Mechanism design theory is used to develop the properties of optimal pollution control incentive schemes in the presence of adverse selection, moral hazard, and transaction costs. The model presented here shows (a) with no deadweight costs (transaction costs) , first-best allocations are always possible; (b) in the presence of transaction costs (caused by raising taxes), only second-best allocations are feasible; and (c) the conditions under which the optimal incentive scheme implementing second-best allocations will be a nonlinear tax, a standard(s), or a combination of both taxes and standard(s).Environmental Economics and Policy,

Assuming asymmetric information over farmer profits and zero transaction costs, prior literature has suggested that when regulating nonpoint source water pollution, a tax on management practices (inputs) can implement full-information allocations and is superior to a tax on estimated runoff. Using mechanism design theory under asymmetric information, this paper show that under the same assumptions, management practice taxes and taxes on estimated runoff are equally efficient.Environmental Economics and Policy,

A Beginning Investigation of High-Leverage and Best Practices for Engaging LGBT Students of Color: An Action Research Project

My focus for this research is best practices in secondary ELA for LGBT students of color. Specifically, I examined diversity, differentiation, inclusive education, culturally responsive pedagogy; strategies, scaffolding, effective instruction, high leverage practices, evidence-based practices; and subject-specific, disciplinary issues related to my goals for teaching improvement. This focus aligned with several INTASC Standards for teacher professional development. Additionally, I considered how studying my own practice in line with INTASC Standards could improve my own instruction and therefore, student learning. My purpose for this study was to determine how well my instruction utilized best practices in secondary ELA for LGBT students of color. I will monitor and test my own professional growth by comparing and contrasting my instruction and planning against my research questions. These standards tie into my research questions by having me focus on instructional development and professional development and critiquing my best practices. Ultimately, my research and study findings demonstrate a range of successes and failures, along with implications for further research and professional development

An Investigation on a Mobile Robot in a ROS Enabled Cloud Robotics Environment

In modern day robotic applications, the use of cloud computing is being considered as a viable option giving rise to development of cloud robotics environment. Robots are also being developed to operate under an organized framework of robot operating system (ROS) for flexibility and better integration with robots of different types. In this work, an investigation is presented on the development of a mobile robotic platform and its integration in a ROS enabled cloud robotics environment. A mobile robotic platform was built with different sensors including a depth camera, integrated with Arduino and raspberry pi for interfacing the sensors, the drive system and on-board local processing of signals and with wireless communication capability for transmission and receiving data. The robot was operated using ROS framework within a cloud robotics network. Two issues of robot operation in ROS enabled cloud environment, namely, latency and data integrity were investigated for the developed robot under different operating conditions. The system was tested for baseline connectivity and under low bandwidth environment and performance was found to be satisfactory in the areas of latency and data integrity. Ongoing and future extensions are proposed to integrate this current robot with other existing robots within the ROS enabled cloud robotics environment

A criticism which is often made of mathematics as a subject of study is that it involves nothing of observation, experimentation, and induction as the terms are understood in the natural sciences. Whether or not this criticism is just is a debatable question, nevertheless, the work of many investigators who helped to develop mathematical science reflects very clearly a constant use of a great deal of observation, experimentation, and induction, that is the process of deriving a general conclusion from particular cases. It is worthy to note that observation and experimentation in mathematics do not usually involve costly and complicated apparatus as is often the case with physics, astronomy, and some other sciences. Pencil and paper are all that one needs, ordinarily, nevertheless, they are true observations. Investigations and experimentations in modern science suggest to us the following conjecture, namely, that the universe operates in a somewhat orderly manner. Clearly then, to understand thoroughly the nature of these operations we must first discover the various laws by which they are governed. The object of the scientist is to examine critically natural phenomena in order to be able to predict and control the various natural processes. To that end, mathematics has been a valuable asset, for it has made it possible for one to represent certain natural relationships quantitatively
