    Factors Affecting Employee Commitment in the Workplace: An Analysis

    In today’s organizational settings whether private or government agencies are continuously facing different challenges concerning unrelenting productivity and producing committed workforce. No organization can perform at ultimate levels unless each employee is committed to the organization’s objectives and goals. Therefore, undeniably it is important that the organization understands the concept of employee commitment and its feasible outcome and viable impact. This study explored factors affecting employee commitment in the workplace of private and public higher education institutions. Specifically, it sought to answer the current work-relationship of the employee towards manager, colleagues and the perception on employee commitment in the workplace. In the present study, the models used to explore the work-relationship and commitment is the social exchange theory or norm of reciprocity, and psychological contract. Psychological contract explained individuals’ beliefs about their employment relationship and guide employee beliefs about what they think they are entitled to receive because of real or perceived promises from their employing organization and as we are living in a social world, reciprocity creates a normative bond among people and injects in them the obligation to return, any benefits received by them.     This research explores the entrepreneurial dimension of public universities in the Zamboanga Peninsula Region of the Philippines, focusing on identifying best practices and addressing associated controversies. Utilizing a mixed-methods approach, the findings reveal that several public universities in the region have embraced entrepreneurial practices to enhance their financial sustainability and academic quality. These practices include forging partnerships with the private sector to establish research and innovation centers, developing market-driven academic programs, and engaging in income-generating projects. Consequently, these institutions have experienced increased revenue streams and improved reputations, while simultaneously fostering stronger ties with local industries and addressing socio-economic challenges. However, the study also uncovers controversies related to the entrepreneurial approach. Critics argue that overemphasis on revenue generation may compromise the universities' social mission, resulting in potential conflicts of interest and erosion of academic integrity. Furthermore, concerns about accessibility and affordability of education for marginalized populations have been raised. In conclusion, this study highlights the diverse entrepreneurial practices adopted by public universities in the Zamboanga Peninsula Region, emphasizing the need for balanced approaches that align financial sustainability with social responsibility. The findings contribute to the ongoing discourse on the role of public higher education institutions in the Philippines' development landscape

    This study employs a comprehensive assessment framework to evaluate the readiness of State Universities and Colleges (SUCs) in Zamboanga Peninsula (Region IX), Philippines, for the adoption of algorithmic government. Algorithmic government refers to the utilization of advanced algorithms and data-driven approaches to enhance governance processes and decision-making. Drawing on primary data collected from a sample of SUCs in Zamboanga Peninsula, this study presents empirical evidence on the current state of algorithmic readiness in these institutions. Key indicators of readiness, such as technological infrastructure, data governance policies, human capital capacity, and stakeholder engagement, are assessed through a rigorous evaluation framework. The findings reveal significant variation in the level of readiness among SUCs in the region, highlighting both strengths and areas requiring improvement. Through the identification of key challenges and opportunities, this research contributes to the discourse on algorithmic government in the context of developing countries. The implications of the study's findings extend beyond Zamboanga Peninsula, providing valuable insights for policymakers and administrators seeking to enhance the use of algorithms and data-driven approaches in SUCs.     This research examines the viability of implementing Smart Public Universities (i.e., State Universities and Colleges [SUCs]) in Zamboanga Peninsula (Region IX), Philippines. Utilizing a mixed-methods approach, the study investigates the current technological infrastructure, digital literacy levels, and public opinion regarding the integration of smart technologies in higher education institutions. The research also evaluates the potential benefits and challenges associated with the adoption of smart technologies in public universities, focusing on improved access to education, enhanced learning experiences, and increased institutional efficiency. The results reveal that a majority of respondents possess basic digital literacy skills, while a smaller percentage demonstrate proficiency in utilizing advanced technologies. The findings suggest the need for comprehensive digital skills development programs to bridge the existing gap. Through interviews with university administrators, it was identified that the key benefits of implementing smart technologies include increased student engagement, expanded access to educational resources, and streamlined administrative processes. However, concerns related to infrastructure limitations and data privacy and security were also expressed. Thus, this study provides valuable insights for policymakers, university administrators, and other stakeholders in Zamboanga Peninsula, guiding them in making informed decisions regarding the integration of smart technologies in public universities. The study aims to identify the knowledge gaps and training requirements necessary to enhance the capacity of educational institutions in the region to engage in effective futures thinking practices. Through a rigorous data collection process, including surveys and interviews with key stakeholders, the research gathered empirical evidence on the current state of futures thinking in SUCs. The findings reveal a significant need for capacity-building initiatives in futures thinking methodologies. The study also identified specific areas where SUCs lacked expertise, including scenario planning, trend analysis, and strategic foresight. Additionally, faculty members expressed a desire for more resources and support to integrate futures thinking into their curricula.     Effects of social media addiction on daily work performance of government employees

    This research study examines the effects of social media addiction on the daily work performance of government employees in the Zamboanga Peninsula Region of the Philippines. Drawing upon the sampled government employees, data were collected through surveys and analyzed using statistical techniques. The study investigates the relationship between social media addiction and work performance. Results indicate a significant negative correlation between social media addiction and work performance among government employees in the region (r = -0.45, p < 0.001). The findings suggest that excessive social media use negatively impacts employees' ability to focus on their work tasks, hinders productivity, and diminishes overall job performance. Furthermore, the study reveals that social media addiction is prevalent among government employees in the Zamboanga Peninsula Region, with 70% of respondents reporting moderate to high levels of addiction. These findings have important implications for public administration policies and practices, highlighting the need for interventions to address social media addiction and promote healthier work habits among government employees

    Public service delivery system in State Universities and Colleges: Controversies and best practices across frontline services

    This study examines the public service delivery system in State Universities and Colleges (SUCs) within the Zamboanga Peninsula Region, Philippines. Focusing on frontline services, the study explores the controversies surrounding these institutions while identifying best practices to enhance service quality and efficiency. The research incorporates both quantitative and qualitative data obtained from official reports, institutional documents, and interviews with key stakeholders. The findings reveal several contentious issues impeding optimal public service delivery in the region's SUCs. These include bureaucratic red tape, insufficient funding, inadequate infrastructure, and bureaucratic corruption. It is observed that these challenges have resulted in delayed and unsatisfactory service experiences for the public. On a positive note, the research identifies noteworthy best practices adopted by certain SUCs in the region, leading to improved service delivery. These practices encompass streamlined administrative processes, robust performance evaluation mechanisms, community engagement initiatives, and strategic collaborations with external stakeholders. The findings shed light on the complexities and disparities within the public service delivery system in Zamboanga Peninsula's SUCs, providing valuable insights for policymakers and administrators aiming to enhance frontline services. By implementing the best practices identified in this research, SUCs can overcome controversies and optimize their public service delivery, thereby positively impacting the overall higher education landscape in the region
