Towards a Coulomb gas of instantons in the SO(4)xU(1) Higgs model on R_4
The Higgs model on is extended by a term so
that the action receives a nonvanishing contribution from the interactions of
2-instantons and 3-instantons, and can be expressed as the inverse of the
Laplacian on in terms of the mutual distances of the instantons. The
one-instanton solutions of both the basic and the extended models have been

Analysis of Capital Distribution Among Ohio’s Publicly Funded Higher Education Institutions
In 2012, Governor Kasich instituted a call-to-action, “Campus leaders throughout Ohio must work together to rethink how the state allocates its investment in our public higher educational facilities.” (Ohio Higher Education Capital Funding Commission, 2016). The intent of Governor Kasich was to drive more equitable outcomes and opportunities in higher education, including capital allocation (2016). However, despite the changes in processes over time, there continues to be disproportion in allocation of capital funding (Maiden & Stearns, 2007; Manns, 2004; Tandberg 2010).
A deeper understanding of the historical and current trends of capital allocation to postsecondary public institutions in Ohio is needed to increase awareness of both the favorable and unfavorable aspects of the State’s funding processes. The findings of this study will inform policy makers, university administrators, and community stakeholders of the past and current status of capital allocation to public post-secondary education and may allow enhancement of the decision making processes and choice of viable metrics for computing allocation of funds. Additionally, the results of this proposed study may be utilized by higher education administrators and community stakeholders to assist in predicting a particular higher education institutions future capital allocations that may assist them with long term capital planning.
The purpose of this quantitative, cross-sectional, historical study is to determine the basis of capital allocation among Ohio higher education institutions per FTE (as per the reporting precedent set in historical Board of Regents reports and research by Johnson (2012)) as it relates to (1) campus condition, (2) school type (2 year vs. 4 year), (3) county population, (4) party of the governor, and (5) party of the legislative majority. A 30-year period from 1988 through 2018 will be analyzed. The research questions will be investigated with an ordinary least squares (OLS) fixed-effects regression model for cross-sectional panel data. STATA v.14 software will be used with the “XT” command for analysis of the model. A .05 level of significance will be set for the analysis
Markets - Water Markets: Australia’s Murray-Darling Basin and the US Southwest
Worldwide supplies of fresh water are increasingly scarce relative to demand. This problem is likely to be exacerbated with climate change. In this paper, we examine water markets in both Australia’s Murray Darling Basin and the western US and their prospects for addressing water scarcity. The two regions share a number of important similarities including: climate variability that requires investment in reservoirs to make water available in low-rainfall periods; the need for internal and cross-border (state) water management; an historical major allocation of water to irrigators; increasing competition among different uses (agricultural, environmental and recreational in situ uses, urban demand); and the potential for water trading to more smoothly and quickly allocate water across these competing uses. A comparison of the two regions provides important insights about how economic factors can encourage more efficient water allocation, market structure and government regulation.
Room temperature photonic crystal defect lasers at near-infrared wavelengths in InGaAsP
Room temperature lasing from optically pumped single defects in a two-dimensional (2-D) photonic bandgap (PBG) crystal is demonstrated. The high-Q optical microcavities are formed by etching a triangular array of air holes into a half-wavelength thick multiquantum-well waveguide. Defects in the 2-D photonic crystal are used to support highly localized optical modes with volumes ranging from 2 to 3 (lambda/2n)(3). Lithographic tuning of the air hole radius and the lattice spacing are used to match the cavity wavelength to the quantum-well gain peak, as well as to increase the cavity Q. The defect lasers were pumped with 10-30 ns pulses of 0.4-1% duty cycle. The threshold pump power was 1.5 mW (approximate to 500 μW absorbed)
An Integrated Assessment of Water Markets: Australia, Chile, China, South Africa and the USA
The paper provides an integrated framework to assess water markets in terms of their institutional underpinnings and the three ‘pillars’ of integrated water resource management: economic efficiency, equity and environmental sustainability. This framework can be used: (1) to benchmark different water markets; (2) to track performance over time; and (3) to identify ways in which water markets might be adjusted by informed policy makers to achieve desired goals. The framework is used to identify strengths and limitations of water markets in: (1) Australia’s Murray-Darling Basin; (2) Chile (in particular the Limarí Valley); (3) China (in particular, the North); (4) South Africa; and (5) the western United States. It identifies what water markets are currently able to contribute to integrated water resource management, what criteria underpin these markets, and which components of their performance may require further development.
In vivo measurements of muscle specific tension in adults and children

Copyright @ 2009 The Authors.To better understand the effects of pubertal maturation on the contractile properties of skeletal muscle in vivo, the present study investigated whether there are any differences in the specific tension of the quadriceps muscle in 20 adults and 20 prepubertal children of both sexes. Specific tension was calculated as the ratio between the quadriceps tendon force and the sum of the physiological cross-sectional area (PCSA) multiplied by the cosine of the angle of pennation of each head within the quadriceps muscle. The maximal quadriceps tendon force was calculated from the knee extension maximal voluntary contraction (MVC) by accounting for EMG-based estimates of antagonist co-activation, incomplete quadriceps activation using the interpolation twitch technique and magnetic resonance imaging (MRI)-based measurements of the patellar tendon moment arm. The PCSA was calculated as the muscle volume, measured from MRI scans, divided by optimal fascicle length, measured from ultrasound images during MVC at the estimated angle of peak quadriceps muscle force. It was found that the quadriceps tendon force and PCSA of men (11.4 kN, 214 cm2) were significantly greater than those of the women (8.7 kN, 152 cm2; P 0.05) between groups: men, 55 ± 11 N cm−2; women, 57.3 ± 13 N cm−2; boys, 54 ± 14 N cm−2; and girls, 59.8 ± 15 N cm−2. These findings indicate that the increased muscle strength with maturation is not due to an increase in the specific tension of muscle; instead, it can be attributed to increases in muscle size, moment arm length and voluntary activation level
Spectral Properties From Lyman-alpha to H-alpha For An Essentially Complete Sample of Quasars I: Data
We have obtained quasi-simultaneous ultraviolet-optical spectra for 22 out of
23 quasars in the complete PG-X-ray sample with redshift, z<0.4, and M_B<-23.
The spectra cover rest-frame wavelengths from at least Lyman-alpha to H-alpha.
Here we provide a detailed description of the data, including careful
spectrophotometry and redshift determination. We also present direct
measurements of the continua, strong emission lines and features, including
Lyman-alpha, SiIV+OIV], CIV, CIII], SiIII], MgII, H-beta, [OIII],
He5876+NaI5890,5896, H-alpha, and blended iron emission in the UV and optical.
The widths, asymmetries and velocity shifts of profiles of strong emission
lines show that CIV and Lyman-alpha are very different from H-beta and H-alpha.
This suggests that the motion of the broad line region is related to the
ionization structure, but the data appears not agree with the radially
stratified ionization structure supported by reverberation mapping studies, and
therefore suggest that outflows contribute additional velocity components to

Giant optical Faraday rotation induced by a single electron spin in a quantum dot: Applications to entangling remote spins via a single photon
We propose a quantum non-demolition method - giant Faraday rotation - to
detect a single electron spin in a quantum dot inside a microcavity where
negatively-charged exciton strongly couples to the cavity mode. Left- and
right-circularly polarized light reflected from the cavity feels different
phase shifts due to cavity quantum electrodynamics and the optical spin
selection rule. This yields giant and tunable Faraday rotation which can be
easily detected experimentally. Based on this spin-detection technique, a
scalable scheme to create an arbitrary amount of entanglement between two or
more remote spins via a single photon is proposed.Comment: 5 pages, 3 figure
Changing social contracts in climate-change adaptation
Risks from extreme weather events are mediated through
state, civil society and individual action

. We propose evolving
social contracts as a primary mechanism by which adaptation
to climate change proceeds. We use a natural experiment
of policy and social contexts of the UK and Ireland affected
by the same meteorological event and resultant flooding in
November 2009. We analyse data from policy documents and
from household surveys of 356 residents in western Ireland and
northwest England. We find significant differences between
perceptions of individual responsibility for protection across
the jurisdictions and between perceptions of future risk from
populations directly affected by flooding events. These explain
differences in stated willingness to take individual adaptive
actions when state support retrenches. We therefore show
that expectations for state protection are critical in mediating
impacts and promoting longer-term adaptation. We argue
that making social contracts explicit may smooth pathways to
effective and legitimate adaptation
