Lokale Wohlfahrtsarrangements zwischen Beharrung und Wandel: die widersprüchlichen Effekte von Ökonomisierung und Kontraktmanagement

Der Beitrag beschäftigt sich am Beispiel der Jugendhilfe empirisch mit dem Einfluss der Modernisierungs- und Ökonomisierungsimpulse auf die Ausgestaltung und den Wandel lokaler Wohlfahrtsarrangements. Im Mittelpunkt steht erstens die Frage, welchen Einfluss Modernisierungsanstrengungen der kommunalen Sozialverwaltung und Ökonomisierungsimpulse auf die institutionelle Ausprägung lokaler Wohlfahrtsproduktion, d.h. die Trägerstrukturen sozialer Dienstleistungen haben. Zweitens wird untersucht, wie die Leistungsbeziehungen und Koordinationsstrukturen zwischen Sozialverwaltung und externen Wohlfahrtsproduzenten im Zuge der Modernisierung verändert werden. Angesichts offensichtlicher Widersprüche zwischen formaler Implementierung von Instrumenten des Kontraktmanagements und den tatsächlichen Wirkungen entwikkelt der Beitrag ein Modell unterschiedlicher Implementationsstrategien.The article explores the impact of administrative modernisation and marketization on the provision of social services in the exemplary field of youth welfare services and childcare. It deals with the effects on the institutional provision of services and the transformation of the relationship between local governments and charities as well as private providers of services. Facing apparent contradictions between the formal implementation of contract management and observed effects a model of divergent implementation strategies is developed

Making Prevention Work: Preventive structures and policies for children, youth and families: Comprehensive report. Materials about Prevention Vol. 15 June 2020.

This report maps preventive structures and policies for children, young people and families in 12 European countries. By examining what works in each of the countries surveyed, it aims to provide a foundation for the development of prevention policies across Europe. The report draws on a concept of prevention that is framed in universalist and integrative terms. The concept is universalist in that it addresses all children and young people, even those not seen as being “at-risk.” It is integrative because prevention should be organized from a child’s point of view, not in terms of administrative responsibilities. As such, this concept targets the establishment of prevention chains that link different institutions over the life-course. The report includes summary factsheets of the preventive concepts, structures and practices mapped in 12 EU member states (Austria, Czechia, Denmark, England (UK), Finland, France, Germany, Ireland, Lithuania, the Netherlands, Spain and Sweden). In addition, three in-depth case studies (Austria, France and the Netherlands) featuring data from interviews with experts and implementing actors are also presented

Rezension: Stockmann, Reinhard (Hrsg.) (2022): Handbuch zur Evaluation - Eine praktische Handlungsanleitung

One of the standard textbooks of German-language evaluation research has undergone a new edition. Since the first edition from 2007, 15 years have passed. In the meantime, a lot has happened with regard to the institutionalisation and professionalisation of evaluation research. With the new edition of the Handbook for Evaluation, students, practitioners and also experienced evaluators receive a significantly expanded and updated version of the classic. The volume documents the steps taken so far in the institutionalisation and professionalisation of evaluation and provides practical advice for conducting evaluations throughout their entire course. Despite some desiderata, the handbook is still the most comprehensive introduction to evaluation research for many practitioners and students in German language. It offers orientation and serves as a reference work even for experienced evaluators. Stockmann's commitment to the professionalisation and institutionalisation of evaluation has thus created an institution of its own kind in the form of the Handbook, the reception of which will hopefully help to clear up the misunderstandings often found about the status and quality characteristics of evaluations
