The More Rural the Less Educated? An Analysis of National Policy Strategies for Enhancing Young Adults' Participation in Formal and Informal Training in European Rural Areas
Young adults in rural areas in many cases have limited educational opportunities. To obtain higher educational qualifications, rural youth often travel long distances. Therefore, many rural youths choose the “shorter” route and complete vocational training closer to home or drop out of their education prematurely. Against this background, this study examines the education policies of European countries and explores the extent to which these problems are addressed within their policy framework and what measures are taken to improve the situation. Using a unique dataset of policies of 31 European countries for the period 2010 to 2020, we examine more than 500 national and subnational policies that address formal and informal education and training. The results show that despite the sometimes high number of rural youths not in education, employment, or training (NEETs) and high early-school-leaving rates, only some countries have developed a respective policy strategy. The analysis presents the different measures implemented in the countries and furthermore shows that a high problem pressure in a country is not necessarily accompanied by a consideration in policy. Prospectively, there is a need for new policies that understand the multidimensionality of the issue and significantly improve the situation of rural youth
Thermalization of quantum systems by finite baths
We consider a discrete quantum system coupled to a finite bath, which may
consist of only one particle, in contrast to the standard baths which usually
consist of continua of oscillators, spins, etc. We find that such finite baths
may nevertheless equilibrate the system though not necessarily in the way
predicted by standard open system techniques. This behavior results regardless

CERTIFICATION OF THE MASS FRACTION OF PERFLUORALKYL SUBSTANCES (PFASs) IN FISH TISSUE (PIKE-PERCH): IRMM-427
This report describes the production of IRMM-427, a fish material certified for the mass fraction of perfluoroalkyl substances (PFASs). The material was produced following ISO Guide 34:2009.
The starting material for the CRM is naturally contaminated pike-perch fillets originating from the rivers Nieuwe Merwede and Amer in the Netherlands. After converting the tissue into a paste, the material was sterilized by autoclavation at 120 °C and the jars stored at 18 °C. Between-unit homogeneity was quantified and stability during dispatch and storage were assessed in accordance with ISO Guide 35:2006. Within-unit homogeneity was quantified to determine the minimum sample intake.
The material was characterised by an intercomparison among laboratories of demonstrated competence and in most cases adhering to ISO/IEC 17025:2005. Technically invalid results were removed but no outlier was eliminated on statistical grounds only.
Uncertainties of the certified values were estimated in compliance with the Guide to the Expression of Uncertainty in Measurement (GUM) and include uncertainties related to possible inhomogeneity, instability and characterisation.
The material is intended for the quality control and assessment of method performance. As any reference material, it can also be used for control charts or validation studies. Glycinergic Transmission in the Mammalian Retina
Glycine and γ-aminobutyric acid (GABA) are the major inhibitory neurotransmitters in the retina. Approximately half of the amacrine cells release glycine at their synapses with bipolar, other amacrine, and ganglion cells. Glycinergic amacrine cells are small-field amacrine cells with vertically oriented dendrites and comprise more than 10 different morphological types. The retinal distributions of glycine receptor (GlyR) α1, α2, α3 and α4 subtypes have been mapped with subunit-specific antibodies. GlyRs were clustered at postsynaptic hot spots which showed selective distributions for the different subunits. As a rule, only one α subunit was expressed at a given postsynaptic site. The kinetic properties of GlyRs were measured by recording spontaneous inhibitory postsynaptic currents (sIPSCs) from identified retinal neurons in wild-type, Glra1spd-ot, Glra2 and Glra3 knockout mice. From observed differences of sIPSCs in wild-type and mutant mice, the cell-type specific subunit composition of GlyRs could be defined. OFF-cone bipolar cells and A-type ganglion cells receive prominent glycinergic input with fast kinetics that is mainly mediated by α1β GlyRs (decay time constant τ ∼ 5 ms). By contrast, AII amacrine cells express α3β GlyRs with medium fast kinetics (τ ∼ 11 ms). Narrow-field (NF) and wide-field amacrine cells contain predominantly α2β GlyRs with slow kinetics (τ ∼ 27 ms). Lastly, ON-starburst, narrow-field and wide-field amacrine cells in Glra2 knockout mice express α4β GlyRs with very slow kinetics (τ ∼ 70 ms)
The certification of the mass concentration of perfluoroalkyl substances (PFASs) in water: IRMM-428
This report describes the production of IRMM-428, a water material certified for the mass fraction of perfluoroalkyl substances (PFASs). The material was produced following ISO Guide 34:2009.
The starting material for the CRM is tap drinking water, collected in Nieuwegein, the Netherlands. The material was spiked with a mixture of PFASs, bottled and sterilised by gamma irradiation, before storage at -20 ºC .
Between unit-homogeneity was quantified and stability during dispatch and storage were assessed in accordance with ISO Guide 35:2006. Within-unit homogeneity was quantified to determine the minimum sample intake.
The material was characterised by an intercomparison among laboratories of demonstrated competence and in most cases adhering to ISO/IEC 17025. Technically invalid results were removed but no outlier was eliminated on statistical grounds only.
