Sulfur Emissions, Abatement Technologies and Related Costs for Europe in the RAINS Model Database
This paper describes the part of the Regional Pollution Information and Simulation (RAINS) model dealing with the potential and costs controlling emissions of sulfur dioxide. The paper describes the selected aggregation level of the emission generating activities and reviews the major options for controlling SO2 emissions. An algorithm for estimating emission control costs is presented. The cost calculation distinguishes 'general'(i.e., valid for all countries) and 'country-specific' parameters in order to capture characteristic technology- and site-specific factors influencing the actual costs of applying a certain measure under a given condition. The methodology is illustrated by two examples for typical control technologies (wet flue gas desulfurization and the use of low-sulfur gas oil). Finally, the method for constructing emission abatement cost curves showing the relationships between the level of remaining emissions and the associated costs is explained.
The general parameters used in the cost calculations are presented in the main body of the report, while all country-specific parameters are contained in a number of appendices. In addition, these country-specific appendices present the energy scenarios as they are currently implemented in the RAINS model, and the resulting cost curves for SO2 control related to these energy scenarios
Nitrogen Oxides Emissions, Abatement Technologies and Related Costs for Europe in the RAINS Model Database
This paper describes the module of the Regional Air Pollution Information and Simulation (RAINS) model dealing with the potential and costs for controlling emissions of nitrogen oxides. The paper discusses the selected aggregation level of the emission generating activities and reviews the major options for controlling NOx emissions. Algorithms for estimating emission control costs for stationary and mobile sources are presented. The cost calculation distinguishes 'general' (i.e., valid for all countries) and 'country-specific' parameters in order to capture characteristic technology- and site-specific factors influencing the actual costs of applying a certain measure under a given condition. The methodology is illustrated by two examples for typical control technologies (combustion modification together with selective catalytic reduction for power plant boilers and catalytic converters for cars). Finally, the method for constructing emission batement cost curves showing the relationships between the level of remaining emissions and the associated cost is explained.

Executive Summary of Propulsion on the Orion Abort Flight-Test Vehicles
The National Aeronautics and Space Administration Orion Flight Test Office was tasked with conducting a series of flight tests in several launch abort scenarios to certify that the Orion Launch Abort System is capable of delivering astronauts aboard the Orion Crew Module to a safe environment, away from a failed booster. The first of this series was the Orion Pad Abort 1 Flight-Test Vehicle, which was successfully flown on May 6, 2010 at the White Sands Missile Range in New Mexico. This report provides a brief overview of the three propulsive subsystems used on the Pad Abort 1 Flight-Test Vehicle. An overview of the propulsive systems originally planned for future flight-test vehicles is also provided, which also includes the cold gas Reaction Control System within the Crew Module, and the Peacekeeper first stage rocket motor encased within the Abort Test Booster aeroshell. Although the Constellation program has been cancelled and the operational role of the Orion spacecraft has significantly evolved, lessons learned from Pad Abort 1 and the other flight-test vehicles could certainly contribute to the vehicle architecture of many future human-rated space launch vehicle
Carrying out a multi-model integrated assessment of European energy transition pathways: Challenges and benefits
With the publication of the European Green Deal, the European Union has committed to reaching carbon neutrality by 2050. The envisaged reductions of direct greenhouse gases emissions are seen as technically feasible, but if a wrong path is pursued, significant unintended impacts across borders, sectors, societies and ecosystems may follow. Without the insights gained from an impact assessment framework reaching beyond the techno-economic perspective, the pursuit of direct emission reductions may lead to counterproductive outcomes in the long run. We discuss the opportunities and challenges related to the creation and use of an integrated assessment framework built to inform the European Commission on the path to decarbonisation. The framework is peculiar in that it goes beyond existing ones in its scope, depth and cross-scale coverage, by use of numerous specialised models and case studies. We find challenges of consistency that can be overcome by linking modelling tools iteratively in some cases, harmonising modelling assumptions in others, comparing model outputs in others. We find the highest added value of the framework in additional insights it provides on the technical feasibility of decarbonisation pathways, on vulnerability aspects and on unintended environmental and health impacts on national and sub-national scale.(c) 2022 The Author(s). Ancillary human health benefits of improved air quality resulting from climate change mitigation
<p>Abstract</p> <p>Background</p> <p>Greenhouse gas (GHG) mitigation policies can provide ancillary benefits in terms of short-term improvements in air quality and associated health benefits. Several studies have analyzed the ancillary impacts of GHG policies for a variety of locations, pollutants, and policies. In this paper we review the existing evidence on ancillary health benefits relating to air pollution from various GHG strategies and provide a framework for such analysis.</p> <p>Methods</p> <p>We evaluate techniques used in different stages of such research for estimation of: (1) changes in air pollutant concentrations; (2) avoided adverse health endpoints; and (3) economic valuation of health consequences. The limitations and merits of various methods are examined. Finally, we conclude with recommendations for ancillary benefits analysis and related research gaps in the relevant disciplines.</p> <p>Results</p> <p>We found that to date most assessments have focused their analysis more heavily on one aspect of the framework (e.g., economic analysis). While a wide range of methods was applied to various policies and regions, results from multiple studies provide strong evidence that the short-term public health and economic benefits of ancillary benefits related to GHG mitigation strategies are substantial. Further, results of these analyses are likely to be underestimates because there are a number of important unquantified health and economic endpoints.</p> <p>Conclusion</p> <p>Remaining challenges include integrating the understanding of the relative toxicity of particulate matter by components or sources, developing better estimates of public health and environmental impacts on selected sub-populations, and devising new methods for evaluating heretofore unquantified and non-monetized benefits.</p
Quantifying the Ancillary Benefits of the Representative Concentration Pathways on Air Quality in Europe
This paper presents estimates of the economic benefit of air quality improvements in Europe that occur as a side effect of GHG emission reductions. We consider three climate policy scenarios that reach radiative forcing levels in 2100 of three Representative Concentration Pathways (RCPs). These targets are achieved by introducing a global uniform tax on all GHG emissions in the Integrated Assessment Model WITCH, assuming both full as well as limited technological flexibility. The resulting consumption patterns of fossil fuels are used to estimate the physical impacts and the economic benefits of pollution reductions on human health and on key assets by implementing the most advanced version of the ExternE methodology with its Impact Pathway Analysis. We find that the mitigation scenario compatible with +2°C reduces total pollution costs in Europe by 76%. Discounted ancillary benefits are more than €2.5 trillion between 2015 and 2100. The monetary value of reduced pollution is equal to €22 per abated ton of CO2 in Europe. Less strict climate policy scenarios generate overall smaller, but still considerable, local benefits (14 € or 18 € per abated ton of CO2). Without discounting, the ancillary benefits are in a range of €36 to €50 per ton of CO2 abated. Cumulative ancillary benefits exceed the cumulative additional cost of electricity generation in Europe. Each European country alone would be better off if the mitigation policy was implemented, although the local benefits in absolute terms vary significantly across the countries. We can identify the relative losers and winners of ancillary benefits in Europe. In particular, we find that large European countries contribute to as much as they benefit from ancillary benefits. The scenarios with limited technology flexibility do deliver results that are similar to the full technology flexibility scenario
