    Genetics and insurance in the United Kingdom 1995-2010: the rise and fall of scientific discrimination

    Around the millennium there was extensive debate in the United Kingdom of the possible use of predictive genetic tests by insurance companies. Many insurance experts, geneticists and public policymakers appeared to believe that genetic test results would soon become widely used by the insurance industry. This expectation has not been borne out. This article outlines the history of exaggerated perceptions of the significance of genetic test results to insurance, with particular reference to the United Kingdom, suggesting reasons why they arose and also why they have declined. The article concludes with some speculation about how policy on genetics and insurance might develop in future

    Expanded operational capabilities of the Langley Mach 7 Scramjet test facility

    An experimental research program conducted to expand the operational capabilities of the NASA Langley Mach 7 Scramjet Test Facility is described. Previous scramjet testing in this facility was limited to a single simulated flight condition of Mach 6.9 at an altitude of 115,300 ft. The arc heater research demonstrates the potential of the facility for scramjet testing at simulated flight conditions from Mach 4 (at altitudes from 77,000 to 114,000 ft) to Mach 7 (at latitudes from 108,000 to 149,000 ft). Arc heater electrical characteristics, operational problems, measurements of nitrogen oxide contaminants, and total-temperature profiles are discussed

    Whistleblowing and power: a network perspective

    This article presents a network perspective on whistleblowing. It considers how whistleblowing affects, and is affected by, the preexisting distribution of power inside and outside an organization, where power is conceptualized as deriving from the network positions of the key actors. The article also highlights four characteristic features of whistleblowing: third‐party detriment, local subversion, appeal to central or external power, and reasonable expectation of concern. The feature of local subversion succinctly explains why whistleblowing is difficult. The feature of appeal to central or external power highlights that contrary to the perception of a democratizing phenomenon, whistleblowing tends to redistribute discretion away from local power toward more central power. This suggests a need for caution about institutional measures to promote whistleblowing in contexts where governance is already highly centralized

    Insurance loss coverage and social welfare

    Restrictions on insurance risk classification may induce adverse selection, which is usually perceived as a bad outcome, both for insurers and for society. However, a social benefit of modest adverse selection is that it can lead to an increase in `loss coverage', defined as expected losses compensated by insurance for the whole population. We reconcile the concept of loss coverage to a utilitarian concept of social welfare commonly found in economic literature on risk classification. For iso-elastic insurance demand, ranking risk classification schemes by (observable) loss coverage always gives the same ordering as ranking by (unobservable) social welfare

    Insurance loss coverage under restricted risk classification: The case of iso-elastic demand

    This paper investigates equilibrium in an insurance market where risk classification is restricted. Insurance demand is characterised by an iso-elastic function with a single elasticity parameter. We characterise the equilibrium by three quantities: equilibrium premium; level of adverse selection (in the economist’s sense); and “loss coverage”, defined as the expected population losses compensated by insurance. We consider both equal elasticities for high and low risk-groups, and then different elasticities. In the equal elasticities case, adverse selection is always higher under pooling than under risk-differentiated premiums, while loss coverage first increases and then decreases with demand elasticity. We argue that loss coverage represents the efficacy of insurance for the whole population; and therefore that if demand elasticity is sufficiently low, adverse selection is not always a bad thing

    Cell-Cell Death Communication by Signals Passing Through Non-Aqueous Environments: A Reply

    The effects of the emission of low intensity light from cells and organelles, known as biophotons, or ultraweak photon emission, are not well understood and subject to debate. Potapovich & Kostyuk recently proposed that the induction of oxidative stress generates non-chemical death signals which can induce cell death in neighbouring, chemically isolated cells (termed detector cells). Given the significance of these results, here we attempt to replicate their findings. We found treatment of “inductor cells” with duroquinone dissolved in ethanol does indeed induce significant cell death in neighbouring “detector” cells relative to distant control cells (64.53% ± 14.42 vs 99.72% ± 6.09 cell viability), closely reproducing their original results. However, this was no longer true if the induction drug was dissolved in a less volatile solvent, suggesting that their original findings may have been a result of volatile solvent-based transmission as opposed to light-based non-chemical signalling

    REFGEN and TREENAMER: Automated Sequence Data Handling for Phylogenetic Analysis in the Genomic Era

    The phylogenetic analysis of nucleotide sequences and increasingly that of amino acid sequences is used to address a number of biological questions. Access to extensive datasets, including numerous genome projects, means that standard phylogenetic analyses can include many hundreds of sequences. Unfortunately, most phylogenetic analysis programs do not tolerate the sequence naming conventions of genome databases. Managing large numbers of sequences and standardizing sequence labels for use in phylogenetic analysis programs can be a time consuming and laborious task. Here we report the availability of an online resource for the management of gene sequences recovered from public access genome databases such as GenBank. These web utilities include the facility for renaming every sequence in a FASTA alignment file, with each sequence label derived from a user-defined combination of the species name and/or database accession number. This facility enables the user to keep track of the branching order of the sequences/taxa during multiple tree calculations and re-optimisations. Post phylogenetic analysis, these webpages can then be used to rename every label in the subsequent tree files (with a user-defined combination of species name and/or database accession number). Together these programs drastically reduce the time required for managing sequence alignments and labelling phylogenetic figures. Additional features of our platform include the automatic removal of identical accession numbers (recorded in the report file) and generation of species and accession number lists for use in supplementary materials or figure legends

    Galactic Archaeology with TESS: Prospects for Testing the Star Formation History in the Solar Neighbourhood

    A period of quenching between the formation of the thick and thin disks of the Milky Way has been recently proposed to explain the observed age-[{\alpha}/Fe] distribution of stars in the solar neighbourhood. However, robust constraints on stellar ages are currently available for only a limited number of stars. The all-sky survey TESS (Transiting Exoplanet Survey Satellite) will observe the brightest stars in the sky and thus can be used to investigate the age distributions of stars in these components of the Galaxy via asteroseismology, where previously this has been difficult using other techniques. The aim of this preliminary study was to determine whether TESS will be able to provide evidence for quenching periods during the star formation history of the Milky Way. Using a population synthesis code, we produced populations based on various stellar formation history models and limited the analysis to red-giant-branch stars. We investigated the mass-Galactic-disk-height distributions, where stellar mass was used as an age proxy, to test for whether periods of quenching can be observed by TESS. We found that even with the addition of 15% noise to the inferred masses, it will be possible for TESS to find evidence for/against quenching periods suggested in the literature (e.g. between 7 and 9 Gyr ago), therefore providing stringent constraints on the formation and evolution of the Milky Way.Comment: 4 pages, 3 figures, proceedings of "Seismology of the Sun and the Distant Stars 2016", Mario J.     Valuation of no-negative-equity guarantees with a lower reflecting barrier

    If the general level of house prices falls a long way, policymakers may introduce new policies which seek to support prices. This paper considers the effect of such interventions on the valuation of no-negative-equity guarantees (NNEG) in equity release mortgages. I model interventions by a reflecting barrier expressed as a fraction of the current level of house prices. Reflection at the barrier is instantaneous, so the no-arbitrage property is preserved, and hence risk-neutral valuation of NNEG is possible. The reflecting barrier can alternatively be justified as a representation of the different economic nature of the underlying housing (and particularly freehold land) assets in NNEG valuations, compared with the underlying equity assets in many other option valuations

    This paper seeks to identify the characteristic values implicit in contemporary actuarial thought and practice. ‘Values’ is used here to mean fundamental concepts which we use, largely intuitively, to guide our patterns of thought and behaviour. We consider to what extent these values are characteristic simply because actuarial work attracts individuals who already subscribe to them, and to what extent these values may be inculcated by actuarial training. We then consider whether the characteristic values we have identified are congruent with the changing values of wider society, and whether they are likely to be conducive to the continuing success of the profession in the 21st century
