Dyplomaci i politycy sowieccy w Kartach Informacyjnych poselstwa RP w Moskwie (rok 1927)
Polskie Ministerstwo Spraw Zagranicznych w okresie międzywojennym posiadało najprawdopodobniej ogromną dokumentację biogramów nie tylko dyplomatów z innych państw, ale także osób ze świata polityki, gospodarki, wojskowości i zapewne innych dziedzin. W artykule został uwzględniony niewielki tylko fragment dokumentacji wytworzonej przez poselstwo RP w Moskwie w 1927 r., znajdujący się w Archiwum Akt Nowych. W kontekście omawianej tematyki najważniejszy był Departament Polityczno-Ekonomiczny polskiego MSZ, gdyż to tam został zainicjowany proces zbierania danych osobowych i tam dane te były gromadzone. Po 1932 r. jego znaczenie uległo zmniejszeniu na rzecz Gabinetu Ministra. Zapewne po 1932 r. to Gabinetowi podlegały sprawy kart informacyjnych. Praca nad biogramami, czyli kartami informacyjnymi poszczególnych osób przebiegała dwutorowo: na placówkach dyplomatycznych i w centrali, czyli w Departamencie Politycznym. Karty te miały charakter otwarty, to znaczy, że były uzupełniane przez centralę, ale przede wszystkim przez placówki dyplomatyczne i to one włączały je do Skorowidza Informacyjnego. Zaprezentowane biogramy 7 dyplomatów i polityków sowieckich stanowią fragment dokumentacji znajdującej się w AAN w zespole Ambasada RP w Moskwie, sygn. 36. W teczce tej na kartach 5–53 przedstawiono biogramy 48 osób, w tym głównie dyplomatów i polityków, ale także wojskowych, osób powiązanych z gospodarką. Wybór 7 z nich wynikał ze znaczenia tych postaci dla spraw polskich i stosunków polsko-sowieckich, chociaż jest oczywiście subiektywny. Wybrane dokumenty, a przede wszystkim lektura tych zdeponowanych w Archiwum Akt Nowych, wskazują na dużą wiedzę i profesjonalizm polskiej dyplomacji w gromadzeniu danych na temat sowieckiej dyplomacji, chociaż w biogramach tych występują także braki.Agnieszka Uziębł
Propozycja nowego wykorzystania badań poligraficznych
The United Kingdom and the United States successfully use polygraph examinations
for assessment of progress of therapy and the risk of relapse among perpetrators of sex
crimes, while in Poland the area is practically unknown. The work presents the four
main directions of such studies, namely: examination of the past sexual behaviours,
studies monitoring the presence of risky behaviours, examinations sustaining means of
probation, and studies of specific questions. The article presents the benefits of such examinations
and the factors necessary for such examinations to be therapeutically useful
Verbal and Non-verbal Symptoms of Deception in the Eyes of Policemen and Psychologists
The objective of the study was to test how selected respondents (psychologists and police
offi cers) evaluate the diagnostic value of symptoms (cues) of deception listed in
literature on the subject. To achieve that, 16 verbal and non-verbal (behavioural) symptoms listed in literature as most typical and most frequently accompanying deceit were
ever located by 100 police offi cers and 101 psychologists (n=201).
Th eir task was to group the symptoms according to the following categories: “often present”,
“rarely present”, and “never present”. Both the groups of respondents claimed that
in their work they have to frequently decide whether their interlocutors tell the truth or
lie, and are convinced that they are capable of accurate detection of deception through
their assessment of verbal and non-verbal (behavioural) symptoms accompanying lie.
Th e latter belief is clearly refuted by the results of all known experimental studies.
In fact, police offi cers and psychologists agreed that the most diagnostic symptom is
“avoidance of eye contact” (143 respondents categorised it as oft en present). “High
frequency of eye blinking” was considered least diagnostic of the symptoms, with only
47 respondents claiming that it is frequent, together with “head scratching” with 51
considering it as occurring “often”). Convergence of the respondents’ opinions was
high. No signifi cant diff erences between the occupational and age groups, and genders
were discovered. Th e results of the study remain coherent with the results of studies by
other authors maintaining that the skill of detecting deception in the interlocutor is
determined neither by education, nor occupation, nor gender, nor the age of the person
performing the detection

Po I wojnie światowej Polska, dążąc do ukształtowania swoich granic wschodnich, walczyła z Rosją. Francja z uwagi na tradycje sojusznicze z niepokojem obserwowała sytuację w Rosji po 1917 r. Ponieważ Francja była antybolszewicko nastawiona, istniała wprawdzie szansa na wsparcie polskich dążeń na wschodzie, ale cele francuskiej i polskiej polityki zagranicznej zbyt różniły się w sprawach rosyjskich. Francja zwalczała Rosję Sowiecką i wspierała „białych” generałów. U podstaw takiej polityki występowało dążenie do reaktywowania ważnego dla Francji aliansu na wschodzie.After World War I Poland was fighting against Russia, trying to determine its eastern borders, and France, with growing concern because of its traditional alliances, was observing the situation in Russia after 1917. There was a chance, because of anti‑Bolshevik attitude of France, that it would support Polish aspirations in the east, but there were too great differences between Polish and French aims in their Russian affairs. In the following years France was against the Soviet Russia and supported „White” generals. This was driven by France’s attempts to reactivate the most important eastern alliance

W artykule zostaną omówione polskie zabiegi dyplomatyczne w państwach ententy, a szczególnie we Francji, na rzecz włączenia sprawy niepodległości Polski do celów wojennych sprzymierzonych. Polskie działania zostaną skonfrontowane z polityką wschodnią Francji w 1917 r., a szczególnie z traceniem przez nią rosyjskiego alianta i znaczeniem tego faktu dla spraw polskich. Zapoczątkowało to drogę do zawartego w 1921 r. polsko-francuskiego sojuszu polityczno-wojskowego.The article presents Polish diplomatic efforts in the Entente states, in particular France, to include Polish independence to the war aims of the Allies. Polish actions are confronted with the eastern policy of France in 1917, especially in the face of France losing its Russian ally and all significances of the fact for the Polish cause. This paved way for the Polish-French political and military alliance signed in 1921
