User Involvement in Employment Services - Boundary Struggles over Responsibilities, Needs and Tasks in Job Consultantsâ Work
Denne artikel undersøger, hvordan jobkonsulenter realiserer og afgrĂŚnser brugerinddragelse i den danske beskĂŚftigelsesindsats. Artiklen bygger pĂĽ feltarbejde, interview og vĂŚrkstedsarbejde fra en undersøgelse af jobkonsulenters arbejdsliv med individuelt planlagt job med støtte (IPS), som er en beskĂŚftigelsesrettet metode for psykiatribrugere. Arbejdet med IPS udgør en interessant case pĂĽ brugerinddragelsens potentielle betydning i beskĂŚftigelsesindsatsen, fordi metoden som socialteknologi er udviklet i et psykiatrisk system med fokus pĂĽ recovery og betoner valgfrihed for og inddragelse af brugerne. I artiklen analyseres jobkonsulenternes tolkning af brugerinddragelsen som en erfaringsproces, hvori de rekonstruerer deres problemforstĂĽelser, ansvar og opgaver i forhold til at imødekomme brugernes behov. Analysen viser, hvordan IPS-konsulenterne udvikler arbejdet. Brugerne fĂĽr ansvaret for deres situation. Jobkonsulenterne accepterer brugernes bredere behovsvurderinger og forsøger at indfri deres specifikke ønsker for beskĂŚftigelse ved at bygge bro til arbejdsmarkedet. Til tider oplever jobkonsulenterne dog usikkerhed, udmattelse og frustration pĂĽ grund af uklare ansvarsfordelinger, en uoverskuelig arbejdssituation og arbejdsmarkedets krav. I artiklen tolkes disse spĂŚndinger mellem normen om brugerinddragelsen og beskĂŚftigelsesindsatsens institutionelle betingelser ud fra Nany Frasers begreb om grĂŚnsekampe.This article investigates how job consultants realize and delimit user involvement in Danish employment services. The empirical basis is job consultantsâ interpretation of user involvement in their work with the method individual placement and support, IPS. The work with IPS is an interesting case on the impact of user involvement in the work of job consultants, because the method is developed in psychiatry with a focus on ârecoveryâ and emphasizes the usersâ choice, involvement and knowledge. The article draws on field work, interviews and a research workshop with the first IPS consultants in Denmark. In the article, the job consultantsâ interpretation of user involvement is analyzed as an ongoing process, in which they reconstruct their understanding of their responsibilities to meet usersâ needs. The analysis shows how the job consultants develop the work. They give the users the responsibilities for their situations. They accept the usersâ broader assessments of their needs and the tasks they necessitate. And they attempt to bridge the gap to the labour market by following usersâ wants for employment. At times, the job consultants experience uncertainty, exhaustion and frustration, because of unclear responsibilities, diffi cult working situations and the demands of employers. The article suggests that Nancy Fraserâs concept of boundary struggles may explain these tensions between the norm of user involvement and the institutionalization of employment services
Ambivalente afsløringer â jobkonsulenters erfaringer med diagnosers betydning for psykiatribrugeres deltagelse pĂĽ arbejdsmarkedet
Differentiations are necessary and legitimate in the allocation of labour power in a differentiated society. They contribute to the utilization of labour power and to the quality of individualsâ working lives. Differentiations are also part of confl icts over distribution of resources and privileges and they can ground discrimination. This article focuses on the contradictory function of psychiatric diagnoses in supported employment for psychiatry users. The vantage point is job consultantsâ work with individual placement and support. The goal of the article is, fi rstly, to show empirically, how the differentiation of psychiatry users through their diagnoses creates ambivalences among the job consultants. Secondly, the goal is to create a theoretically substantiated understanding of labour market participation for psychiatry users that can explain the ambivalences regarding the disclosure of the psychiatric diagnoses. By use of Nancy Fraserâs concept of bivalent collectivities, it is shown how the decision to disclose diagnoses positions psychiatry users and job consultants. This has consequences for the job consultantsâ use of knowledge, participation and status in the recruitment process â and ultimately for their possibilities to integrate psychiatry users on the labour market.ForskelssĂŚtninger er betydningsfulde og legitime i allokeringen til arbejdsmarkedet i et differentieret samfund. De bidrager bĂĽde til udnyttelse af samfundets arbejdskraft og til kvaliteten af den enkeltes arbejdsliv. ForskelssĂŚtninger indgĂĽr samtidig i konfl ikter om ressourcetildeling og privilegier, og de kan danne grundlag for diskrimination. Denne artikel fokuserer pĂĽ den modsĂŚtningsfyldte funktion af diagnoser i en specialiseret beskĂŚftigelsesindsats for psykiatribrugere. AfsĂŚttet er jobkonsulenternes arbejde med at støtte psykiatribrugere pĂĽ arbejdsmarkedet med metoden individuelt planlagt job med støtte. MĂĽlet med artiklen er, for det første, at vise empirisk, hvordan differentieringen af psykiatribrugere ud fra deres diagnose indgĂĽr i forhandlinger mellem professionelle, brugere og arbejdsgivere, hvilket er anledning til ambivalenser blandt jobkonsulenterne. For det andet at fremskrive en teoretisk begrundet analyse af psykiatribrugeres deltagelse pĂĽ arbejdsmarkedet, som kan forklare jobkonsulenternes ambivalenser om at afsløre diagnoserne. Med afsĂŚt i Nancy Frasers begreb om en bivalente kollektivitet viser jeg, hvordan afsløringen af diagnoserne har betydning for jobkonsulenternes deltagelse, status og relationer til brugere og arbejdsgivere â og dermed for deres muligheder for at understøtte psykiatribrugeres arbejdsmarkedsintegration. Afslutningsvis fremhĂŚves nødvendigheden af at medrefl ektere bĂĽde kulturelle og økonomisk forankrede marginaliseringsdynamikker i forstĂĽelsen af psykiatribrugeres situation
