LAND MARKET: REALITIES OF UKRAINE AND EXPERIENCE OF POLAND
Agricultural lands are an indispensable resource for ensuring food security in Ukraine. Ukraine
is on the path of reforming land relations and forming a market for agricultural land. Since Poland is
close to Ukraine in terms of climatic conditions and land use, its experience had been taken into account.
The purpose of the article is to form the process of the agricultural land market in Ukraine based on the
experience of Poland. To study the research problems, comparative methods of research and observation
have been used, as well as methods of synthesis, analysis and abstract logical approaches to the search,
justification and determination of periods of development of land relations in Ukraine and Poland. The
article discusses the approaches of scientists to determining the essence of the “land market”, outlines the
conditions for the development of the land market in European countries (Holland, Switzerland, Austria,
Germany, Great Britain, Scotland, Spain, Poland, Bulgaria, Romania, Croatia, and Estonia). The periods
of development of the land market in Poland and Ukraine have been highlighted. An analytical assessment
of the market for the purchase and sale of agricultural land in the regions of Ukraine has been carried out (indicating the number of transactions completed and the total area of land plots). Comparative information
on the cost of land in the European Union countries has been provided.
The authors’ vision of the process of forming the agricultural land market in Ukraine is
summarized, highlighting: I - Legal regulation; II - The step-by-step process of implementing the reform
in accordance with the legislative framework, features of the implementation of land reform under
martial law; III - Implementation of the land market using a transparent system through the Application
(Unified portal of public services) Action; VI – State control over available agricultural lands and their
legal structure; V – Conducting an expert assessment of land plots and/or determining their regulatory
assessment; VI – State control over available agricultural lands and their legal structure; VII - Constant
monitoring of the functional use of agricultural land
Effect of benzoyl taurine dipotassium salt on coagulation, hemostasis and vascular activity in the microvasculature of the brain in violation of cerebral circulation
Cerebral circulation disorders (CCD) are one of the most common causes of mortality and disability in the population. Improving the microcirculation of brain tissue is one of the main directions in the treatment and prevention of CCD.Aim of the study was to evaluate the effect of a new derivative of hydroxybenzoic (salicylic) acid on neurological deficit, hemostasis and functional state of arterial pial vessels in the study of prostacyclin-synthetic activity and evaluation of NOmediated endothelial dysfunction in rats under experimental CCD conditions. Material and methods. The experiment was carried out on 50 Wistar rats, which were simulated for CCD by occlusion of common carotid arteries. Within 7 days after the operation, the animals received treatment according to the group: saline, C-60 (N-(3-hydroxybenzoyl)taurine dipotassium salt) and acetylsalicylic acid. After treatment, the activity of the prostacyclin-synthetic system was assessed by the reaction of pial vessels to indomethacin, endothelial dysfunction was estimated by tests with acetylcholine and L-NAME. The parameters of plasma and platelet hemostasis were also studied, and behavioral tests (open field, adhesion test, rotarod, Morris water maze, passive avoidance task) were used to assess neurological deficits in animals. Results. When studying the level of neurological deficit in animals with brain ischemia after a course of administration of the test compound, it was noted that in the treated groups, compared with the control group, there was a significant increase in motor and exploratory activity, improvement in sensory-motor function and coordination of movements (p < 0.05). Also, in the group treated with the salicylic acid derivative, normalization of the parameters of platelet and plasma hemostasis, improvement of the functional state of the vascular endothelium was observed. According to the results of assessing the prostacyclin-synthesizing activity of the endothelium of the cerebral vessels, it follows that the test compound inhibits cyclooxygenase at a level comparable with effect of acetylsalicylic acid. Conclusions. A new derivative of salicylic acid, the dipotassium salt of N-(3-hydroxybenzoyl)taurine, reduces the severity of neurological deficit, improves hemostasis parameters and the functional state of cerebral vessels in rats with brain ischemia in the experiment

Financial support of passenger transportation in the regional road transport system of Ukraine
The article considers the forming resource elements of financial support of passenger transportation in the regional road transport system of the state, taking into account the impact on their structure of interdependent basic parameters of financial flows of public-private partnership. A methodological approach to assessing the formative resource elements of financial support for passenger transport in the region, which is based on the concept of developing the financial potential of the road transport industry, which determines the interaction of various factors under the general financial mechanism and aims at ensuring target parameters of profitable activities is developed. The mechanism of redistribution of own and credit resources between separate objects of the regional road transport system is substantiated, as it is a vector of integration direction of movement of the financial streams arising between the road transport enterprises in the sphere of passenger transportations. Changes in the basic parameters of financial flows of road transport enterprises in the cycle of financial support of passenger traffic in the region have been formalized. The analysis of the species structure of the road transport system and the volume of passenger turnover of Ukraine is carried out. The conditions of redistribution of financial resources by the State Road Fund of Ukraine between the regions and the share of implemented public-private partnership projects in the field of road transport of the country are determined. The scenario of the optimal market value of road transport enterprises in the cycle of financial support of passenger transport of the region is offered
