Společná zemědělská politika přinesla do venkovského prostoru řadu změn, které se týkají jak agrárního sektoru, tak i rozvoje venkova. Přes problémy a nerovné podmínky, jež českým zemědělcům společná zemědělská politika přinesla predevším, nabízí také možnosti pro rozvoj. Tyto možnosti jsou nastíněny v předkládaném příspěvku, a to konkrétně na příkladu kraje Vysočina.The Common agricultural policy brought into rural areas many changes which impact agrarian sector as well as rural development. Despite problems and unequal conditions for Czech farmers, common agricultural policy brought also opportunities for development. These possibilities – demonstrated on example of Vysocina region – are outlined in following article

Společná zemědělská politika EU jako faktor nebo bariéra rozvoje venkova?

Rozvoj venkova a zemědělství v ČR je po vstupu do EU výrazně ovlivněn Společnou zemědělskou politikou EU. Avizovaná podpora rozvoje venkova však není příliš patrná, nicméně příliv finančních prostředků z evropských fondů je značné - především do zemědělství. Přesto se agrární sektor potýká s řadou problémů. Cílem příspěvku je poukázat na tyto problémy a navrhnout možnosti jejich řešení.Rural and agriculture development in the Czech Republic has been significantly impacted by the Common Agricultural Policy since the EU entrance in 2004. The announced increase support for rural development is not really noticeable, even the flow of finances from funds is considerable. A larger proportion of finances is still directed to support of agricultural activities which is struggling with specific problems. The main actor in rural development after the EU accession should become local action groups but their activities are limited. Moreover the main indicators of activity are not soft projects (community events, establishment of cooperation...) but length of repaired road or sidewalks. Therefore, the aim of the article is to highlight selected problems connected with the Common Agricultural Policy and the paradoxes and barriers brought to rural areas

Development of rural regions - on example of Hrotovicko microregion

Development of rural regions is actual topic in the long term period, which is caused mainly by their extension within the Czech Republic (80 %). Research project of Ministry of Agriculture of the Czech Republic QH 82249 SYNERGY in accession to rural areas development also deals with aspects of rural regions development. The main goal of this project is achieving of synergic action by application of chosen procedures and tools to support higher quality of life in rural areas, development of possibilities of entrepreneurship in agrarian sector and elimination of negative impacts of business on countryside. One of the first activities was realisation of questionnaire survey in the Hrotovicko microregion where activities of involved people and tools of regional development were checked.Rozvoj venkovských regionů je dlouhodobě aktuálním tématem, což je dáno zejména jejich rozsahem v rámci ČR (až 80 %). Aspekty rozvoje venkovských regionů se zabývá víceletý výzkumný projekt Ministerstva zemědělství ČR QH 82249 Synergie v přístupu k rozvoji venkova jež od začátku roku 2008 řeší společnost pro regionální a ekonomické poradenství GaREP, spol. s r.o. Brno. V rámci tohoto projektu jsou plánovány různé aktivity, které by měly vést k naplnění jeho hlavního cíle tzn. vypracování strukturovaných a účelově uspořádaných souborů opatření a nástrojů, které prokazatelně povedou ke zlepšení podmínek pro kvalitní život na venkově, k rozvinutí možností podnikání v agrárním sektoru při zlepšení dopadu hospodářských činností na krajinu a rozvoj diverzifikovaných činností na venkově. Jednou z prvních aktivit byla realizace dotazníkového šetření v mikroregionu Hrotovicko, ve kterém byla ověřena působnost aktérů a nástrojů regionálního rozvoje

Comparison of selected CAP measures in the Czech Republic and Republic of Slovenia

Czech Republic and Republic Slovenia have been already four years members of European Union. Membership in EU requires adopting of European legal order, in agricultural adopting of Common Agricultural Policy (CAP) which brought many changes into both agricultural sectors. This article deals with selected measures of CAP and tries to describe their settings and differences in both countries. Also case study is included – comparison of selected measures in one Czech and one Slovene region and interview with farmers in both countries and their opinions about CAP.Češka republika in Slovenija sta že štiri leta članici Evropske zveze, kar med drugim tudi pomeni, da sta prevzeli evropski pravni red in se prilagodili skupni kmetijski politiki (SKP), ki je v obeh državah prinesla številne spremembe agrarnega sektorja. Izpostavjeni so izbrani ukrepi SKP, njihova vzpostavitev in razlike med državama, za boljšo pojasnitev je bila v raziskavo vključena študija primera v Sloveniji in na Češkem

Vazby a průniky netradičních rozvojových aktivit ve venkovském prostoru

Rozvoj jednotlivých složek venkova je ovlivňován celou řadou aktérů na různých hierarchických úrovních. Úroveň národní a krajská však především stanovují rámec pro rozvoj venkova, konkrétní aktivity jsou záležitostí aktérů na úrovni lokální. Cílem tohoto příspěvku je představit jednotlivé složky venkova, které je mohou ovlivňovat místní aktéři, a zachytit jejich vzájemnou provázanost z hlediska možných rozvojových směrů.Development of segments of rural areas is influenced by many participants on different hierarchical levels. National and regional level set the main frame of rural development; concrete activities are matter of participants on local level. Využití přímých plateb v zemědělství České republiky

Vstup České republiky do EU a přijeté Společné zemědělské politiky vedlo v agrárním sektoru k významným změnám. Jednou ze změn bylo zvýšení objemu finančních prostředků do zemědělství. Z tohoto hlediska jsou nejdůležitějšími platbami přímé/nárokové platby, jež představují jeden ze škály komplexních nástrojů regulace zemědělského trhu. Cílem tohoto příspěveku podat krátký přehled o toku přímých plateb v rámci zemědělství ČR.The entrance of the Czech Republic into European Union and the commitment of the Common Agricultural Policy led to unprecedented changes in agricultural sector. One of the changes was increase of financial sources into agriculture. The most important subsidies are the direct payments that are complex tool of regulation of agrcicultural market. This paper gives a short view on financial flows of direct payments into agriculture in the Czech regions

Agricultural/rural brownfields in the Vysočina region

After 1989 Czechoslovak economics was transformed into free market economy and brought many changes into agricultural sector. One of the changes was fall of volume of agricultural production which caused that many of objects used in agriculture lost their function and were not needed any more. Here begins origin of agricultural/rural brownfields. There was no interest in this problem for a long period, bigger attention to brownfields started in context of the Czech Republic's entrance into EU and with possibility to draw finances for brownfields' regeneration from structural funds of EU. This article deals with the problematic of agricultural/rural brownfields in the Vysocina Region since there were located 44 brownfields of this type and it is important to set up a strategy to solve this problem.Po roce 1989 prošla československá ekonomika transformací, která přinesla mnoho změn i do zemědělského sektoru. Jednou z nich byl i pokles objemu zemědělské produkce, což způsobilo, že mnoho objektů již nebylo dále využíváno. Zde začíná původ zemědělských/venkovských brownfields. Dlouho dobu nebyl zájem o řešení tohoto problému, větší pozornost začala až se vstupem ČR do EU a s možností čerpat finance na regeneraci brownfields ze strukturálních fondů EU. Tento článek se zabývá problematikou zemědělských/venkovských brownfields v kraji Vysočina, kde bylo lokalizováno 44 objektů zmíněného typu, a je zajisté důležité stanovit strategii pro řešení tohoto problému

Outdoor Education in Geography: A Specific Educational Strategy

The publication aims to promote outdoor education as a strong teaching strategy, to describe its links to the school curriculum, and to offer teachers a helping hand in developing the concept of outdoor education. All of this is based on exploring the benefits of outdoor education in teaching and promoting physical activity, which is a natural part of it. The first part of the book analyses how outdoor education is established in the Czech school curriculum, outlining the steps necessary for outdoor education to be implemented, in terms of preparation of both the teachers and pupils. This section also provides recommendations for the development of an outdoor education concept for elementary schools. The second part of the publication is devoted to outdoor education research conducted in cooperation with elementary school teachers, pupils of a model elementary school and their parents, are presented in detail
