    EVALUASI PROGRAM DAFTAR PENILAIAN PERSONEL PERWIRA YANG BERTUGAS DILINGKUNGAN TENTARA NASIONAL INDONESIA ANGKATAN LAUT

    ABSTRAK Penelitian ini berfokus pada evaluasi Daftar Penilaian Personel untuk mengetahui ada tidaknya ketidaksesuaian dan dampak program terhadap perubahan perilaku (behavior) dan hasilnya (result) kepada penurunan pelanggaran Perwira pasca melaksanakan Program Daftar Penilaian Personel Perwira Yang Bertugas Dilingkungan Tentara Nasional Indonesia Angkatan Laut (Dapen Persmil TNI AL). Secara umum, tujuan penelitian ini adalah mendiskripsikan perkembangan perilaku Perwira sebagai Human capital (HC) khususnya pada program penilaian perwira,untuk selanjutnya melakukan evaluasi, memperbaiki, menemukan inovasi evaluasi program baru dengan mengabungkan discrepancy evalution model (DEM) dan Model Evaluasi Kickpatrick (Level 3, Perilaku dan Level 4 Hasil/Dampak) dan menemukan dasboard penilaian yang relevan dengan perkembangan perilaku Perwira. Data yang dikumpulkan menggunakan metode pengamatan, dokumentasi dan wawancara. Hasil penelitian ini adalah (1) Desain, menunjukkan ketidak sesesuaian, landasan hukum Surat Keputusan Nomor: Skep/879/V/2003 karena perlu ditingkatkan sebagai dasar Hukum dan tujuan serta sasaran. (2) Instalasi, menunjukkan ketidak sesesuaian kerjasana, kordinasi dan monitoring/evaluasi kurang efektif, tehknologi terbatas dan kurang pembinaan pengawasan dan belum ada monitoring. (3)Proses, menunjukkan, ketidak sesesuaian dengan faktor pendukung pada pekerjaan administratif serta Waskat sangat terbatas menjadi faktor penghambat yaitu tidak memiliki SOP, tidak kompeten, kurang integritas, terdapat hubungan langsung penilaian dan kurang dalam pendataan. (4) Produk, menunjukkan ketidak sesuaian, yaitu secara internal dan eksternal perilaku pelanggaran tidak menurun (5) Manfaat internal dan eksternal menunjukkan ketidaksesuai proyeksi karier kurang selektif pada perilaku/behavior. (6) Dampak perubahan Perilaku moral setelah mengikuti program yaitu integritas dapat menurunkan pelanggaran, namun kurang mendapat perhatian berakibat pelanggaran tinggi, penggaruh kedekatan atasan penilai menimbulkan bias terlalu lunak dan keras, selanjutnya penggaruh kepada perwira yang di nilai tidak ada perubahan perilaku integritas dan moralitas yang permanent. (7) Hasil dari perubahan perilaku pihak internal menyatakan berhasil, namun dari pihak eskternal tidak berhasil karena jumlah pelanggaran tetap moral tinggi. Novelty peneltian ini, adalah menemukan model evaluasi gabungan DEM dan Kick Patrik, melalui penambahan level Perilaku ( Behavior) dan Level Hasil ( Result), untuk menciptakan (Dasbord) sebagai model Penilaian perkembangan perilaku Perwira. In general, the purpose of this study is to describe the development of behavior of officers as Human capital (HC), especially in the officer appraisal program, to further evaluate, improve, find new program evaluation innovations by combining the discrepancy evaluation model (DEM) and the Kickpatrick Evaluation Model (Level 3). , Behavior and Level 4 Outcomes / Impacts) and find a dashboard of appraisals relevant to the development of the Officer behavior. Data collected using the method of observation, documentation and interviews. The results of this study are (1) Design, showing incompatibility, legal basis for Decree Number: Skep / 879 / V / 2003 because it needs to be improved as a legal basis and objectives and targets. (2) Installation, shows the mismatch of work, coordination and monitoring / evaluation is ineffective, limited technology and lack of supervision guidance and there is no monitoring. (3) The process shows that the incompatibility with supporting factors in administrative work and very limited Waskat is an inhibiting factor, namely not having SOP, incompetence, lack of integrity, there is a direct relationship in assessment and lack of data collection. (4) The product shows a mismatch, that is, internally and externally the violation does not decrease (5) The internal and external benefits show that the career projection is less selective in behavior / behavior. (6) The impact of changes in moral behavior after participating in the program, namely integrity can reduce violations, but lack of attention results in high violations, the influence of the appraiser's closeness creates a bias that is too soft and harsh, then the influence on officers who are judged there is no change in behavior of integrity and morality permanent.     Analysis of Indonesian Naval Ship Maintenance Strategy at Jakarta Military Sea Lift Unit to Support Sea Transportation

    The background of the research is the limited readiness of ships at the Jakarta Military Sea Lift Unit caused by the age of most of the ships more than 20 years. The purpose of the study was to analyze the strategy of maintaining ship readiness through system maintenance activities. The research method is quantitative with a survey approach with an analysis model based on Strength, Weakness, Opportunity, and Threat (SWOT). Research respondents are purposive sampling that have relevance in the field of ship maintenance. The results showed that to improve ship readiness through maintenance systems, was carried out by increasing the capabilities of human resources, Management Planned maintenance systems, The availability of spare parts, and the capability of the Ship Maintenance Facility Unit. The improvement of personnel capabilities and skills is carried out through training activities in collaboration with the original engine manufacturer (OEM). This ship maintenance system is based on a planned maintenance system supported by the availability of spare parts and the capability of Ship Maintenance Facility Units. Contribution of the research to maintain the readiness of ships to support operational activities, which has implications for the readiness and sustainability

    Defense Policy is a basis for realizing the Strategic Plan of a State Special Military Satellite which is a state defense and security need for implementation and regulation so that it can run ideally. The Ministry of Defense as one of the leading sectors in realizing the existence of military satellites in Indonesia, so that it can accommodate all needs for military satellites that can be used in ways that can be implemented easily, simply and as efficiently as possible. So that the research objective is to provide an in-depth analysis of the implementation of policies regarding military satellites issued by the ministry of defense. So that it becomes an important thing to do an evaluation so that it can find solutions and strategies in implementing the implementation of these policies. The research method is using a qualitative method with data collection in the form of interviews, indirect observation and literature studies, which are then processed with Edward III's Policy Implementation theory and strategy theory for how to maximize efforts to implement policies on military satellites. The results of the research are in the Policy Implementation Process, in this case namely the Military Satellite Policy contained in the General Policy on National Defense issued by the Ministry of Defense, there are communications that have not been implemented to Policy Executors such as Bakamla and TNI AL, while to make strategies for implementing these policies, with the concept of means, ways and ends, provides output of the concept of implementation strategy resulting from a comparison of Chinese and American military satellite policies, which have important criteria, namely leadership style factors, budget base and supporting infrastructure

    Strategi pengembangan pesawat tanpa awak oleh PT. Dirgantara Indonesia (DI) untuk mendukung sektor pertahanan yang strategis. PT. DI iyalah perusahaan manufaktur pesawat terbang terkemuka di Indonesia, yang telah memproduksi berbagai jenis pesawat dan komponen dirgantara. Sebagai perusahaan dirgantara nasional, PT. DI pun berperan dalam membangun kapabilitas industri dirgantara di Indonesia melalui kerja sama dengan mitra internasional dalam hal pengembangan produk dan transfer teknologi. Artikel ini menampilkan beberapa studi dan penelitian terkait pengembangan pesawat tanpa awak. Salah satunya membahas analisis yuridis pengoperasian pesawat tanpa awak untuk kargo di wilayah Indonesia Timur oleh PT. Garuda Indonesia (Persero) Tbk. Studi ini membahas aspek hukum dan tanggung jawab penggunaan pesawat tanpa awak untuk angkutan kargo. Selain itu, terdapat studi yang membahas pengembangan sistem informasi pesawat tanpa awak berbasis aplikasi Android, pengembangan sistem penghitung jumlah kendaraan menggunakan citra aerial dari pesawat tanpa awak, dan pengembangan sistem pendaratan otomatis pada pesawat tanpa awak. Beberapa studi juga berfokus pada pelayanan penumpang pada pesawat tanpa awak dan pengembangan wahana pesawat tanpa awak untuk berbagai aplikasi. Pada artikel ini, disarankan beberapa strategi yang dapat dipertimbangkan oleh PT. DI guna mengembangkan pesawat tanpa awak yang efektif dan aman, termasuk menambahkan kontrol surface ketiga, mengembangkan sistem kontrol otomatis, menggunakan UAV untuk pemetaan konflik, dan memperhatikan faktor sosial dan budaya. Upaya penyelesaian meliputi riset dan inovasi, kemitraan dan kolaborasi, pemenuhan regulasi, analisis pasar, keamanan dan privasi, serta edukasi dan kesadaran publik

    The discovery of a strange UUV (Unmanned Underwater Vehicle) in the form of a seaglider three times in Indonesian waters indicates a threat towards state sovereignty. Indonesia with its five pillars of the World Maritime Axis (PMD) is still struggling with issues of maritime threats often arise in the form of territorial violation, the pilferage of marine products, and other illegal activities. As an archipelagic country with a wide border gate of the sea, it is often difficult to control the violations occur. Indonesia has huge marine potential requires the attention of the state in order to create the protection from the threat of sovereignty in the maritime territory of the archipelago. Under sea level, including the seabed, is a component of the continental shelf that needs to be monitored, considering that this area can be a gateway for foreign powers who want to intrude on Indonesian sovereignty. In addition, the under-surface area can be a strategic strength for the Indonesian navy as a country with a very strong maritime style. Untuk mengatasi hal ini, BUMN industri pertahanan perlu menerapkan prinsip-prinsip GCG, memperkuat industri pertahanan nasional, dan mempertimbangkan kebijakan negara serta revitalisasi industri pertahanan. Selain itu, kerjasama pertahanan dan joint development dengan mitra dalam­ dan luar negeri, serta perkembangan kebijakan industri pertahanan juga perlu dipertimbangkan. Penggunaan drone dalam industri pertahanan, kemandirian alutsista, dan peran holding company juga menjadi faktor penting. Implementasi kebijakan pengadaan alutsista dalam kerangka MEF, strategi government relations, serta pembentukan kerjasama industri pertahanan dan pemberdayaan industri mikro dan kecil juga relevan. Konsep kerjasama industri pertahanan mitra laut, revitalisasi industri pertahanan melalui alih teknologi, dan pengembangan industri pertahanan mandiri juga diperlukan.     Dissonance is a concept that comes from the study of psychology or something commonly called cognitive dissonance, which means a state of discomfort or dilemma which is the result of conflict between two beliefs. This thought arose because of what has been known to humans so far trying to stick to one thought. But at certain times, it happened clashes of beliefs that make a person no longer consistent on one particular thought and pattern of behavior, that is what is referred to later as dissonance. The use of the term 'consonance' refers to consistency, while 'dissonance' describes inconsistency.Strategic decisions are generated not only by such structural conditions international system, but most importantly by domestic political factors others, such as their imperial heritage and perception of the state.They plays important role in interpreting historical memory, national symbols, constructing myths, including the national identity of a country thereby forming a belief system which is a manifestation of how does the political elite understand who they are and how ideal the state is behave through defense policy.     UV-C Technology to Support Air Quality For Safety Work and Security From Biological Agent Threats

    Abstract: The UV-C-based air disinfection device is the equipment used for air disinfection whose working principle uses UV-C radiation to inactivate microorganisms. This study aimed to determine the effectiveness of UV-C devices for disinfection in the indoor air at the workspace and the safety of humans in the room from being exposed to UV-C radiation when the disinfectant is operating. The research used quantitative methods through laboratory experiments. The working principle of the UV-C device is to circulate air in the room through a chamber equipped with a UV-C radiation source from an electric lamp with a wavelength of 254 nm. Laboratory tests were carried out with the Total Plate Count (TPC) parameter to determine its effectiveness by measuring the number of conditions before and after treatment. The average effectiveness value at 30 minutes was 64.14% and at 60 minutes it was 86.26%, so the effect increased with time. In terms of the dangers of UV-C radiation, UV-C devices are safe to use with designs and engineering that can prevent or minimize UV-C radiation outside the device. The radiation in human skin is not beyond the specified allowed. The result of measuring UV-C radiation in the workspace was 0.000 μW/cm2. UV-C technology can be used as a defense tool against biological agents effectively and safely.Abstrak: Perangkat disinfeksi udara berbasis UV-C merupakan alat yang digunakan untuk disinfeksi udara yang prinsip kerjanya menggunakan radiasi sinar UV-C untuk menonaktifkan mikro organisme. Tujuan penelitian ini adalah menentukan efektifitas perangkat UV-C pada disinfeksi mikroorganisme di udara dalam ruang kerja dan menentukan keamanan terhadap manusia yang berada di dalam ruangan dari paparan radiasi sinar UV-C pada saat disinfektor beroperasi. Prinsip kerja perangkat UV-C adalah mensirkulasikan udara pada ruangan untuk melalui chamber yang telah dilengkapi dengan sumber radiasi UV-C yang berasal dari lampu elektrik dengan panjang gelombang 254 nm. Dilakukan uji laboratorium dengan parameter Total Plate Count (TPC) untuk mengetahui efektifitasnya dengan mengukur jumlah kondisi sebelum dan sesudah sehingga diperoleh nilai rata-rata efektifitas pada 30 menit adalah 64,14% dan 60 menit adalah 86,26% sehingga efektifitas naik dengan ditambahnya waktu. Perangkat UV-C dari segi bahaya radiasi UV-C aman digunakan dengan desain yang dapat mencegah/meminimalisir radiasi UV-C sehingga tidak sampai pada kulit manusia melebihi nilai ambang batas yang ditentukan. Hasil ukur radiasi UV-C di ruang kerja adalah 0,000 μW/cm2. Teknologi UV-C dapat digunakan sebagai alat pertahanan terhadap agensia biologi dengan efektif dan aman.

    PENGGUNAAN NANOMATERIAL DALAM TEKNOLOGI PERTAHANAN SEBAGAI UPAYA MENINGKATKAN DAYA SAING INDUSTRI PERTAHANAN INDONESIA

    Penggunaan nanomaterial dalam teknologi pertahanan negara menawarkan peluang besar bagi Indonesia sebagai negara kepulauan dengan populasi besar dan wilayah luas. Keunggulan nanomaterial, seperti berat ringan dan kekuatan tinggi, sensorik sensitif, dan efisiensi konversi energi, dapat meningkatkan efektivitas pertahanan. Penelitian ini menggunakan metode kuantitatif deskriptif dengan pendekatan studi literatur untuk mengeksplorasi penggunaan nanomaterial dalam berbagai bidang pertahanan, termasuk alat pelindung diri, sistem sensor dan deteksi, material amunisi, serta pelapis dan pelindung kapal. Namun, pengembangan nanomaterial juga dihadapkan pada tantangan, seperti masalah keamanan, regulasi, dampak lingkungan, dan kerjasama antarlembaga. Oleh karena itu, diperlukan strategi yang tepat, termasuk penelitian komprehensif, regulasi yang jelas, mitigasi dampak lingkungan, dan kolaborasi yang kuat, untuk memastikan penggunaan nanomaterial yang aman dan berkelanjutan. Dengan demikian, Indonesia dapat meningkatkan daya saing industri pertahanan, memperkuat kemampuan pertahanan, dan menjaga kedaulatan serta keamanan negara di tengah perkembangan teknologi yang cepat
