Marktkonstitution und Regulierung der unabhängigen Film- und Fernsehproduktion: Staat, Verbände und Gewerkschaften im deutsch-britischen Vergleich

"In einem internationalen Vergleich von Deutschland und Großbritannien wird untersucht, welche Beiträge die staatliche Politik und die Wirtschafts- und Sozialpartner (Wirtschafts- und Arbeitgeberverbände sowie Gewerkschaften) zur Förderung der unabhängigen Film- und Fernsehproduktion leisten. Es wird gezeigt, dass die britische Medienpolitik die Position der unabhängigen Film- und Fernsehproduktion gegenüber den Fernsehsendern gestärkt hat. In Deutschland hat die Medienpolitik darauf verzichtet, der unabhängigen Film- und Fernsehproduktion durch regulative Markteingriffe den Rücken zu stärken. Zudem sind die deutschen Verbände und Gewerkschaften nicht so wie in Großbritannien in die Umsetzung der staatlichen Medienpolitik einbezogen. Diese Unterschiede in der staatlichen Medienpolitik können erklären, warum die Verbände und Gewerkschaften in Großbritannien mehr für die unabhängige Film- und Fernsehproduktion leisten können als in Deutschland." (Autorenreferat)"This article examines the contributions of the state as well as of 'economic and social partners' (business/ employer associations and unions) to support the independent TV and film production on the basis of an international comparison of Germany and Great Britain. The British State has improved the position of the independent TV and film production sector by its media policy. In Germany, by contrast, the state has abstained from strengthening the independent TV and film production sector by regulative means. In addition, German associations and unions are not part of the negotiation and implementation process of media policy to the same extent as they are in Great Britain. These differences in national media policy may explain the finding that the associations and unions in Great Britain are in a better position to support the independent TV and film production sector in a more effective way." Farewell, welfare state – hello, welfare regions? Chances and constraints of welfare management in the German federal system

The German welfare state is in crisis. Alarming long-term demographic trends, the still not fully digested consequences of German unification and the current economic downturn in much of the Eurozone have combined to create an urgent need for welfare reform. Yet the constitutional arrangements which govern the German political system, and well-entrenched political practice, mean that any such reform process is a daunting challenge. Thus, the welfare crisis is also a crisis of German-style co-operative federalism. Current empirical evidence makes for uncomfortable reading, and triggers debate on the nature of the German federation: have the two constitutional principles of federalism and establishing equal living conditions throughout the federation become mutually exclusive? However, as much of the welfare state is centred on the best utilisation of scarce financial resources, it is debatable to what extent alterations in the functional distribution of welfare responsibilities among the territorial levels of government can be regarded as a solution for the current problems. The article concludes that in the search for long-term sustainability of the welfare state the territorial dimension is likely to remain a secondary issue

Private Regierungen in der Techniksteuerung: Eine sozialwissenschaftliche Analyse der technischen Normung

Vielen gilt die Mitwirkung privater Organisationen an der technischen Normung als ein Paradebeispiel möglicher Staatsentlastung. Andere äußern erhebliche Vorbehalte an der öffentlichen Effektivität und Legitimität solcher "privaten Regierungen". Die Sudie untersucht das verbandliche System technischer Normung in Deutschland und in Europa aus einem steuerungs- und demokratietheoretischen Blickwinkel. Besonderes Augenmerk findet die prozedurale Steuerung der technischen Normung durch staatliche und suprastaatliche Akteure. Diese Interventionen in die verbandlichen Arrangements erzeugen im Verhältnis von staatlicher und verbandlicher Regulierung eine neue Qualität, der die herkömmliche Kritik korporatistischer Arrangements nicht mehr gerecht wird
