    Safety Performance of Airborne Separation: Preliminary Baseline Testing

    The Safety Performance of Airborne Separation (SPAS) study is a suite of Monte Carlo simulation experiments designed to analyze and quantify safety behavior of airborne separation. This paper presents results of preliminary baseline testing. The preliminary baseline scenario is designed to be very challenging, consisting of randomized routes in generic high-density airspace in which all aircraft are constrained to the same flight level. Sustained traffic density is varied from approximately 3 to 15 aircraft per 10,000 square miles, approximating up to about 5 times today s traffic density in a typical sector. Research at high traffic densities and at multiple flight levels are planned within the next two years. Basic safety metrics for aircraft separation are collected and analyzed. During the progression of experiments, various errors, uncertainties, delays, and other variables potentially impacting system safety will be incrementally introduced to analyze the effect on safety of the individual factors as well as their interaction and collective effect. In this paper we report the results of the first experiment that addresses the preliminary baseline condition tested over a range of traffic densities. Early results at five times the typical traffic density in today s NAS indicate that, under the assumptions of this study, airborne separation can be safely performed. In addition, we report on initial observations from an exploration of four additional factors tested at a single traffic density: broadcast surveillance signal interference, extent of intent sharing, pilot delay, and wind prediction error

    The ability to conduct concurrent, multiple aircraft operations in poor weather, at virtually any airport, offers an important opportunity for a significant increase in the rate of flight operations, a major improvement in passenger convenience, and the potential to foster growth of charter operations at small airports. The Small Aircraft Transportation System, (SATS) Higher Volume Operations (HVO) concept is designed to increase traffic flow at any of the 3400 nonradar, non-towered airports in the United States where operations are currently restricted to one-in/one-out procedural separation during Instrument Meteorological Conditions (IMC). The concept's key feature is pilots maintain their own separation from other aircraft using procedures, aircraft flight data sent via air-to-air datalink, cockpit displays, and on-board software. This is done within the Self-Controlled Area (SCA), an area of flight operations established during poor visibility or low ceilings around an airport without Air Traffic Control (ATC) services. The research described in this paper expands the HVO concept to include most off-nominal situations that could be expected to occur in a future SATS environment. The situations were categorized into routine off-nominal operations, procedural deviations, equipment malfunctions, and aircraft emergencies. The combination of normal and off-nominal HVO procedures provides evidence for an operational concept that is safe, requires little ground infrastructure, and enables concurrent flight operations in poor weather

    Functional Allocation with Airborne Self-Separation Evaluated in a Piloted Simulation

    A human-in-the-loop simulation experiment was designed and conducted to evaluate an airborne self-separation concept. The activity supports the National Aeronautics and Space Administration s (NASA) research focus on function allocation for separation assurance. The objectives of the experiment were twofold: (1) use experiment design features in common with a companion study of ground-based automated separation assurance to promote comparability, and (2) assess agility of self-separation operations in managing trajectory-changing events in high traffic density, en-route operations with arrival time constraints. This paper describes the experiment and presents initial results associated with subjective workload ratings and group discussion feedback obtained from the experiment s commercial transport pilot participants

    Spinless Two-Band Model in Infinite Dimensions

    A spinless two-band model is studied in infinite dimension limit. Starting from the atomic limit, the formal exact solution of the model is obtained by means a perturbative treatment of the hopping and hybridisation terms. The model is solved in closed form in high dimensions assuming no local spin fluctuations.     Small Aircraft Transportation System, Higher Volume Operations Concept: Off-Nominal Operations

    This document expands the Small Aircraft Transportation System, (SATS) Higher Volume Operations (HVO) concept to include off-nominal conditions. The general philosophy underlying the HVO concept is the establishment of a newly defined area of flight operations called a Self-Controlled Area (SCA). During periods of poor weather, a block of airspace would be established around designated non-towered, non-radar airports. Aircraft flying enroute to a SATS airport would be on a standard instrument flight rules flight clearance with Air Traffic Control providing separation services. Within the SCA, pilots would take responsibility for separation assurance between their aircraft and other similarly equipped aircraft. Previous work developed the procedures for normal HVO operations. This document provides details for off-nominal and emergency procedures for situations that could be expected to occur in a future SCA

    Collaborative Assessment and Survey Administration: A MISO Survey Case Study

    The Managing Information Services Outcomes (MISO) Survey was originally developed in 2005 at Bryn Mawr College in Pennsylvania, USA by staff from a consortium of higher education institutions to assess library and technology services using a single instrument. Since then, the survey has grown and changed under the collaborative management of an all-volunteer team of library and IT professionals from various participating institutions throughout the United States. The survey has been implemented at 171 institutions. This chapter reviews the guiding principles, ongoing partnerships, and the value of working across departments, across campuses, and across cohorts of participating institutions to leverage local expertise, reduce costs, and create a culture of collaboration and assessment.     Scaling relation for determining the critical threshold for continuum percolation of overlapping discs of two sizes

    We study continuum percolation of overlapping circular discs of two sizes. We propose a phenomenological scaling equation for the increase in the effective size of the larger discs due to the presence of the smaller discs. The critical percolation threshold as a function of the ratio of sizes of discs, for different values of the relative areal densities of two discs, can be described in terms of a scaling function of only one variable. The recent accurate Monte Carlo estimates of critical threshold by Quintanilla and Ziff [Phys. Rev. E, 76 051115 (2007)] are in very good agreement with the proposed scaling relation.Comment: 4 pages, 3 figure

    Highly efficient star formation in NGC 5253 possibly from stream-fed accretion

    A local dwarf galaxy, NGC 5253, has a young super star cluster that may provide an example of highly efficient star formation. Here we report the detection and imaging, with the Submillimeter Array, of the J= 3-2 rotational transition of CO at the location of the massive cluster associated with the supernebula. The gas cloud is hot, dense, quiescent, and extremely dusty. Its gas-to-dust ratio is lower than the Galactic value, which we attribute to dust enrichment by Wolf-Rayet stars within the embedded star cluster. Its star formation efficiency exceeds 50%, ten times higher than clouds in the Milky Way: this cloud is a factory of stars and soot. We suggest that high efficiency results from the force-feeding of star formation by a streamer of gas falling into the galaxy.Comment: Accepted to Nature. 15 pages, 5 figures.
