    The empty opportunity : local control of secondary schools and student achievement in the Philippines

    Decentralization policies are at the heart of education reform efforts in many countries internationally. Two important types of policies are those that: (a) remove barriers to private education; and (b) devolve authority and responsibility for schools from central level administrations to intermediate level organizations and ultimately to schools, relying more on local communities for financing, with an overall goal of improving effectiveness. While both types of policies are largely uninformed by empirical evidence regarding their impact on such education outcomes as student learning, in developing countries the evidence regarding the effects of local control is much weaker than that regarding private schools. This paper extends the literature on the impact of private education on achievement, while providing the first evidence on the impact of local control on achievement in a developing county. It analyzes data from 214 secondary schools in the Philippines to answer questions regarding: (a) the relative effectiveness of local, government and private secondary schools; and (b) the factors that account for observed differences.Education Reform and Management,Teaching and Learning,Gender and Education,Health Monitoring&Evaluation,Primary Education

    Weak Signal Detection Technology Based on Holmes Duffing Oscillator

    AbstractIn this paper, the principle and application of weak signal detection based on Holmes Duffing oscillator is introduced. The relationship between the state equation of Duffing oscillator and the control of signal by scanning is analyzed and the signal is detected. The simulation and design the circuit of weak signal detection are researched based on Duffing oscillator. Control experiments are carried out on the circuit with sine signal of different frequencies. We achieve the purpose of detecting weak period signal from noise background by scanning. This study is a useful exploration in Chaos control using engineering signal detection

    UNDERSTANDING POST ADOPTION SWITCHING BEHAVIOR FOR MOBILE INSTANT MESSAGING APPLICATION IN CHINA: BASED ON MIGRATION THEORY

    Post adoptive IT use is a hot research stream in information systems field, including continuance behaviours and switching behaviours. While there are a great number of studies on users’ intentions or behaviors for diversified information systems, previous post adoptive IT studies pay relatively less attention on users’ switching behaviors. Hence, we know little about this phenomenon and triggers on users’ switching behaviors. This research identifies the features of users IT switching behaviors and examines what trigger their switching intentions and actual behaviors in the context of mobile instant messaging (MIM) application in China. A model of MIM switching behaviors is developed based on Curran and Saguy’s (2001) research on how networks of obligation, trust and relative deprivation affect human’s migration decision and process. Besides these three triggers, we also introduce dissatisfaction and curiosity into our model according to prior IS studies on switching behaviors. A survey research method will be adopted to test this model. Overall, our study may theoretically contribute to further understand users’ IT switching behaviors and yield some practical implications for designers and managers in MIM providers and their products propaganda
