    Competing Payment Schemes

    This paper presents a model of competing payment schemes. Unlike previous work on generic twosided markets, the model allows for the fact that in a payment system users on one side of the market (merchants) compete to attract users on the other side (consumers who may use cards for purchases). It analyzes how competition between card associations and between merchants affects the choice of interchange fees, and thus the structure of fees charged to cardholders and merchants. Implications for other two-sided markets are discussed.

    Planets in Spin-Orbit Misalignment and the Search for Stellar Companions

    The discovery of giant planets orbiting close to their host stars was one of the most unexpected results of early exoplanetary science. Astronomers have since found that a significant fraction of these 'Hot Jupiters' move on orbits substantially misaligned with the rotation axis of their host star. We recently reported the measurement of the spin-orbit misalignment for WASP-79b by using data from the 3.9 m Anglo-Australian Telescope. Contemporary models of planetary formation produce planets on nearly coplanar orbits with respect to their host star's equator. We discuss the mechanisms which could drive planets into spin-orbit misalignment. The most commonly proposed being the Kozai mechanism, which requires the presence of a distant, massive companion to the star-planet system. We therefore describe a volume-limited direct-imaging survey of Hot Jupiter systems with measured spin-orbit angles, to search for the presence of stellar companions and test the Kozai hypothesis.Comment: Accepted for publication in the peer-reviewed proceedings of the 13th annual Australian Space Science Conferenc

    Evaluating the robustness of an active network management function in an operational environment

    This paper presents the integration process of a distribution network Active Network Management (ANM) function within an operational environment in the form of a Micro-Grid Laboratory. This enables emulation of a real power network and enables investigation into the effects of data uncertainty on an online and automatic ANM algorithm's control decisions. The algorithm implemented within the operational environment is a Power Flow Management (PFM) approach based around the Constraint Satisfaction Problem (CSP). This paper show the impact of increasing uncertainty, in the input data available for an ANM scheme in terms of the variation in control actions. The inclusion of a State Estimator (SE), with known tolerances is shown to improve the ANM performance

    WISE J163940.83-684738.6: A Y Dwarf identified by Methane Imaging

    We have used methane imaging techniques to identify the near-infrared counterpart of the bright WISE source WISEJ163940.83-684738.6. The large proper motion of this source (around 3.0arcsec/yr) has moved it, since its original WISE identification, very close to a much brighter background star -- it currently lies within 1.5" of the J=14.90+-0.04 star 2MASS16394085-6847446. Observations in good seeing conditions using methane sensitive filters in the near-infrared J-band with the FourStar instrument on the Magellan 6.5m Baade telescope, however, have enabled us to detect a near-infrared counterpart. We have defined a photometric system for use with the FourStar J2 and J3 filters, and this photometry indicates strong methane absorption, which unequivocally identifies it as the source of the WISE flux. Using these imaging observations we were then able to steer this object down the slit of the FIRE spectrograph on a night of 0.6" seeing, and so obtain near-infrared spectroscopy confirming a Y0-Y0.5 spectral type. This is in line with the object's near-infrared-to-WISE J3--W2 colour. Preliminary astrometry using both WISE and FourStar data indicates a distance of 5.0+-0.5pc and a substantial tangential velocity of 73+-8km/s. WISEJ163940.83-684738.6 is the brightest confirmed Y dwarf in the WISE W2 passband and its distance measurement places it amongst the lowest luminosity sources detected to date.Comment: Accepted for publication in The Astrophysical Journal, 20 September 201

    Rainfall-Linked Megafires as Innate Fire Regime Elements in Arid Australian Spinifex (Triodia spp.) Grasslands

    Large, high-severity wildfires, or “megafires,” occur periodically in arid Australian spinifex (Triodia spp.) grasslands after high rainfall periods that trigger fuel accumulation. Proponents of the patch-burn mosaic (PBM) hypothesis suggest that these fires are unprecedented in the modern era and were formerly constrained by Aboriginal patch burning that kept landscape fuel levels low. This assumption deserves scrutiny, as evidence from fire-prone systems globally indicates that weather factors are the primary determinant behind megafire incidence, and that fuel management does not mitigate such fires during periods of climatic extreme. We reviewed explorer’s diaries, anthropologist’s reports, and remotely sensed data from the Australian Western Desert for evidence of large rainfall-linked fires during the pre-contact period when traditional Aboriginal patch burning was still being practiced. We used only observations that contained empiric estimates of fire sizes. Concurrently, we employed remote rainfall data and the Oceanic Niño Index to relate fire size to likely seasonal conditions at the time the observations were made. Numerous records were found of small fires during periods of average and below-average rainfall conditions, but no evidence of large-scale fires during these times. By contrast, there was strong evidence of large-scale wildfires during a high-rainfall period in the early 1870s, some of which are estimated to have burnt areas up to 700,000 ha. Our literature review also identified several Western Desert Aboriginal mythologies that refer to large-scale conflagrations. As oral traditions sometimes corroborate historic events, these myths may add further evidence that large fires are an inherent feature of spinifex grassland fire regimes. Overall, the results suggest that, contrary to predictions of the PBM hypothesis, traditional Aboriginal burning did not modulate spinifex fire size during periods of extreme-high arid zone rainfall. The mechanism behind this is that plant assemblages in seral spinifex vegetation comprise highly flammable non-spinifex tussock grasses that rapidly accumulate high fuel loads under favorable precipitation conditions. Our finding that fuel management does not prevent megafires under extreme conditions in arid Australia has parallels with the primacy of climatic factors as drivers of megafires in the forests of temperate AustraliaS

    Applying cusum-based methods for the detection of outbreaks of Ross River virus disease in Western Australia

    <p>Abstract</p> <p>Background</p> <p>The automated monitoring of routinely collected disease surveillance data has the potential to ensure that important changes in disease incidence are promptly recognised. However, few studies have established whether the signals produced by automated monitoring methods correspond with events considered by epidemiologists to be of public health importance. This study investigates the correspondence between retrospective epidemiological evaluation of notifications of Ross River virus (RRv) disease in Western Australia, and the signals produced by two cumulative sum (cusum)-based automated monitoring methods.</p> <p>Methods</p> <p>RRv disease case notification data between 1991 and 2004 were assessed retrospectively by two experienced epidemiologists, and the timing of identified outbreaks was compared with signals generated from two different types of cusum-based automated monitoring algorithms; the three Early Aberration Reporting System (EARS) cusum algorithms (C1, C2 and C3), and a negative binomial cusum.</p> <p>Results</p> <p>We found the negative binomial cusum to have a significantly greater area under the receiver operator characteristic curve when compared with the EARS algorithms, suggesting that the negative binomial cusum has a greater level of agreement with epidemiological opinion than the EARS algorithms with respect to the existence of outbreaks of RRv disease, particularly at low false alarm rates. However, the performance of individual EARS and negative binomial cusum algorithms were not significantly different when timeliness was also incorporated into the area under the curve analyses.</p> <p>Conclusion</p> <p>Our retrospective analysis of historical data suggests that, compared with the EARS algorithms, the negative binomial cusum provides greater sensitivity for the detection of outbreaks of RRv disease at low false alarm levels, and decreased timeliness early in the outbreak period. Prospective studies are required to investigate the potential usefulness of these algorithms in practice.</p

    Market segments based on the dominant movement patterns of tourists

    This paper presents an innovative method for tourist market segmentation-based on dominant movement patterns of tourists; that is, the travel sequences or patterns used by tourists most frequently. There were three steps to achieve this goal. In the first step, general log-linear models were adopted to identify the dominant movement patterns, while the second step was to discover the characteristics of the groups of tourists who travelled with these patterns. The Expectation–Maximisation algorithm was then used to partition tourist segments in terms of socio-demographic and travel behavioural variables. The third step was to select target markets based upon the earlier analysis. These methods were applied to a sample of tourists, over the period of a week, on Phillip Island, Victoria, Australia. A significant outcome of this research is that it will assist tourism organisations to identify tourism market segments and develop better tour packages and more efficient marketing strategies aligned to the characteristics of the tourists

    Stathmin is required for stability of the drosophila neuromuscular junction

    Synaptic connections can be stably maintained for prolonged periods, yet can be rapidly disassembled during the developmental refinement of neural circuitry and following cytological insults that lead to neurodegeneration. To date, the molecular mechanisms that determine whether a synapse will persist versus being remodeled or eliminated remain poorly understood. Mutations in Drosophila stathmin were isolated in two independent genetic screens that sought mutations leading to impaired synapse stability at the Drosophila neuromuscular junction (NMJ). Here we demonstrate that Stathmin, a protein that associates with microtubules and can function as a point of signaling integration, is necessary to maintain the stability of the Drosophila NMJ. We show that Stathmin protein is widely distributed within motoneurons and that loss of Stathmin causes impaired NMJ growth and stability. In addition, we show that stathmin mutants display evidence of defective axonal transport, a common feature associated with neuronal degeneration and altered synapse stability. The disassembly of the NMJ in stathmin includes a predictable sequence of cytological events, suggesting that a common program of synapse disassembly is induced following the loss of Stathmin protein. These data define a required function for Stathmin during synapse maintenance in a model system in which there is only a single stathmin gene, enabling future genetic investigation of Stathmin function with potential relevance to the cause and progression of neuromuscular degenerative disease

    The Aflatoxin QuicktestTM—A Practical Tool for Ensuring Safety in Agricultural Produce

    Contamination of corn, peanuts, milk and dairy products with aflatoxins is a worldwide problem, particularly in subtropical regions where the climatic conditions are ideal for the growth of Aspergillus flavus, the fungi that produces these toxins. Developing countries have major difficulties in marketing these products abroad due to the stringent international regulations concerning this carcinogenic toxin. Adding to the problem is the analytical cost involved in monitoring the produce, which require sophisticated instrumentation and qualified personnel, neither of which are available for field testing. The development of a rapid Aflatoxin Quicktest™ provides an effective, reliable and cheaper option for screening levels of aflatoxin above the regulatory thresholds in such produce. The test consists of a lateral flow device (LFD) coated with antibodies specific to aflatoxin B1, although it detects other aflatoxins (i.e. G and M) with high cross-reactivity. Its high sensitivity allows analysis of these toxins in the range 2–40 μg/kg of sample in 15 minutes, plus the time for extraction, which varies among different products. Quantification of the test results is done using a Quick Reader, by comparing the readings of individual tests against a standard curve of the analytes in the same manner as it is done with any other analytical equipment. A validation study was carried out using peanuts from Australia and peanuts and corn from Timor-Leste to assess the performance of the Aflatoxin Quicktest™. Results obtained with the LFD showed a good correlation with the standard analytical measurements by HPLC-fluorescence (r2 above 0.90 for all cases), indicating the Aflatoxin Quicktest™ is capable of measuring levels of aflatoxins accurately and reliably. Given their ease of use, low cost and fast processing time, the Aflatoxin Quicktest™ can be used for screening agricultural produce in countries that cannot afford the costly alternative of using specialised personnel and equipment
