government to reduce the problems encountered when delivering services to citizens. We also introduce an e-Government ontology model; within this model a set of legal ontologies are devoted to representing the Real-estate transaction domain used to illustrate this paper

    A semantic web service-based architecture for the interoperability of e-government services

    We propose a semantically-enhanced architecture to address the issues of interoperability and service integration in e-government web information systems. An architecture for a life event portal based on Semantic Web Services (SWS) is described. The architecture includes loosely-coupled modules organized in three distinct layers: User Interaction, Middleware and Web Services. The Middleware provides the semantic infrastructure for ontologies and SWS. In particular a conceptual model for integrating domain knowledge (Life Event Ontology), application knowledge (E-government Ontology) and service description (Service Ontology) is defined. The model has been applied to a use case scenario in e-government and the results of a system prototype have been reported to demonstrate some relevant features of the proposed approach

    Exploring Semantic Interoperability in e-Government Interoperability Frameworks for intra-African collaboration: A Systematic Literature Review

    While many African countries have called for ICT based intra-African collaboration, services, and trade, it is not known whether this call is technically feasible. For such intra-African based collaboration, semantic interoperability would be required between the national e-government systems. This paper reviewed the e-government interoperability frameworks (e-GIFs) of English and Arabic speaking African countries to identify the evidence and conflict approaches to semantic interoperability. The results suggest that only seven African countries have e-GIFs, which have mainly been adopted from the UK\u27s e-Government Metadata Standards (eGMS) and on Dublin\u27s Core metadata (DC). However, many of the e-GIFs, with the exception of Nigeria, have not been contextualized to the local needs. The paper, therefore, concluded that more effort needs to be placed in developing e-GIFs in Africa, with particular emphasis on semantic interoperability, if the dream of intra-African collaboration is to be achieved

    ENHANCING ADMINISTRATIVE SERVICES THROUGH DOCUMENT MODELS

    As the European Service Directive has already been enforced, a new challenge is to ensure a fully interoperable e-Government environment at the European level. The new dimension of the public administration process raises several issues that have to be addressed in order to successfully integrate systems from various administrative models. The current Single Point of Contact implementation assures that e-Government procedures can be completed at distance and by electronic means and that the information related to national requirements and procedures will be easily accessible for service providers and service recipients. In this context, a future goal will be to ensure the means in which different PSC will be able to interoperate. This is a complex task because each PSC has its own specific particularities and deals with various document types and formats. Creating common specifications for the documents types, formats and interchange containers is a mandatory stage in achieving the desired interoperability. In this paper we focus to the process of creating a unique document model for pan-European document interchanges. The document model will be used for the communication between PSCs. The communication between PSCs and national authorities will be done independently. The document model consists on both semantic and security metadata. This document model will be properly derived from e-Government ontology. Here we are presenting the initial assumptions and architectural issues that are elicited and will be used in order to create a fully functional model. We rely on the former experience gained in engineering a Romanian PSC proof of concept and we will extend our achievements to address the PSC interoperability goal.e-Government, interoperability, e-documents ontologies
