Guilty By Reason of Insanity: Unforeseen Consequences of California\u27s Deinstitutionalization Policy
Beginning with the passage of the Lanterman-Petris- Short Act in 1969, deinstitutionalization in California has had a devastating effect on the mentally ill. Instead of affording the mentally ill with more rights and protections, the process of shutting down state psychiatric hospitals and impeding psychiatric care for those in need caused a cascade effect leading to an increase of homelessness and incarceration. Over the past four decades, prisons and jails in California have become the de facto state mental hospitals, with severely mentally ill individuals having nearly a four-to-one chance of ending up in jail or prison over a psychiatric facility of some variety. This restructuring of mental health services has contributed to the ever-increasing problem of mass incarceration – a problem that has reached epidemic levels in recent years. To that end, solutions to this problem include: community-based mental health services, reopening some state psychiatric hospitals with greater oversight, funding medical research into improved treatment options, and community education aimed at fostering a greater understanding of mental health issues
Ethics and the Use of Coercion in the Treatment of Psychiatric Patients
Involuntary psychiatric treatment occurs under such conditions as the medicating or placing in treatment facilities of patients without their consent. Such involuntary treatment has been litigated in the Supreme Court; however, the Court’s rulings have been applied to incarcerated persons, with the notable exception of the 1975 ruling in O’Connor v. Donaldson, a case argued as a civil rights violation. Using O’Connor v. Donaldson as a framework, this paper argues that forcing non- violent psychiatric patients to take medication, or be otherwise treated against their will, is an unethical practice and must be discontinued. This practice of forcible treatment violates the due process rights of patients, and is a violation of accepted medical ethics
Private tutoring at transition points in the English education system: its nature, extent and purpose
International surveys indicate that the prevalence of private tutoring in England is relatively low but as few national surveys have been undertaken, there is little detailed evidence available. The aim of this research is to provide a systematic description of the nature and extent of private tutoring at three points of transition in the English education system and to explore students’ views of the reasons for its use. Over 3000 students completed a questionnaire survey providing information on the extent of private tutoring in school curriculum subjects,reasons for the employment of tutors and demographic information. Over 1100 parents supplied information on their motivation for employing tutors. At the time of the survey, 7.6% of year 6 pupils were in receipt of tutoring in mathematics, 8.1% English and 3.2% science. Comparable figures for year 11 pupils were 7.9% mathematics, 2.6% English and 2.8% science. Overall, 27% of students reported that they had received tutoring at some stage during their school career and there were clear associations with family socio-economic status and cultural background. Parents employed tutors to increase their child’s confidence, improve their understanding of the subject and to help them do well in tests and examinations. Most primary age children indicated that tutors were not needed as their teachers and families provided sufficient educational support. Some families appear to be making strategic use of tutors to help their children make successful transitions in the education system

government policy, to improve both access to and choice of treatments, has raised public expectations. The commissioning of the graduate workforce, the graduate worker in primary care mental health(GWPCMH), commenced in 2002, in response to the publication of target numbers detailed in the Priorities and Planning Framework, (DoH, 2002). It signalled a determination to expand the workforce

Tuning a binary ferromagnet into a multi-state synapse with spin-orbit torque induced plasticity
Inspired by ion-dominated synaptic plasticity in human brain, artificial
synapses for neuromorphic computing adopt charge-related quantities as their
weights. Despite the existing charge derived synaptic emulations, schemes of
controlling electron spins in ferromagnetic devices have also attracted
considerable interest due to their advantages of low energy consumption,
unlimited endurance, and favorable CMOS compatibility. However, a generally
applicable method of tuning a binary ferromagnet into a multi-state memory with
pure spin-dominated synaptic plasticity in the absence of an external magnetic
field is still missing. Here, we show how synaptic plasticity of a
perpendicular ferromagnetic FM1 layer can be obtained when it is
interlayer-exchange-coupled by another in-plane ferromagnetic FM2 layer, where
a magnetic-field-free current-driven multi-state magnetization switching of FM1
in the Pt/FM1/Ta/FM2 structure is induced by spin-orbit torque. We use current
pulses to set the perpendicular magnetization state which acts as the synapse
weight, and demonstrate spintronic implementation of the excitatory/inhibitory
postsynaptic potentials and spike timing-dependent plasticity. This
functionality is made possible by the action of the in-plane interlayer
exchange coupling field which leads to broadened, multi-state magnetic reversal
characteristics. Numerical simulations, combined with investigations of a
reference sample with a single perpendicular magnetized Pt/FM1/Ta structure,
reveal that the broadening is due to the in-plane field component tuning the
efficiency of the spin-orbit-torque to drive domain walls across a landscape of
varying pinning potentials. The conventionally binary FM1 inside our
Pt/FM1/Ta/FM2 structure with inherent in-plane coupling field is therefore
tuned into a multi-state perpendicular ferromagnet and represents a synaptic

Anisotropic magnetoresistance in a 2DEG in a quasi-random magnetic field
We present magnetotransport results for a 2D electron gas (2DEG) subject to
the quasi-random magnetic field produced by randomly positioned sub-micron Co
dots deposited onto the surface of a GaAs/AlGaAs heterostructure. We observe
strong local and non-local anisotropic magnetoresistance for external magnetic
fields in the plane of the 2DEG. Monte-Carlo calculations confirm that this is
due to the changing topology of the quasi-random magnetic field in which
